ESC 19 TIA Network Monthly Meeting:

Join us for the first TIA Leads Network Meeting of the 2026–2027 school year. This collaborative session will bring together TIA Leads from across the region to connect, share updates, discuss key priorities, and exchange best practices for successful TIA implementation.


Whether you're new to the role or a seasoned lead, this is a great opportunity to learn from colleagues, build your professional network, and start the year informed and connected.


Location: Region 19, room Paso Del Norte 3


A calendar invitation will be sent one week prior to the meeting and will include a virtual attendance option.

Annual Program Submission

Fully Approved Districts


  • The Annual Program Submission deadline is August 31, 2026.
  • 2026 Annual Program Submission documents have been updated on the website.
  • Note: The TIA team discovered a small error in the template. If any districts have trouble with the payout date entry, please be assured it is the most recent version.
  • As with the Annual Evaluation Survey, only approved districts are required to complete the Annual Program Submission. These districts should have received an email with more details.


TIA Application Acceptance

New Systems/Application

Districts must implement their systems as outlined in their accepted applications.


  • The Teacher Buy-in Survey must be completed by all teachers. Upload the Excel template to the Qualtrics survey. The completed template should be uploaded between August 3 and August 21, 2026, and include all teachers employed by the district for the 2026-2027 school year. Directions are given in the TIA Portal next steps under the Welcome tab.
  • Use the 2026-27 Planning Guide for Data Capture Year based on the accepted System of Record.
  • Ensure all BOY teacher observation trainings are scheduled for teachers and appraisers.
  • Ensure all BOY assessments are procured, created, and scheduled within the required timelines.
  • Implement BOY systems and training for SLO and/or Portfolio models.
  • Align on systems for tracking teachers in eligible assignments and eligibility policies for new hires, rehires, and teachers who leave.

  • Prepare for the Fall 2026 Data Submission based on the 2025-26 System of Record.
  • Implement 2026-27 based on the newly accepted System of Record.
  • Ensure any new assessments are procured, created, and scheduled for BOY administration.
  • Ensure all BOY teacher observation trainings are scheduled for teachers and appraisers
  • Implement BOY systems and training for SLO and/or Portfolio models.
  • Renewal districts prepare for 2026-27 by using the Planning Guide for Data Capture Year based on the newly accepted System of Record.
  • Note: waivers are not allowed for teachers in eligible assignments during the Renewal Data Capture Year.



ESC 19 Data Coordinator's Corner

  • August 3, 2026 - TIA Online Portal opens for districts to being uploading their data files
  • October 15, 2026 - Deadline to upload teacher performance data for validation
  • October 20, 2026 - Final deadline to "Submit" & upload the final data file


Designated Teacher Public Search is Available

The public search tool provides greater transparency by allowing stakeholders to identify designated teachers and recognize exemplary teaching practices across Texas schools. This visibility supports collaboration, encourages professional growth, and highlights the impact of effective educators on student achievement.
