This morning, Mayor Abed delivered a robust State of the City Address to packed house with 450+ attendees at the California Center for the Arts, Escondido. Understanding the city objectives, current success and anticipated hurdles puts us in a stronger position, as business owners and citizens, to work collaboratively toward a bright future.

Here are the highlights from Abed's 8th Annual Address :


Economic Development: Unprecedented economic growth, leading the region in business attraction and private investment with 35 significant upper scale projects valued at $1.5 billion. Sales tax revenue is projected to reach a record high of $40 million in 2018.

Financial Stability: Seven consecutive years of balanced budgets, not using reserves, with a surplus totaling $10 million, part of which will fund an Irrevocable Pension Trust, helping to offset the expected multi million, year over year PERS increases. The City also holds a AA- bond rating by Standard and Poor's.

Public Safety: Proactive Community-Oriented Policing to achieve positive and tangible results, one neighborhood at the time. A three-year labor agreement was reached with both Police and Fire Associations, sharing the cost of retirement and health care. Both fire and Police are fully staffed.

Neighborhood Improvement: Seven parks and five recreation centers have received much needed improvements. Escondido retains the second and third most popular tourist attractions with the San Diego Zoo Safari Park and Stone Brewing Company. Road improvements have also included 5-miles of bike lanes and a 7-mile bike path will soon be completed. SANDAG is requesting funding for an EIR to expand the HOV lanes from 1-15 to HW 78.


The surging homeless population in need of mental health services as promised by the state after the passing of AB109 and Props 47 an&57. The city has partnered with local service providers to address the growing needs.

State Pension reform is needed to ultimately address the growing obligations placed on local governments to bridge the gap on unfunded liabilities. Escondido is one of the first cities to implement pension reform at the lowest level allowed by the State.


Hotel development and the redevelopment of the downtown Palomar Hospital site are in the works.

Infrastructure improvements with recycled water for agriculture and improving the Pavement Condition Index by addressing much needed repairs.

"Going Paperless" with agenda management and rolling out a new online Utility Billing System. Business License renewal is also targeted for streamlining.

Becoming a SMARTER CITY with service calls through the REPORT IT app.

Draft policy has been developed for a Business Park at 1-15 and HW 78, making it ready for technology companies.
