EDPMA Webinar on December 13th on
the Medicare Fee Schedule  Final Rule 

Don't miss out, register today!  The Emergency Department Practice Management Association (EDPMA) is offering a webinar on Wednesday, December 13, 2019, from 1-2pm Eastern, on the final rule issued earlier this month on the 2020 Medicare Physician Fee Schedule Final Rule.  

This webinar is free to members of EDPMA and only $99 for nonmembers.  The webinar will focus on provisions of the 2020 Medicare Physician Fee Schedule Final Rule released on November 1st.  Key areas of focus will be on the changing reporting requirements beginning January 1, 2020, for the Merit-based Incentive Payment System (MIPS) as well as potential future Advanced Alternative Payment Model (Advanced APM) opportunities. The MIPS discussion will include changes to category weighting, the availability of certain reporting options, changes to quality measures, and the heightened thresholds for avoiding a 2022 payment year penalty.

The webinar will be led by EDPMA's consultant, Bob Jasak. Mr. Jasak is the VP for Coverage and Payment Policy with Hart Health Strategies. Prior to this role, Mr. Jasak served as the Deputy Director for Regulatory & Quality Affairs in the American College of Surgeons' Division of Advocacy and Health Policy. In his position, he led ACS efforts to analyze and influence federal regulations and help shape the value-based purchasing and quality programs being incorporated in federal reimbursement formulas. For several years, he also served as the Senior Regulatory Adviser at the American Association of Orthopedic Surgeons where he worked on similar issues.

Prior to joining the ACS and AAOS, Mr. Jasak was a Director with the Advisory Board Company, a research firm serving America's leading hospitals and health systems. He has also worked in various positions in the federal government. He served as a policy and strategy analyst in the U.S. Department of Health and Human Services Office of Public Affairs, with an emphasis on Medicare payment and budget issues. He has also provided services to the U.S. Centers for Disease Control and Prevention (CDC) Office of the General Counsel.

Would You Like to Serve on the EDPMA
Board of Directors?

 
In early 2020, the Designated Company Contact for each member organization will have the opportunity to vote for the EDPMA Board Members who will serve on the Board from 2020-2022. The EDPMA Board has a staggered membership with two-year terms. In 2019,  13 of the 19 Board Seats will be open. The organizations that currently hold these seats may run for reelection.

Soon, you will receive nominating materials. In the meantime, please think about nominating your organization or others who would make a great addition to the EDPMA Board of Directors. Please note, the organization - not the individual - holds the seat on the Board. However, nominating materials also ask for information on the individual who will represent the organization on the Board.

Calendar for EDPMA Board Elections:

  • In January, nominations will be accepted for a specified time period.

New Member Spotlight:  Georgia Emergency
Department Services


Georgia Emergency Dept. Services (GEDS) has been serving patients for almost 20 years in northeastern Georgia. GEDS is the result of a combination of two independent, democratic, physician owned-and-operated emergency medicine physician groups. The practice has grown to include over 60 physicians and 40 advanced practice providers. It is the largest independent emergency physician group in the state of Georgia. Excerpts from a conversation with Mohak Dave' MD, President and CEO
 
Dr. Mohak Dave' has been President and CEO of GEDS for over five years and a practicing emergency medicine physician for over 15 years. Dr. Dave' and his team are continually focusing on providing the highest quality of patient care. Also, as GEDS has grown from a small physician group to one now serving six Emergency Dept's and growing, Mohak has been working to improve their effectiveness and efficiency. Dr. Dave' has been improving scheduling (particularly in night-shift management), creating an excellent recruitment package and expanding internal leadership development. Dr. Dave' is also focusing on developing the roles of Medical Directors and Assistant Medical Directors to deepen and broaden the management team and provide new opportunities for team members.
 
Dr. Dave' became aware of EDPMA through a long-time member and Mohak quickly recognized the EDPMA's value. From his viewpoint, the legislative focus at the state and Federal levels, knowledge of the regulatory environment, diversity of types of physician groups, and the attention to smart business practices and principles are all important to Dr. Dave' and his group. He values the independent practice model and appreciates EDPMA's efforts and focus on supporting these types of groups.
 
