EMWD's Payment Assistance Programs
Can Help Pay Down Outstanding Balances
As the COVID-19 pandemic begins to ease its grip on our local economies, Eastern Municipal Water District (EMWD) is committed to continue working with customers who have outstanding balances.
EMWD is not shutting off water services due to non-payment at this time, however, there are some
IMPORTANT UPCOMING CHANGES TO NOTE: 
  • ​EMWD wants to prevent customers from having substantial balances when the Governor’s order is lifted, which is currently scheduled for September 30, 2021.
  • While the Governor’s order suspended shutoffs, it doesn’t forgive outstanding balances. 
  • Customers with significant past-due balances may be subjected to shutoff for nonpayment when the Governor’s order is lifted, and could have their outstanding balance sent to a Collections agency or placed on their property tax bill. 
  • Late fee collections on outstanding balances resumes September 1, 2021.
 
EMWD temporarily suspended late fee assessments in response to COVID-19 financial impacts to customers.

If needed, EMWD offers several options for customer to bring accounts current, avoid late fees and shutoffs:  
$200 Credit through EMWD’s Help2Others Program
In partnership with the United Way, EMWD provides financial assistance to qualified, low-income customers. EMWD increased funding for this program to $200 per qualifying customer. For more information, visit www.emwd.org/help2others.
Payment Arrangements
You can request short-term or longer-term payment arrangements based on specified criteria. For more information on these options, please visit www.emwd.org/payment-assistance-programs.
Payment Extensions
You can schedule a payment extension using EMWD’s My Account portal at www.myaccount.emwd.org.
Level Payment Program
This enables qualified customers to pay EMWD bills in equal monthly payments. For more information, please contact EMWD’s Customer Service department at 800.426.3693.
Water Budget Based Rate Structure
EMWD’s rate structure is designed to provide the lowest rates to customers who stay within their water budget. If you need assistance in lowering your water use, please contact our Water Use Efficiency staff at conservation@emwd.org or 951.928.3777 ext. 3322.

United Lift 2021 Rental Assistance Program
(for renters and landlords in Riverside County)
Funds may be applied for utility bills. More information on eligibility guidelines and the application portal can be found at www.unitedlift.org

(for City of Perris residents only)
