My Dear Colleagues and Students,


We are moving forward in this semester’s journey, which is about social justice and bright futures. I hope you had time to participate in a number of cultural activities at the College designed to celebrate the beautiful humanity on our campus. The countdown to commencement has begun. I hope you are working with our students and each other to ensure that all students eligible for graduation file their application. Please see Jerry Rosa, Student Activities Director, and SDEM staff for assistance.


Having passed our census date, we know that enrollment continued to grow, as reported to the college community by Mr. David Primak, our Registrar. Please be sure to access all support available to make this one more successful semester on the road to a brighter future for our students.


I wish you continued joy, hope and satisfaction in this semester’s journey of teaching and learning, advising and guidance of our deserving students.

President’s Recognition Events in Honor of Student Persistence and Resiliency 

 

The Office of the President is hosting two student recognition events this spring with the support of Ms. MacKenzie Scott’s Gift: President’s Initiatives. Each special event will honor up to 15 students who have demonstrated persistence and resiliency in achieving their academic goals while overcoming significant challenges. All Hostos faculty and staff members are invited to nominate one or two students to be honored at one of the following events:

 

President’s Recognition Tea in Honor of Women’s History Month - March 26, 2025

 

Nominations must be received by March 13. Selected students will be notified by March 19.

 

President’s Recognition Barbeque in Honor of Student Resiliency - April 10, 2025

 

Nominations must be received by March 28. Selected students will be notified by April 3.

 

Nominees must be enrolled students for the Spring 2025 semester and have earned 12 or more credits at Hostos with a GPA of 3.0 or higher to be considered. Selected students and nominating faculty/staff members will have the opportunity to attend one of the scheduled celebratory events and receive special recognition from President Daisy Cocco De Filippis. Each selected student will receive a certificate, book, and a $500 stipend. For faculty and staff, this is a wonderful opportunity for you to nominate a student you know has made significant strides in advancing their education at Hostos while facing major challenges that could have deterred them from moving forward. We want to honor students whose strength of character and determination propels them to greater heights in their academic journey.

INSTITUTIONAL EFFECTIVENESS, RESEARCH AND ASSESSMENT (OIERA)

Documenting Institutional Effectiveness in an Emergency 


OIERA is responsible for producing, assessing, and reporting on institutional effectiveness. Most of our work is grounded in quantitative data drawn from national, CUNY, and local sources and shaped by queries (questions) we ask or are asked by others in response to compliance requirements, strategic planning, grant development, curriculum development, et al. 


Hostos is accredited by the Middle States Commission on Higher Education (MSCHE). We sustain our accreditation by meeting standards set by the Commission: “An institution of higher education is a community dedicated to students, to the pursuit and dissemination of knowledge, to the study and clarification of values, and to the advancement of the society it serves…[MSCHE] requires that its institutions meet rigorous and comprehensive accreditation standards, which are addressed in the context of the mission of each institution and within the culture of ethical practices and institutional integrity expected of accredited institutions.”


Principles I, II and III further clarify that we, in the context of our Mission and at the core of our “appropriately supportive student learning environment”, “reflect deeply and share results” on “diversity, equity and inclusion” across the seven standards of accreditation. 


At Hostos, our strategic actions are informed by, advance, and celebrate diversity, equity and inclusion, as are our responses to the reign of unconstitutional and unchecked terror emanating from Washington, D.C.


During the last emergency, the COVID pandemic, Hostos documented institutional responses, which were then threaded throughout our 2022 Self-study Report. Taking a cue from past practice, OIERA is tracking institutional responses to the mounting threat to individuals without documentation and other immigration-related vulnerabilities. We are creating an archive that includes formal responses — the informative emails sent by Public Safety, SDEM, and the President’s Office about resources (including Hostos’ Counseling Center) and policies. It includes the statement read aloud by President Cocco De Filippis at public events since November 6, 2024, affirming that Hostos is committed to “respect, diversity, inclusivity and caring for one another” regardless of our backgrounds, faiths or religions. It also includes grassroots efforts by staff and faculty. For example, Prof. Madeline Ford and the team of faculty and staff in the Library are distributing red cards/tarjetas rojas; the SGA booth located across from the cafeteria also provides red cards; Fabian Wander and SDEM are organizing a campus-wide informational event with CUNY Law (date TBD); Prof. Victor Torres-Velez built a website with QR codes for red cards in multiple languages, and more resources are forthcoming. Prof. Inmaculada Lara-Bonilla culled various sources of emergency legal resources into a single document, available by demand.


