Federal Appeals Court Halts COVID-19 Vaccine Rule for Large Businesses
On Friday, Nov. 12, the United States Court of Appeals for the Fifth Circuit continued its stay on the implementation of the OSHA Emergency Temporary Standard (ETS) on vaccine mandates and testing pending a full review on the request for a permanent injunction. The decision is a major blow to the Biden Administration's efforts to impose the standard on employers of 100 or more employees. NECA will continue to monitor these developments. IMSCA Update:
CDB COVID-19 Vaccination and Testing Requirements
Governor Pritzker issued Executive Orders earlier this fall outlining additional mitigations to address the COVID-19 pandemic. These Executive Orders contain COVID-19 vaccination and testing requirements for those working at certain state facilities. It has been determined these requirements also apply to contractors working on construction projects at these facilities. The Capital Development Board recently mailed letters and certifications to contractors and design professionals actively working on CDB projects where the COVID-19 vaccine and testing is required.

Please be advised that COVID-19 vaccination/testing requirements apply to construction projects at the following state facilities: Dept. of Higher Education, Dept. of Human Services, Dept. of Juvenile Justice, Dept. of Corrections, and the Dept. of Veterans Affairs. CDB staff encourages contractors to work closely with your project manager for guidance on compliance with these requirements.

Powering Chicago to light up the
City of Chicago's 108th Annual Christmas Tree in live ceremony at Millennium Park, November 19th
Chicago’s “official” Christmas tree, the 108th Annual City of Chicago Christmas Tree in Millennium Park, will shine brightly near the intersection of Michigan Ave. and Washington St. from November 19 through January 9. All-virtual in 2020, this year’s Tree Lighting Ceremony presented by Powering Chicago with leadership support from the Millennium Park Foundation will be in-person on Friday, November 19 starting at 5:30pm (with the actual lighting at approximately 6:30pm). The 2021 event has been expanded and reimagined to provide more space and opportunities for guests to participate — including multiple viewing locations with screens and concessions across the Park and a main stage on the Great Lawn with the traditional Tree Lighting Ceremony followed by fireworks and a special concert from 6:35–7:45pm headlined by singer-songwriter Brian McKnight. DCASE is selecting this year’s Tree from previous nominations; those details will be announced in the coming weeks.

Tree Lighting Ceremony Schedule (subject to change):
  • 5:30–6pm: Preshow with DJ Selah Say
  • 6pm: Tree Lighting Ceremony featuring Mariachi Herencia de Mexico, the cast of Chicago Opera Theater performing an excerpt from “Becoming Santa Claus;” a youth dance ensemble from the Kenwood School of Ballet; and special guests Dreezy Claus and Sister Claus
  • 6:30pm: Fireworks
  • 6:35–7:45pm: Concert featuring DJ Selah Say; Cirque du Soleil performing an excerpt of ‘Twas the Night Before…;” Chicago Soul Spectacular performing a high-energy Soul Christmas medley; and singer-songwriter Brian McKnight

Session 3 Topic: Overcoming Judgement

Tuesday, November 30th will be the third of four quarterly webinars as part of ECA's year long training initiative on Diversity, Equity and Inclusion. This session will focus on "Overcoming Judgement".

An important element of diversity is “open awareness”. Open awareness refers to a quality of consciousness that is not evaluative or actively shaped by pre-existing ideas or intentions, but is fully receptive to allowing the experience to simply occur “as it is”. In this workshop, open awareness is introduced by addressing the evaluative nature of the mind. While open awareness involves non-judgment, most of our daily awareness is clouded by countless judgments and evaluations. By becoming aware of these judgments, an important obstacle of open awareness is removed. In this workshop, participants experience the judgmental nature of their minds and learn about the problematic aspects of judgments.

CISCO Annual Scholarships Available
CISCO has begun to accept applications for its long-standing Annual Scholarship Awards Program. The applications for these different categories can be found on CISCO’s website/homepage at www.cisco.org. The three scholarship program categories are: 1) Four-year college scholarships for high school seniors; 2) Two-year awards for seniors planning on attending a community college; and 3) Two-year continuing education awards to union members or contractor employees.
The deadline to submit the applications is Friday, February 18, 2022. Interested students may email the completed applications, or send in the mail. For more information, call CISCO at (630) 472-9411.