Dr. Dave' has always been interested in legislative issues and, in particular, sees EDPMA's two Committees - State Regulatory and Insurance Committee (SRIC) and Federal Health Policy Committee (FHPC) - as important components of their membership benefits. Dr. Dave' values the deep-dive approach in the Committees on key legislative issues. And, at the state level, Dr. Dave' finds EDPMA's efforts to help independent practices understand the direction of the state legislatures, how to get involved and provide talking points, and other resources is another great membership benefit. Dr. Dave' also mentioned that EDPMA's monthly Advocacy newsletter is a useful resource providing a lot of information on ED issues.
 
Mohak sees the challenges in emergency medicine encompassing legislative issues on reimbursement such as balance billing and surprise billing. EDPMA has been proactive, and knowledgeable in these areas. Other challenges stem from the business side. As a member of EDPMA, the networking opportunities help create connections among the many small- and medium-sized physician groups that lead to useful business information exchanges.
 
Dr. Dave' attended the 2019 Solutions Summit and plans to attend the 2020 Solutions Summit in Nashville, TN (May 3-6) and will bring several members of his management team. Dr. Dave' has found the Solutions Summit to be an important venue for networking and is a one-stop shop for getting the latest information in emergency medicine-related legislative and regulatory issues.

Join an EDPMA Committee! 
 
We encourage you to join an EDPMA committee.  The real work at EDPMA is done at the committee level. Committee members work together in a variety of ways including:
  • discussing the impact of the ACA, its possible repeal, and changes to Medicaid that impact ED practice groups,
  • organizing meetings with CMS officials on provider enrollment,
  • drafting letters to state-level policymakers on balance billing,
  • identifying speakers on ED best practices,
  • meeting with commercial payers about problematic down-coding policies,
  • developing a toolbox to help survive an audit,
  • preparing for Medicare reimbursement under the Merit-Based Incentive Payment System, and
  • building strong business relationships.
Experts work side-by-side with newcomers, new leaders shine, and everyone's contribution is greatly appreciated.  Many members report that insight shared on committee conference calls is one of the most important and unique benefits of their EDPMA membership. We invite you to join one of EDPMA's committees. Enrollment Snapshot: Week 3


Week 3, Nov 10-16, 2019

In week three of the 2020 Open Enrollment, 737,352 people selected plans using the HealthCare.gov platform. As in past years, enrollment weeks are measured Sunday through Saturday.  Consequently, the cumulative totals reported in this snapshot reflect one fewer day than last year.

Every week during Open Enrollment, the Centers for Medicare & Medicaid Services (CMS) will release enrollment snapshots for the HealthCare.gov platform, which is used by the Federally-facilitated Exchange and some State-based Exchanges. These snapshots provide point-in-time estimates of weekly plan selections, call center activity, and visits to HealthCare.gov or CuidadoDeSalud.gov.

The final number of plan selections associated with enrollment activity during a reporting period may change due to plan modifications or cancellations. In addition, the weekly snapshot only reports new plan selections and active plan renewals and does not report the number of consumers who have paid premiums to effectuate their enrollment.

Modernizing CMS: Organizational Changes Announced

A year ago, CMS Administrator Seema Verma asked a group of CMS leaders to evaluate CMS's functions and structure to identify opportunities to leverage the expertise and experience of regional office staff across the breadth of our work particularly as it relates to program policy development and implementation. This work took place under the  Modernizing CMS strategic initiative
 
As a result of that work, today CMS announced a reorganization that:
  • Improves integration of regional office staff into policy development and implementation;
  • Puts similar activities together to make the work easier and more efficient;
  • Helps ensure we are consistent in how we handle issues across the country;
  • Brings together all staff, regardless of location, who work on quality improvement and who survey facility quality and safety. This will ensure consistency across the country on quality and safety;
  • Combines the regionally-based Medicare operations work, the local oversight of Federally-facilitated Exchange plans, and external affairs into a single office that reports directly into OA through the creation of the Office of Program Operations and Local Engagement (OPOLE); and
  • Positions our Medicaid program to better serve our stakeholders by creating centers of excellence.