If your office, unit, or department is participating in grassroots efforts in response to anti-immigrant actions, please reach out to OIERA and share your strategies and outcomes. We are committed to documenting our campus-wide efforts to advance justice and to be agents of our stories.

NYC Free Tax Prep


This week’s update comes from the NYC Department of Consumer and Worker Protection (DCWP), which has started its NYC Free Tax Prep program. The IRS began accepting tax returns on January 27, and DCWP wants to make sure all eligible New Yorkers use the NYC Free Tax Prep.

 

New Yorkers who earned $93,000 or less in 2024 may be eligible to file their taxes for free with an IRS-certified VITA/TCE volunteer preparer. Visit the DCWP website NYC Free Tax Prep to find out more.

Systemwide Re-Implementation of the 2020 Policy on Sexual Misconduct 


On Friday, January 31, the U.S. Department of Education issued a Dear Colleague Letter stating, “Effective immediately, the United States Department of Education’s (ED) Office for Civil Rights (OCR) will enforce Title IX under the provisions of the 2020 Title IX Rule, rather than the recently invalidated 2024 Title IX Rule.” For this reason, CUNY’s 2020 “Policy on Sexual Misconduct” replaces the fully rescinded 2024 “Policy on Sex-Based Misconduct” as the policy applicable to all open and future Title IX matters, including all “open Title IX investigations initiated under the 2024 Rule.”


Please note that, as has always been the case, the Policy on Sexual Misconduct prohibits unwelcome verbal or physical behavior based on a person’s sex (e.g., sexual orientation, gender, gender expression, and gender identity, which includes transgender status). CUNY remains committed to creating and maintaining an environment in which its community members live, learn, and work free from all forms of sex discrimination. Refer to this link to access CUNY's 2020 Policy on Sexual Misconduct.


With this systemwide return to the “Policy on Sexual Misconduct,” fewer employees will be required to inform their Title IX Coordinator when they learn of conduct that may constitute sexual misconduct (these employees are referred to as “Responsible Employees” under the “Policy on Sexual Misconduct”). To view the categories of employees CUNY designates as responsible employees, please see Section VI(B) of the policy in the above-referenced link. 


Additionally, when an employee is informed that a student is pregnant, the employee is no longer required to provide the contact information of their Title IX Coordinator to that student, and the employee is no longer required to inform the pregnant student that their Title IX Coordinator can provide them with supportive measures. Nevertheless, CUNY encourages employees to assist students seeking supportive measures in these instances. Students needing support and/or accommodations for a pregnancy-related condition should contact the Hostos Accessibility Resource Center (ARC@hostos.cuny.edu).

Logo Consistency


Esteemed Colleagues,


The pride we all take in Hostos Community College is palpable, and the noble work that is done here daily by the faculty, staff, and students to educate and uplift underserved communities in the South Bronx has earned the College a reputation as a mission-driven institution dedicated to justice and equity. Our values and our work are a part of the Hostos brand, as is the legacy of our namesake, Eugenio María de Hostos. And another key part of the Hostos brand is our visual identity, with our logo figuring prominently in that category. It is like the banner that represents our mission, our values and our work. And, as such, it is to be protected and cherished.


Naturally, in the course of doing our daily work, we apply the Hostos logo to a multitude of things, from webpages, flyers, posters, lecterns, email signatures, documents, merchandise, etc. And in the application of so many logos on numerous projects with looming deadlines, it is tempting to simply copy/paste a logo from an existing asset and reuse it, rather than sourcing an original logo file from a dedicated source, such as the Hostos Logos and Marks page on the website. 


