Required Professional Development Training for DHS Certified Child Care Providers Participating in Child Care Works (CCW)

The Pennsylvania Office of Child Development and Early Learning (OCDEL), Bureau of Early Learning Policy and Professional Development has released the Announcement ELRC 22-06, Required Professional Development Training for DHS Certified Child Care Providers Participating in Child Care Works (CCW). The Announcement shares that required professional development training for DHS certified child care providers who participate in Child Care Works (CCW), and adds an additional appendix to the existing CCW provider agreement. 


This announcement only applies to certified child care providers who have a CCW Provider Agreement with the Early Learning Resource Center (ELRC).  


This announcement does not apply to providers without a CCW Provider Agreement.


Beginning August 30, 2022, all child care staff of DHS certified child care providers that participate with CCW are required to take a minimum of one professional development training in Child Development annually, each fiscal year (July 1-June 30), unless actively enrolled in an Early Childhood Education/Child Development (ECE/CD) degree program, including a Child Development Associate (CDA) program which will meet this requirement by completing coursework throughout that fiscal year. Child care staff not enrolled in a degree program will select approved training from the Professional Development (PD) Registry that aligns with competencies Standard Area 1: Child Development and Learning in Context (the Pennsylvania Professional Standards and Competencies for Early Childhood Educators will be implemented effective July 1, 2022) to meet this professional development training requirement.

We know the continuing pandemic has deeply impacted families. We know we are living in a time of shortage; shortage of teachers, medical supplies, consumer supplies, workers, and a rise in prices, especially food. And there is no end in sight.


Our families need support, especially those of us with youth and young adults with a mental health diagnosis.


Our speakers are Mahmood (Mike) A. Usman, MD, MMM, MPH, Medical Director, Beacon Health Options of Pennsylvania, and most recently, medical director and chief psychiatric officer for the PA Office of Mental Health and Substance Abuse Services (OMHSAS) and his colleague Linda Bisnauth, MD Child and Adolescent Psychiatrist focused on patient care as well as providing psychoeducation to families with a significant focus on the foster children population. 


You will take home:

  • Understanding how the COVID-19 pandemic has impacted our lives and American society in general;
  • Awareness of how the pandemic has led to changes in mental health, substance use, and the services to treat these conditions; and,
  • Insights into how the stress brought on by the pandemic has affected family life.
