On Voting and Civic Engagement
My Dear Colleagues and Students,
I am writing to urge you to register and to proudly exercise your honor and privilege to vote for leaders who represent your interests and share your beliefs.
As a woman who emigrated from her native Dominican Republic at the age of 13, I am the happy and proud President of one of the finest community colleges in New York and in the nation, our beloved Eugenio María de Hostos Community College. It has been a journey marked by hard work and opportunity, supported along the way by caring teachers and professors in public and higher education. I am a believer in the value of public education and above all, in the value of taking full advantage of the rights afforded me as a citizen of this beautiful and generous nation.
My first thirteen years were spent in a country ruled by a dictatorship, a country where women were not involved, for the most part, in political leadership positions and where voting, a right granted to women in the 1940s, was not fully exercised. Years later, as a young U.S. citizen and mother, I was proud to exercise my right. I always took my young children with me in the voting booth to teach them the importance and the value of my vote. I vote. I vote because it is my obligation to vote. I vote because every voice needs to be heard so that we can continue to be a strong and caring nation.
I was blessed to come to the United States in the sixties, a time of change and progress for us, people of color, for women and for all the people of the United States. I lived to hear Dr. Martin Luther King Jr. speak and to have the privilege of having his speeches and writings shape the woman I am today. I evoke now some words from one of my favorite speeches by Dr. Martin Luther King, Jr., “Civil Right No. 1: The Right to Vote”:
“Voting is the foundation stone for political action. With it the Negro can eventually vote out of office public officials who bar the doorway to decent housing, public safety and decent integrated education. It is now obvious that the basic elements so vital to Negro advancement can only be achieved by seeking redress from government at local, state, and federal levels. To do this the vote is essential.
When the full power of the ballot is available to my people, it will not be exercised merely to advance our cause alone. We have learned in the course of our freedom struggle that the needs of twenty million Negroes are not truly separable from those of the nearly two hundred million whites and Negroes in America, all of whom will benefit from a color-blind land of opportunity that provides for the nourishment of each man’s body, mind and spirit. Our vote would place in Congress true representatives of the people who would legislate for the Medicare, housing, schools and jobs required by all men of any color.”

My dear students, if you have not done so, I urge you to register and to have friends and family register to vote. More than ever, taking personal responsibility to ensure that you and yours will cast a ballot on November 5 has become imperative. It is about power, the power to contribute to the shaping and the fabric of life in this beautiful country. Statistics show that the youth of every ethnicity, and African Americans and Latinos in general, vote in much smaller numbers than the older mainstream population. As Dr. King taught us, we all must be heard and must be counted. Be at the voting booth, exercise your right and be counted, for it is a privilege earned by the struggle, suffering, and sacrifice of so many who came before you. This is a responsibility that we cannot walk away from. Be there! Silence is not a luxury any of us can afford post-pandemic and the struggle for fair, equal, and just treatment for so many of us, as exemplified by the Black Lives Matter movement.
For you and yours, I wish a hopeful future brought about by the election of leaders who represent us and our interests.

Shining Bright, Smile Bright!
Hello Hostos! What a great week it has been! Many students are still getting used to being on campus or getting comfortable with our new transition into Brightspace and Microsoft 365, but there’s nothing to fear. Hostos is here! As a few may know, here at Hostos, we offer many different workshops and opportunities to help you feel more comfortable and expand your skill sets in specific areas. A great place to stop by is Career Services. Career Services is there for what it says: to service your career. There, you can create/update your resume and cover letters, and if you have an interview and feel unprepared, Career Services can provide you with the proper clothing to look your best for that interview.
Another great thing happening on campus is all of the different events! Every day, there is usually something going on. Joining the Student Leadership Academy allows you to dive in and learn more about enhancing your leadership skills! Joining the Student Leadership Academy gives you more access to volunteer opportunities, and you can attend leadership workshops on Fridays in the Student Lounge, located in the C-building, on the third floor.
I would love to finish off by saying thank you — thank you to all students, professors, and staff! Thank you for being the light to our growth. We are all the future of what positive change is to come!

