Message From the ENC President


One of the best parts of serving Encino is how engaged our community is. You consistently let us know what's important to you — whether it's a major concern like residential burglaries or an everyday issue like potholes — and that helps the ENC focus our efforts where they're needed most.


Each one of us is here because we want to make a difference. One of the most important ways we do that is by helping residents navigate city services — especially when an issue isn't being addressed, or a service request has fallen through the cracks. Whenever that happens, don't hesitate to ask us to step in.


To make it even easier for you to connect with us, the ENC is launching regular town hall-style listening sessions on Zoom. These sessions are designed for you to tell us exactly what needs our attention. Each meeting will include a city official to answer questions and address issues in real time. And we are thrilled to kick things off with a conversation featuring Mayor Karen Bass at our inaugural session!


Our inaugural session takes place on Monday, May 11, at 7 pm. Be sure to join us and share your concerns. I look forward to seeing you there!

SB 79 Update

SB 79 has been signed into law, establishing new state housing requirements that override local zoning laws and permit apartment buildings up to nine stories in some single-family neighborhoods. The green shaded area below shows the part of Encino west of the 405 that is currently affected.


This bill was opposed by the ENC and many of you who submitted letters in opposition.


Under the law, cities have the option to delay full implementation until 2030 by adopting a qualifying interim plan by July. The City Council is currently developing such a plan, which would allow buildings up to four stories instead of nine in the affected areas.


If the interim plan is approved by the state, the City Council would then have four years to adopt a long-term plan that meets SB 79’s housing density requirements while minimizing the impact on homeowners. If a compliant plan is not adopted by 2030, SB 79 will take full effect. The ENC will continue to monitor developments and share updates on how this law affects Encino residents.


Spring 2026 - Encino's Homelessness Update from LAHSA

Thanks to all community members who participated in the Encino homeless count, which took place from January 20-22!


Due to the strong turnout from local volunteers and community leaders, led by Deployment Center Coordinators Pat Bates and Jodie Francisco, Encino and the Sepulveda Basin achieved full coverage of assigned areas and the highest level of local participation to date.


Results are currently being validated in partnership with the University of Southern California; once they are released in early to mid-summer, LAHSA has volunteered to present the results at an ENC meeting.


LAHSA’s Homeless Engagement Teams are conducting weekly outreach in the Sepulveda Basin. A new Basin Acceleration Strategy, developed in coordination with multiple Council Districts and the Mayor’s Office, is focused on:


  • Preparing individuals for housing by helping secure IDs and required documents
  • Maintaining active “by-name lists” to quickly match people to available housing
  • Coordinating outreach teams and housing providers to ensure no one falls through the cracks
  • Rapidly moving individuals indoors as new housing sites open, including through targeted “blitz” placement days



This coordinated approach is designed to reduce encampments while minimizing displacement into surrounding neighborhoods such as Encino, Sherman Oaks, and Van Nuys.

Encino Hills Traffic Mitigation Plan


In March, after years of careful planning and community input, Council District 4, the office of Nithya Raman, and LADOT, in collaboration with the ENC, have implemented the Encino Hills Traffic Mitigation Plan. The plan consists of turn restrictions, which are aimed at reducing cut-through traffic in the Hayvenhurst Ave / Calneva Corridor. Later phases will address other problem areas in Encino Hills south of Ventura Blvd.


The current rollout is phase one of a multi-phase plan. In this phase, 12 new left/right turn restrictions during Monday - Friday, 7-10 AM rush were put into place; in addition, 3 new 24/7 No Turn on Red restrictions were added off of Ventura Blvd.

Encino CERT Disaster and Preparedness Drill

Are you prepared for an emergency or disaster?


Join the LAFD Community Emergency Response Team (CERT) for the rescheduled Annual Disaster and Preparedness Drill.


June 13, 2026, 8 AM - 12 PM

Encino Park, 16953 Ventura Blvd., Encino


At this drill, residents will train with CERT and engage in scenarios as a first responder or mock disaster victim. Advance registration is required and FREE. REGISTER HERE


LAFD CERT Battalion 10 serves the central San Fernando Valley, covering neighborhoods including Encino, Sherman Oaks, Van Nuys, Lake Balboa, and North Hills. CERT offers FREE monthly workshops and refreshers to the community.
