Eaglecrest Golf Course Lands

 Zoning Bylaw & OCP Amendments Adopted

Public feedback has played an important role in shaping the updated Zoning Bylaw and Official Community Plan (OCP) amendments for the Eaglecrest Golf Course lands. After making changes in response to public comment at the October 6, 2025 Public Hearing, Council adopted the Zoning Bylaws and OCP Amendments at its Regular Meeting on October 22, 2025.


These updates form a key part of the Town’s due-diligence and financing process ahead of the potential purchase of the Lands by November 1, 2025.


Public Concerns Addressed

Council heard from many residents who shared thoughtful input about parkland, density, and land use. In response, several important changes were made to reflect community priorities:

  • Parkland: New parkland will be dedicated south of Royal Dornoch Drive, including a pedestrian link to Fairways Drive.
  • Density: Residential densities have been reduced so that only one parcel exceeds 60 units per hectare, equivalent to four dwelling units on a standard residential parcel (permitted under 2023 Provincial legislation Bill 44).
  • Land Use: The commercial area at Eaglecrest and Country Club Drive has been removed and replaced with multi-residential zoning.

Next Steps – Planning Work

Several studies and planning tasks are required should the purchase of the Eaglecrest Golf Course Lands go through:

  • Phase I Environmental Study – completed.
  • Design Guidelines – Incorporated in the OCP update that is currently underway.
  • Traffic Study – Full study including Highway 19A/Country Club Drive intersections (Q4 2025 – Q1 2026).
  • Exploration of additional public green space, pedestrian loops, and buffering measures on the west side of the lands.
  • Registration of a Section 219 Restrictive Covenant prior to land disposition to ensure that any future Institutional use on Area 3 is limited to Seniors Care and Seniors Housing. The zoning in Area 3 also allows residential use, so it could ultimately be developed entirely for housing rather than an institutional facility. The future use for Area 3 would be the subject of future design and public engagement.
  • A golf course consultant would be retained to prepare a revised nine-hole concept and cost estimates.

  

Next Steps – Public Consultation

Council has confirmed that if the Lands are purchased, further community engagement will guide the next phase of the Eaglecrest Revisioning and Acquisition Project. This would include:

  • Collaboration with the Eaglecrest Residents’ Association and broader community to refine development potential for key areas (Areas 1, 2, 3, and 7) before any lands are offered for sale.
  • Direct engagement with neighbouring property owners adjacent to Area 8 (Royal Dornoch North) regarding potential purchase interest before public listing.
  • Final scale and configuration of any Golf Course development would be determined through future public consultation.