MS. MACKENZIE SCOTT’S GIFT: PRESIDENT’S INITIATIVES | |

Ms. Mackenzie Scott ACE Fall 2024 Scholarships Awarded
The Ms. MacKenzie Scott Adult and Continuing Education (ACE) Scholarship, an initiative implemented in partnership with the Continuing Education and Workforce Development (CEWD) division, has been awarded to five students who completed a continuing education program and enrolled in a Hostos degree program. Each student will receive a $1,000 scholarship to support their enrollment and transition into a degree program and they will now come that much closer to fulfilling their educational goals. Ten continuing students who achieved/maintained a 3.0 GPA or better last semester have been awarded a renewal scholarship of $500 and are to be commended for their persistence in pursuing academic excellence.
Congratulations to the new Fall 2024 Ms. MacKenzie Scott ACE Scholarship recipients: Nadia Baba, Jahneilia Curtin, Mabintou Gassama, Nichelle Hemphill, and Alicia James. This is a wonderful accomplishment and a testament to the important work of Ms. MacKenzie Scott’s Gift: President’s Initiatives in providing our students with increased access to resources and opportunities that will provide the needed support and encouragement to advance their educational and career development.
Families United in Education Invites Family Members to Apply for Enrollment
The Families United in Education Program (FUiE) invites all family members currently enrolled at Hostos to apply for the fall semester cohort. FUiE is designed to support and encourage family members, including siblings, cousins, spouses/legal partners, parent/adult children, who are enrolled in degree programs to make satisfactory progress toward degree completion. The program offers monthly mentoring, educational workshops, access to social supports, and cultural engagement experiences. Challenging Dominant Narratives about the Roles of Higher Education and "At-Risk" Students
Nationally, the narrative about “non-traditional” students and their inherent “vulnerabilities” almost inevitably leads to statements about how institutions of higher education, and community colleges in particular, need to be prepared to anticipate and meet the needs of students who are described as being “at risk” upon enrollment.
That’s a lot to unpack.
First, a definition: NCES (National Center for Education Statistics, a government agency) has stopped using age (24+ years) to define “non-traditional students” and instead identifies three categories of characteristics: 1) enrollment patterns (i.e., PT vs FT, enrolling one or more years after graduating from HS); 2) financial and family status (i.e., dependents other than spouse, working FT while in school); and 3) high school graduation status (i.e., GED).
Then, a fact: 70% of college students nationwide are “non-traditional.” It’s safe to say that at Hostos, more than 70% of our students are non-traditional by these criteria.
If the vast majority of students enrolling in college are non-traditional, is it perhaps time to retire the term and instead talk about the need for more systematic, sustained and appropriate levels of support for college students. An individual with a bachelor’s degree earns, on average, double what an individual without a college education earns in a lifetime ($1.2 million vs $550K), contributing twice as much in taxes. The opportunity cost of attending CUNY is between $20K and $30K annually, offset by financial aid, Federal Work Study, and other initiatives including, at Hostos, emergency grants, scholarships, Mentor/Mentee Jobs on Campus and student research opportunities — clearly, still not enough because the most common reason why students stop out is financial pressure.
Hostos is committed to meeting student needs, to anticipating gaps in resources and services, and to being optimistic about students’ capacity to complete college. We, staff and faculty, are genuinely committed to advancing justice and equity and bring that commitment to work every day. Our 2024-25 Operational Plan is focused squarely on employment-related justice outcomes and coordinated support for varied academic and career pathways whether students seek employment post-associate degree or pursue doctoral degrees (when, ironically, they are finally paid to be students*). And, as CUNY and Hostos struggle with perpetually unacceptably low retention and completion rates (even in our best years), maybe it’s also time to ask more loudly, more persistently, that the city, state and federal government make investments that acknowledge — and appropriately fund — upfront the value of what our students contribute as graduates to society as taxpayers, and as participants in a vibrant democracy.
(*In 2023, CUNY Graduate Center, for example, provides tuition support and fellowships of ~$30-35K to doctoral candidates for five years in exchange for teaching and other work in years 2-5).

National Hispanic Heritage Month
As we are in September, the Office of Compliance and Diversity would like to highlight National Hispanic Heritage Month. The City University of New York (CUNY) and Hostos Community College honor the culture and contributions of Hispanics and Latin Americans. September 15 is significant because it is the anniversary of the independence of Latin American countries Costa Rica, El Salvador, Guatemala, Honduras, and Nicaragua. In addition, Mexico and Chile celebrate their independence days on September 16 and September 18, respectively.

Intraoral Cameras Donated by Tend Dental to Hostos Dental Hygiene Clinic
On Tuesday, September 10, Provost Wang joined the Dental Hygiene unit, led by Professor Salim Rayman, to recognize the generous donation of ten intraoral cameras by Tend Dental to the Hostos Dental Hygiene Clinic.
This donation is a direct result of the successful internship program at Tend Dental initiated in Spring 2024 by Professor Annie Chitlall and the Allied Health Sciences department administration led by Professor Charles Drago. Through this initiative, all 39 senior graduates had the opportunity to spend a clinic session at one of Tend Dental’s local NYC offices, shadowing a lead dental hygienist. This experience provided invaluable real-world insights into the workings of a dental appointment beyond the Hostos Dental Hygiene clinic.
The impact of this program was significant, leading to 10 of our graduates being offered positions at Tend Dental. This collaboration has not only enriched our students' educational experiences but has also fostered professional opportunities within the industry.

