Dear Empire State Campaign for Child Care members,

We have been working hard in preparation for the 2026 legislative session in Albany. This year we will continue to advocate for:

  • A permanent compensation fund for the child care workforce,
  • Fully funding the Child Care Assistance Program (CCAP) to meet rising demand, and
  • Our proposal on how to make child care more affordable for every New Yorker!

Stay tuned for our finalized policy priorities!

Grassroots Kickoff Webinar

Join leaders of the campaign on Tuesday October 28th at 7 PM as they reflect on this year's progress towards universal child care, provide an overview of child care on the state and federal level, and discuss the campaign’s priorities for the upcoming legislative session. This is a great opportunity to ask questions and take action!

Rising to the Challenge: New York's Commitment to Children Amid Federal Change

Recent changes in federal policy are impacting families across New York who rely on vital support programs. Join the Schuyler Center for Analysis and Advocacy on Thursday, October 30th at 2 PM for a virtual discussion about what these changes mean for New Yorkers and how our state can step up to protect the health and wellbeing of children in need. Policy experts from across the state will discuss state policies that support children and families and what New York can do to support impacted families.

NYS CCAP Enrollment Monitor

New York State’s Child Care Assistance Program (CCAP) allows eligible families to receive low-cost child care so parents can work or pursue an education while their children receive care in a safe and nurturing environment.

Over the past several years, state policymakers have expanded eligibility for the program, allowing more families to qualify for this important support. Doing so has dramatically increased enrollment in the program. And while New York State has added nearly $1 billion dollars in additional spending for the program, funding for the program is insufficient in many parts of state.

Once demand exceeds capacity and funding, some counties operate a waitlist - adding families as space becomes available. Others close enrollment altogether and instruct families to apply again when enrollment re-opens.

You can access county-based enrollment data, along with waitlist status, using the tracker below.

Staying Whole: A Love Letter to Immigrant Parents

The Children Thrive Action Network (CTAN) is excited to share a new resource for and love letter to immigrant families, A Love Letter and Support Guide for Families Navigating Harmful Immigration Raids and Policies,” created in partnership with the National Parents Union, Little Justice Leaders, and fiercely passionate advocates.

This guide was created with immigrant parents in mind and shaped by the insight and experience of families impacted by immigration policies throughout the country.

The guide includes:

  • Grounding exercises for immigrant parents
  • Self-care and mental health reflection exercises and resources
  • Guidance on supporting children’s mental health by age group
  • Know Your Rights materials
  • Community affirmations and advice from other parents
  • Safety planning guidance

This love letter to immigrant parents encourages parents to reflect on their own mental health and affirms their family’s right to feel dignified and safe!

Please share this resource widely within your networks, and feel free to uplift CTAN’s socials BlueSky, Twitter/X, Instagram, and other platforms.

Save the Date: Advocacy Day 2026

Each year, hundreds of parents, providers, and advocates travel to Albany from across the state to meet with legislators, rally together, and make their voices heard. This is a day for every parent who’s had to choose between affording child care and housing, for every provider that’s stayed up late wondering how they can keep their doors open, for every staff member who had to leave the child care workforce because they could no longer afford to stay. We hear you and together we will fight for you until those struggles are a thing of the past.

The momentum for universal child care is building across the nation and we need YOU to help us reach the tipping point where policymakers can no longer delay, deflect, or ignore the urgent need for universal child care and permanent compensation funding for the child care workforce.

Join us for one day. One voice. One demand: Universal child care for ALL New York families!

Child care providers are the backbone of our communities—and yet, many still earn poverty-level wages. It's time to change that.
