2019 Solutions Summit Recap

The 2019 Solutions Summit was a huge success! Nearly 400 attendees, including a record number of exhibitors (58), arrived in Scottsdale, Arizona, to learn about, discuss, and develop solutions to the challenges thpse in the business of emergency medicine are facing. Thank you to all of the excellent speakers and generous sponsors and exhibitors. Your contributions are greatly appreciated.

This year's Summit was held at a beautiful resort where attendees enjoyed comfortable weather among shaded covered walkways, palm trees, cacti, and giant fire places/pits.  Some photos are available here.

On Saturday, 40 golfers teed off to begin EDPMA's second golf tournament at the McCormick Ranch Golf Club as temperatures soared into the high 90's.  A great time was had by all culminating in a fun Pre-Conference Reception at the golf course as the sun went down behind the mountains. A special thanks to Brault who sponsored the golf tournament, balls and tees, and Pre-Conference Reception.  The winning team included, with .. hitting the longest drive and ... hitting closest to the pin.  Congratulations all!

Sunday, Committee Day, included four workshops: Provider Enrollment, State Regulatory and Insurance, Quality Coding and Documentation, and Federal Health Policy.  In-depth discussions of our advocacy work in all four areas was followed by the Opening Night Reception in the Exhibit Hall where attendees could catch up with old friends, meet new ones, and learn about the exhibitors' products and services. while enjoying appetizers and Sangria.  

Monday and Tuesday were chock full of educational sessions.  We held special break-out tracks on reimbursement, practice management, and alternative payment models (APMs).  Tuesday afternoon included a medley of songs from the musical "Emergency the Musical."  The Closing Reception was held poolside, with Mexican food and prickly pear margaritas as the sun set over the desert. 

Wednesday morning, attendees learned how to advocate on behalf of the business of emergency medicine.   Attendees enjoyed an outside brunch with mimosas while watching skits on how to -- and not to - lobby at the federal and state level.  EDPMA members shared their stories on how they have developed as effective lobbyists for the industry and urged attendees to join the cause.

New Member Spotlight: Core Clinical Partners

Excerpts from a conversation with Boykin Robinson, M.D., MBA, CEO

Dr. Robinson has worked in the emergency medicine space for over 20 years and has been a practicing Emergency Physician in the Atlanta area throughout that time. Most recently, he led a division for a large physician management company after stops as site medical director and regional president. In early 2018, Dr. Robinson and a group of investors founded Core Clinical Partners headquartered in Atlanta, GA. They saw an industry need for a different model - one in which core physicians have transparent ownership in their practice but still have the support of a larger organization. This model creates an improved partnership with the hospital facility and results in more engaged physicians giving exceptional care to their patients. Currently Core Clinical Partners provides services in three states with expansion into four additional states planned for this summer as they grow both organically and by partnership with other groups.

Dr. Robinson was aware of EDPMA's value and contributions to the business of emergency medicine as he had attended several Solutions Summits through his previous firm. He knew when Core Clinical started, that joining EDPMA would help his team to stay knowledgeable and up-to-speed on important reimbursement issues including the "surprise billing" issue at both the state and federal levels. Dr. Robinson attended the 2019 Solutions Summit in Scottsdale and said "it was an excellent opportunity to connect with new and long-time colleagues and to get up-to-date information on many topics." Dr. Robinson found the overview session on APM's particularly useful. And, interestingly, Core Clinical's CFO, Gretchen Payne, was at the first Solutions Summit, 21 years ago! We thank Gretchen for her participation and support of EDPMA!

Dr. Robinson highlights that being a member of EDPMA provides a "seat at the table" to engage with other management-level emergency medicine experts and their legislative and regulatory counterparts. Having this direct knowledge and contact enhances their capabilities and their team's skillset. In addition to the important reimbursement issues EDPMA focuses on, Boykin is pleased to see that coding issues also are getting attention. Like many other emergency medicine physicians, Dr. Robinson has seen coding changes that directly impact their business and need to be addressed. He appreciates that EDPMA is working on challenging these changes in the industry. Also, Boykin points out that EDPMA's educational and networking opportunities, available to all members of his team, enhance their knowledge and awareness of many issues impacting emergency medicine, such as the Prudent Layperson Standard, Medicare issues, and more. Having these resources available via EDPMA's email's, action alerts, access to the members-only Toolkit, Workshops and the Solutions Summit have a direct impact on their business.

Dr. Robinson, along with his team members, plans on joining one or two of the seven EDPMA Committees in the near future. He has seen first-hand how being a part of leadership can provide opportunities to directly impact legislation and support issues that can enhance the success of emergency medicine physicians and their patients.
 
Join an EDPMA Committee! 
 
We encourage you to join an EDPMA committee.  The real work at EDPMA is done at the committee level. Committee members work together in a variety of ways including:
  • discussing the impact of the ACA, its possible repeal, and changes to Medicaid that impact ED practice groups,
  • organizing meetings with CMS officials on provider enrollment,
  • drafting letters to state-level policymakers on balance billing,
  • identifying speakers on ED best practices,
  • meeting with commercial payers about problematic downcoding policies,
  • developing a toolbox to help survive an audit,
  • preparing for Medicare reimbursement under the Merit-Based Incentive Payment System, and
  • building strong business relationships.
Experts work side-by-side with newcomers, new leaders shine, and everyone's contribution is greatly appreciated.  Many members report that insight shared on committee conference calls is one of the most important and unique benefits of their EDPMA membership. We invite you to join one of EDPMA's committees. Call for Public Comment: Development and Reevaluation of Outpatient Outcome Measures for the Merit-based Incentive Payment System

The Centers for Medicare & Medicaid Services (CMS) is developing outcome measures for ambulatory care for the Merit-based Incentive Payment System (MIPS). As part of this project, Yale New Haven Health Services Corporation/Center for Outcomes Research and Evaluation (CORE) is developing a measure of acute admissions for patients with multiple chronic conditions (MCCs). CMS is inviting stakeholders and other interested members of the public to review and comment on the measure. In response to stakeholder questions, CMS has extended the deadline for accepting public comments to May 24, 2019. Additionally, at the website listed below CMS will post a clarification on the measure's attribution by May 10, 2019.

Specifically, CORE adapted for MIPS a measure of acute, unplanned hospital admissions for MCC patients that CMS currently reports for Medicare Accountable Care Organizations. The re-specified measure for MIPS will assess each eligible clinician or clinician group's admission rate relative to that of other MIPS participating clinicians or clinician groups with similar patients.

The purpose of the public comment period is to gain input from the widest possible array of interested parties. Public comment can elicit critical suggestions not previously considered by the contractor or its national Technical Expert Panel (TEP).

The specifications and results of the MIPS MCC measure are outlined in the measure's methodology report, which presents the approach to measure development, the measure specifications, and results of measure evaluation and testing. You may also review a summary of the TEP's discussion on the measure. All documents are available in the 'downloads' section at the link below. In response to stakeholder questions, CMS will post additional information on the measure's attribution in the 'downloads' section by Friday, May 10, 2019.

Emergency Department Services: Comparative
Billing Report in May

In late May, CMS will issue a Comparative Billing Report (CBR) on emergency department services, focusing on providers who submit Medicare Part B claims. These reports contain data-driven tables with an explanation of findings that compare your billing and payment patterns to those of your peers in your state and across the nation.
