East Region Welfare

Team Managers and Coaches –

all disciplines

When attending meets, competitions and matches clubs are reminded that to ensure the welfare of their athletes they must have sufficient adults in supervisory roles, these roles are Coaches and Team Managers. The roles are distinctly different and individuals cannot perform a dual role of Coach/Team Manager, they must be one or the other regardless of whether they hold qualifications for multiple roles. The number of Team Managers and Coaches required depends on the number of athletes in the care of the club for the duration of the activity. The ratios can be found in the attached Swim England Team Manager, Coaches & Chaperone Policy.

Mobile Phones in changing rooms – a reminder

In January 2024 Swim England made significant changes to Wavepower including a ban on the use of mobile phones and other mobile devices in changing rooms (except in an emergency) during Swim England regulated activity. This rule relates to everyone not just athletes and clubs should ensure that coaches and volunteers are aware. Swim England advocate a zero tolerance approach to the use of mobile phones in changing areas.

Water Polo Disciplinary Regulations and fast-track Complaints process

World Aquatics Rules specify that the referee(s) shall be in absolute control of the game. But as we all know, sometimes our authority is challenged! Swim England has a set of regulations which give you further support when needed.

For local league and similar matches (without a Delegate present):

If you issue a Misconduct red card to a player or coach during a water polo match (as defined in World Aquatics Rule WP9.13) you can choose to give them a warning and take no follow-up action. But if you decide that the Misconduct offence was more serious and merits an automatic ban, you should report the offence to the Office of Judicial Administration (OJA) and they will impose the ban.

If you issue a red card for a Violent Act (defined in Rule WP9.14 and previously known as Brutality) you MUST report the offence to the OJA for an automatic ban.

If the offence was a serious breach of World Aquatics Rules and you consider an automatic sanction would NOT be sufficient, or if the offender has committed further offences after being shown the red card, you now have the power to report this to the OJA as a Water Polo Complaint. The OJA will follow a new fast-track process to determine any further sanctions. You must send a copy of the match sheet together with your sanction report form within 7 days of the match, specifying that this is a water polo complaint.

If there's a Delegate present (British Water Polo League and National Age Group Championships) they can impose an automatic sanction there & then.

More information, including sanction report forms, is available at https://www.swimming.org/swimengland/judicial-safeguarding-regulations/ under the "Water Polo complaints" tab.
