Our work ahead includes the upcoming San Francisco budget season—an opportunity to let San Francisco departments, including the new Department of Early Childhood (DEC), know what's working and what's needed so they can adjust policies and allocate funds to best serve 0-5 year old children, their families, and the educators that provide their care and education. Last year DEC released over $252M in Baby C dollars, with over $70M of this to teacher wages and workforce supports. How did this impact you and your program?

San Francisco Emergency Disaster Relief
The City and County of San Francisco’s Department of Emergency Management (SFDEM) has secured grant funding to provide eligible community-serving organizations and agencies with equipment that can be used to protect the health and well-being of their staff and clients during extreme weather events.

San Francisco Public Utilities Commission (SFPUC)’s Floodwater Management Grant Assistance Program helps property owners in San Francisco minimize the risk of flooding on their properties due to heavy rainstorms. We encourage you to take advantage of the Grant Program. Resources to help you navigate the Floodwater Grant Program include: o Up to $100,000 reimbursement for eligible flood-proofing projects

Some natural events may have rendered early education centers and family child care homes unable to offer childcare services, while other events may have increased the number of families experiencing homelessness. The CDE, EED is providing information that may be helpful in responding to local disasters, as well as for local agency recovery efforts in continuing to serve California’s early education needs:
Reimbursement for Reduced Days of Operation
The California Education Code (EC) Section 8249 states that agencies that are unable to operate due incomplete repairs and renovations that have been authorized by the CDE, or due to circumstances beyond their control, including, but not limited to, earthquakes, fires, or floods, will not be financially penalized for approved day(s) of closure. Please contact your assigned EED Program Quality Implementation (PQI) office regional consultant as soon as possible if your agency was impacted by the weather or if you have any questions regarding this announcement. The PQI Regional Consultant Directory can be accessed on the Consultant Regional Assignments web page. If you are unable to access the webpage please call the EED main phone line at 916-322-6233.
Incidents at Licensed Facilities
If you operate a licensed facility, please report any incidents on the premises to the California Department of Social Services pursuant to the California Code of Regulations, Title 22, sections 101212(d) and 102416.2(c). All licensed facilities should follow their disaster plans on file pursuant to Health and Safety Code Section 1596.95(f).
Families Experiencing Homelessness due to a Disaster
For information regarding Homeless Children and Youth, please refer to Management Bulletin (MB) 18-04 which is located on the CDE website. MB 18-04 communicates provisions for contractors in order to better support and serve families who are experiencing homelessness.
Resources for Disaster Response and Recovery
California Resource and Referral (R&R) programs provide training and technical assistance, as well as resources for early learning and care providers. Please contact your local R&R for information on available resources. A list of R&Rs can be found at the California Child Care Resource and Referral Network website.

The California Department of Social Services (CDSS) will host its next Child Care and Development Quarterly Stakeholder Webinar on Friday, January 27th from 9:00 am to 10:30 am.

During the webinar, we will share the impact that pandemic relief investments and policy flexibilities have had on providers and families. We will also speak about the transfer of the PDG-R grant to CDSS from the California Health and Human Services Agency and will highlight the critical role that Local Planning Councils play in child care planning and governance.

Attention: Preschool and TK teachers, family childcare providers, coaches and trainers, site supervisors, and directors
The California Department of Education (CDE) would like to hear from you during virtual focus groups in January 2023!
CDE has been reviewing and revising the Preschool Learning Foundations (PLF). Revisions are based on suggestions from focus groups conducted last spring, recent research in the field, and best practices to support equity, multilingual learners, and the inclusion of children with disabilities.
CDE invites you to share your feedback on the revisions of the PLF for the remaining domains: Approaches to Learning, Social-Emotional Development, History & Social Science, Math, Science, and Language & Literacy.
Please fill out an interest form to join fellow educators and practitioners in virtual focus groups in January 2023 (about 1 hour and 15 minutes) to share feedback on the revised foundations. Those selected for a focus group will receive a $50 stipend as compensation for participating.