However, the logos being copy/pasted have often been compressed through email or other applications, and the image quality is degraded and the brand colors altered. Over time, this results in the unchecked propagation of logos that are not in the correct brand colors. Please see the illustration here, showing the correct logo and color palette, alongside off-brand logos pulled from the website and a shared internal document.

 

There is a noticeable softening of the image, and a marked difference in the colors of the blue Hostos logotype and the colors of the sun logomark. This is the visual equivalent of spelling our name as “Hastes” instead of “Hostos”, or of displaying an American flag with orange stripes. 


These off-brand logos have proliferated unchecked over time and are now everywhere, in both printed and digital forms. In fact, they have become so pervasive that there appears to be a general misconception that they are interchangeable. However, per the published Hostos Brand Guidelines, they are logo violations. So, in an effort to maintain brand consistency and integrity, we need to apply the same rigor to our brand management that we do to the other aspects of our daily work. That will require that we collectively begin weeding out all the incorrect logos wherever they might appear and replace them with logos freshly sourced from the website or a local archive of logos downloaded from the site to your computers. We also need to refrain from recycling logos as we generate new documents, digital assets, or printed materials for events and marketing. It will likely take a while, but if we approach it with our Hostos “manos a la obra” spirit, we will eventually have a consistent brand to represent the College.


My hope in raising awareness about this issue is to inspire the College community to be more vigilant about the use of the correct logo and help preserve the integrity of our visual identity. This will better reflect the seriousness with which we take our work as an institution and the self-respect and pride we share in the Hostos brand.

OFFICE OF ACADEMIC AFFAIRS (OAA)

Perkins Supports the Success of Hostos Career and Technical Education Students


The Perkins grant plays a crucial role in supporting the success of Career and Technical Education (CTE) students by providing vital resources. This includes funding the purchase of essential supplies and equipment, which are necessary to maintain hands-on learning environments that adapt to changing industry standards. Perkins also helps fund key services such as tutoring and specialized support for disabled students.


One of the primary objectives of the Perkins V grant is to continually improve and expand CTE programs, ensuring they are relevant and accessible to a diverse student body. As of Fall 2024, approximately 52% of Hostos students fall under the CTE umbrella, reflecting the growing importance of these programs in shaping student careers. These numbers are only expected to continue growing, with CTE offerings at Hostos continuing to increase.

 


Collection of Course Syllabi Should be Completed by March 7


Each semester, faculty submit a copy of the customized syllabus they use for each course section they teach. The syllabus structures and organizes course content and communicates standards, expectations, and resources to students. The Center for Teaching and Learning provides access to many syllabus development resources on its website, including a syllabus template that is available to all faculty members, regardless of discipline. The semesterly collection of syllabi assists department leaders, including course coordinators, unit coordinators, and department chairs, to work collaboratively on enhancing teaching and learning over time. The semesterly collection of syllabi should be completed by March 7, 2025.


 

Piloting Navigate Student Success Markers


The Success Markers are turned on for students enrolled in the Radiologic Technology major. This allows advisors and faculty to see if the students are enrolled in pre-requisites needed for students to apply to the clinical phase of the degree program. In the Student Success tab, users can easily see if students completed prerequisites, are enrolled in them, or have them as upcoming, meaning they have not enrolled nor completed them. The Navigate team will evaluate the outcomes after the end of the Spring 2025 semester to determine the next steps.

One Stop Fresh Food Produce Distribution 


In collaboration with CUNY/NYC Council and B&Y Catering, the Hostos One Stop Program proudly offers students access to fresh, nutritious food. To support our students’ well-being, we will distribute 70 fresh produce boxes every other Wednesday at noon in the Savoy Building:

Requisition Process and Invoice/Confirmation Requirements


The Purchasing Office has noticed an increase in requisitions submitted with invoices/confirmations instead of quotes. This is of concern because the purchasing protocols are not being followed, which causes unnecessary delays in sending payments to vendors.