Student Leadership Academy: Many Opportunities to Grow!
Applications are now open for students eager to make an impact and train for leadership roles. The Hostos Student Leadership Academy (SLA) offers diverse experiences to foster change, skill development, and leadership exploration. The Hostos SLA will begin programming this Fall 2024, and volunteer projects will be announced regularly.
SLA prepares students for the Hostos Student Government Association (SGA), the CUNY Ernesto Malavé Leadership Academy, scholarships, fellowships, senior colleges, and jobs. Participants also attend annual retreats, conferences, and workshops with renowned speakers. Request more information here.
The Hostos Emerging Leaders Program is open to all students, including those from CUNY Start, CLIP, Early College, and College Now, regardless of GPA or previous leadership experience. Participants will develop leadership skills through workshops and complete 16 hours of community service each semester. Apply here.
The Hostos Student Ambassador Program is for students with leadership qualities who want to enhance their skills by representing the College through action and service. Ambassadors commit to 40 hours of volunteer service per semester, lead a project before graduating, and maintain a 3.25 GPA. They also participate weekly in workshops with national speakers and Hostos alumni. Apply here.
The Student Orientation Services Team of the SOS Team is a College-driven initiative that supports campus activities, students, staff, and administrators. Members commit to 24 volunteer hours per semester, maintain a 2.8 GPA, and receive training for various campus roles. Eligible members may also work at the SGA information booth. Apply here.
The Hostos Volunteer Corps is for students who want to volunteer on a flexible basis. There are no GPA or hour requirements, but members must attend at least one event per semester to stay eligible. Report volunteer hours via our online survey. You may sign up to be a member of the Volunteer Corps Program by filling out this form.

FY 2025 Budget and Financial Plan
Hostos ended Fiscal Year 2024 on a strong note. The College exceeded its revenue target by 4%. Given the uphill battle that all colleges, especially community colleges, are facing in increasing enrollment and meeting tuition revenue targets, that is a win! It has been a collaborative effort — SDEM and OAA have been working together to increase enrollment and retention; the Budget Office carefully monitors department budgets and expenditures and coordinates with Human Resources on staffing levels; and the Business Office, behind the scenes, ensures that our institutional non-tax levy finances are in order.
At the beginning of every fiscal year, CUNY requires every college to submit a financial plan that projects expenditures and resources for four fiscal years. CUNY community college funding relies upon State and City budget support and tuition and fees. For Fiscal Year 2025, community colleges’ base budget remains the same as for FY24, with some adjustments for revenue targets, additional State operating support, and funding for trades title increases. The State budget has retained the 100% funding floor for community colleges. The FY25 New York City Adopted Budget includes $15 million in operational support restoration for CUNY community colleges.
Hostos’ Budget Office maintains a conservative position when planning and projecting financial plans. The focus is on the current fiscal year as State and City budgets in outer years can be challenging to predict. For its FY25 financial plan, the College has a new revenue target that is 7% higher than that of FY24. Given that Hostos enters into FY25 on solid financial footing and is continuing its efforts to recruit and engage students, we foresee another year of fiscal stability.

Free Services for the Community
Hostos Offers Free Preventive Dental Hygiene Services to the Public
The Dental Hygiene Patient Care Facility at Hostos Community College is a teaching unit that provides high-quality dental care, primarily cleanings and dental x-rays to the community, while adhering to the most current sterilization techniques. Several appointments will be needed and each may last three hours at a time.

Title: Flora Campesina: A Concert by Puerto Rican Cuatro Player Fabiola Méndez

Description: Cuatro player and composer Fabiola Méndez will arrive in New York City with a contemporary tribute to Puerto Rican folk music as part of the concert tour Flora Campesina, her new musical project. Méndez will perform with her ensemble on November 2 at the Repertory Theater. During her concert, the singer-songwriter will share songs from her fourth musical release, where she blends traditional Puerto Rican genres, such as danza, seis, bomba, pasillo, and guaracha, with jazz and modern Afro-Caribbean rhythms. Tickets for the concert are already on sale at www.boritix.com and will also be available on the Hostos Center for the Arts & Culture website soon.

Description: Join us for the book presentation of “American Shield,” the life story of Aquilino Gonell, a Dominican immigrant, former U.S. Army soldier, and Iraq War veteran. For seventeen years, he was a United States Capitol Police Officer and was one of four police officers who testified before the House Select Committee investigating the January 6 insurrection. Refreshments will be served.
