The Board of Directors held its monthly meeting on November 3, 2025.
To keep owners and tenants informed about developments in Eastbluff, the Board is collaborating with HOA Connection to send a brief email update after each meeting, highlighting key decisions and issues.

In the Executive Session, the Board took the following actions.
- Approved the minutes of the October 6, 2025, meeting.
- Reviewed legal correspondence and updates.
- Approved correspondence to select owners on member discipline.
- Approved correspondence regarding the view impairment report(s)
At the Architectural Committee meeting, the Board, acting as the Architectural Review Committee, took the following actions.

Approved the minutes of the October 6, 2025, Architectural Committee Meeting.
- 2321 Alta Vista - approved a moderate landscape application to modify front yard hardscape and landscape, including a new driveway, entry walkway, garden walls, shade structure, outdoor kitchen, fireplace, and garden lighting.
- 2215 Aralia - Approved a minor application for repainting the house.
- 2661 Basswood - approved the notice of completion with the deviation of a storage or entertainment shed being constructed with the condition this shed only be allowed for six (6) months.
In the General Session, the Board took the following actions:
- Approved the October 6, 2025, Board Meeting Minutes.
- Approved the September 2025 monthly financial reports, subject to year-end audit.
- The Board of Directors tabled action on the June 30, 2025 year end audit due to a delay in receiving the audit from the CPA. The Board will either hold a special meeting or schedule the review at the December meeting.
- Vanessa Osborne with Osborne Organics was present to discuss their findings on the testing that was completed to transition the park turf to organics. Manny Vargas with Earthco is to provide his costs to provide the recommended products outlined in Osborne Organics proposed turf program for 2026.
- The Board of Directors reviewed the park turf expense history without action.
- The Board of Directors reviewed the correspondence submitted by Earthco Landscape offering a credit of $1,000.00 for the extra labor that was required during August and September and accepted the credit.
- The Board of Directors reviewed the recommended pesticide products for slopes submitted by Earthco Landscape. The general consensus was to have Earthco Landscape rate each product from one to three and provide the cost associated with each product.
- Approved a proposal from EarthCo Landscape to install ground cover on the slope area behind 3039 Carob for $2,880.00.
- The Board tabled action on a proposal from EarthCo Landscape to scalp and overseed turf areas until after information from Osborne Organics is provided.
- Approved the hiring of a leak detection company for an amount not to exceed $2,500 to investigate and find an irrigation leak on the Eastbluff Drive slope across from the Tennis Center. Should additional funding be needed a change order will need to be submitted but cannot exceed a total expenditure of $5,000.
- The Board of Directors discussed teams still playing in the park. The general consensus was to inquire with the insurance agent on insurance coverage for organized sports, what the definition of organized sports is, and what the cost would be to add this coverage, if the HOA chose to move forward with such.
- There has been discussion of transferring the Blue Heron Park turf from the Landscape to the Park Committee; this will be further discussed at the Landscape Committee Meeting on November 7, 2025.
- Paul Jones, chair of the Security Committee reported that there was a break in at Mutt’s and the HOA’s Flock Camera system was able to capture the vehicle and assist in the arrest of 2 of the 3 persons.
The next Board of Directors meeting will take place on December 1, 2025, in person at the Oasis Senior Center.