 

Please note the difference between a quote and an invoice/confirmation:

 

  • A quote from a vendor is an estimate of the cost for goods or services before an order is placed. It is not a final bill and does not indicate that the goods or services have been provided.


  • An invoice/confirmation is a document issued by the vendor after the goods or services have been provided, indicating the final amount due for payment.

 

To avoid delays in vendor payments and to ensure a streamlined procurement process, please make sure that your department follows proper protocol by submitting a requisition with a quote to generate a PO before engaging vendors or service providers.

 

If goods or services are provided without a PO, the end user must provide to the Purchasing Office 1) a justification letter and 2) a completed Unauthorized Procurement form explaining the reason for the invoice or confirmation. In the case of a catering service or Open Market Order, in addition to the justification letter and completed Unauthorized Procurement Form, a list of attendees, event date(s), and supporting documentation for the event (flyer or electronic announcement) must also be provided.

CONTINUING EDUCATION AND WORKFORCE DEVELOPMENT (CEWD)

Student Spotlight


Sorangel enrolled in CEWD’s General Equivalency Diploma (GED) program to pursue her ultimate goal: a career in healthcare. She found the support she received from her instructors and the program coordinators to be invaluable. Sorangel appreciated both the pace of the instruction and the guidance she received while enrolled in the GED program. She believes Hostos CEWD had an overwhelmingly positive impact on her education. This experience encouraged her to continue pursuing her studies.

 

After earning her GED in Fall 2023, she enrolled in the CUNY Language Immersion Program (CLIP) at Hostos. Upon completing CLIP, Sorangel decided to enroll in the Hostos Licensed Practical Nursing (LPN) Certificate program. As a part-time student at Hostos, she is balancing running her own business and pursuing her LPN certificate. Sorangel’s ultimate goal is to work in a hospital as an LPN.

The Carroll and Milton Petrie Foundation Pledges $200,000 Over Three Years for Emergency Scholarships


The Carroll and Milton Petrie Foundation recently pledged $200,000 over three years to continue the Emergency Student Grant Program they started in 2014. This program has helped more than 1,000 students since its inception and has had a remarkable impact on students’ retention and persistence.

One of the College’s most consistent and generous granting partners, Petrie also currently supports FYE, the Office of Transfer Services, and the Food Pantry. The Foundation extends its gratitude to the Carroll and Milton Petrie Foundation for its continued support of Hostos students.

Hostos Caimans Men’s and Women’s Teams Retake the Crown, Clinching the CUNY Community College Basketball Championships


In an electrifying display of heart and hustle this past Friday, February 21, both the Hostos women’s and men’s teams solidified their status as CUNY champions by capturing the 2025 CUNY Community College Basketball Championship. Read the recap here

College Celebrates First Black @ Hostos Town Hall of the Semester


This past Wednesday, President Cocco De Filippis hosted the first event of the Spring 2025 Black @ Hostos Town Hall Series, titled “Affirmative Action and the Current Climate in Higher Education.” Thanks to all who made it possible, including our special guest, Mavis Hall, Chief Diversity Officer Philip Oliveri, and IVP of SDEM Althea Sterling.

Hostos Offers Free Preventive Dental Hygiene Services to the Public


The Dental Hygiene Patient Care Facility at Hostos Community College is a teaching unit that provides high-quality dental care, primarily cleanings and dental x-rays, to the community, while adhering to the most current sterilization techniques. Several appointments will be needed and each may last three hours at a time.

Title: From Hostos to the Bench: Honoring Judge Sarjo Barrow’s Journey

Description: Originally from Gambia, Immigration Judge Sarjo Barrow began his higher education in the U.S. at Hostos Community College. He was appointed in 2024 as an immigration judge by the United States Department of Justice. The Honorable Sarjo Barrow will discuss his journey to this distinguished position.
