ECMPS/CBS Re-engineering Update | January 29th, 2026

Dear ECMPS/CBS User Community, 

 

As part of our reengineering efforts, ECMPS 1.0 will be shutting down as we migrate to ECMPS 2.0. Therefore, the final date and time to submit via ECMPS to meet regulatory requirements is Friday, February 13th, 2026, at 5:00PM Eastern Time. Please make every attempt to submit any reports required before this date and time. A reminder that once ECMPS 2.0 goes live, most submissions (with the exception of some MATS reports) will have to be made in JSON format, so if you need to submit data in XML format, you are encouraged to do so before this date. If you have a regulatory deadline requiring submission that falls after this cutoff date, please reach out to AskCAMD@epa.gov for assistance. 

 

Following the cutoff, no reporting software will be available while we migrate to ECMPS 2.0. The expected outage is approximately two to three weeks, subject to change. We will announce the official ECMPS 2.0 release date as soon as possible when confirmed, but it will be no earlier than the week of March 9th, 2026. CBS will remain available through the ARP allowance transfer deadline of March 2nd, 2026. 

 

After the migration, both ECMPS and CBS will require users to have CDX login credentials, an Org ID, assigned user roles, and corresponding CBS responsibilities. Users without these will not be able to access CBS or ECMPS. 

 

Designated Representatives (DRs) or their delegates should already have received an initial CDX registration invitation and instructions. As of today, we have over 200 initial authorizers (IAs) registered. If you have not received these emails, please: 

 

  • Check spam/junk folders; and 
  • Confirm with your IT department that emails from AskCAMD@epa.gov, Constant Contact (used for ECMPS email communications), and helpdesk@epacdx.net are not being blocked by your company firewall. 

 

If you still have not received registration emails after checking the above, please contact cbs-support@camdsupport.comwith the subject line “CDX Initial Registration.” Please do not email the CDX Help Desk for initial registration or sponsorship questions. We will send additional instructions on registering other users (e.g., alternate DRs, agents) in CDX in the coming days. Many of you have reached out to us already - we greatly appreciate your patience as we reply to you.
