ICSC Monterey 2026

The City of Manteca team recently attended ICSC Monterey on March 24–25, 2026, where we connected with innovative retailers, developers, and industry leaders exploring opportunities in our community. These conversations and meetings help position Manteca to attract new investment, enhance local amenities, create quality jobs, and support a strong, vibrant local economy for our residents.


City Manager Toni Lundgren represented the City of Manteca as a conference panelist at ICSC Monterey, sharing insights on streamlining development processes and strengthening public-private collaboration. Her participation reinforces Manteca’s commitment to efficient project delivery, enhancing competitiveness for high-quality investment, and advancing long-term economic growth for the community.

The City of Manteca Economic Development Division has released a Request for Qualifications (RFQ) to identify qualified developers for the commercial development of the Family Entertainment Zone (The FEZ) in Manteca. The FEZ includes 150-acres of City-owned land envisioned as a dynamic mixed-use destination incorporating entertainment, sports, retail, hospitality, residential, and public space uses.

Valley Strong Credit Union - Building Bridges Summit

Interim Deputy Director of Economic Development, Vanessa Carrera, and Permit Center Manager Esmeralda Villalobos recently served as panelists at Valley Strong Credit Union’s Building Bridges Summit at the University of the Pacific. As panelists, Carrera and Villalobos shared insights on the City of Manteca's Small Business Grant program as well as guidance on navigating the permitting process, helping to equip entrepreneurs and business leaders with the tools needed for success.

2026 Builder's Exchange Industry Update

Interim Deputy Director of Economic Development Vanessa Carrera provided an economic development update at the 2026 Industry Update Breakfast hosted by the Builders Exchange of San Joaquin. The presentation highlighted key City initiatives and projects, strengthening collaboration with the construction community, and continued efforts to streamline processes and support continued investment in Manteca.

iHub San Joaquin Innovation Summit

The City of Manteca proudly partnered with San Joaquin iHub and the San Joaquin Partnership for the 3rd Annual Innovation Summit hosted at our local Great Wolf Lodge.


The event opened with welcoming remarks from Mayor Singh, Congressman Harder, and County Supervisor Dhaliwal and brought together entrepreneurs, business leaders, and regional partners to share ideas and explore strategies that strengthen local business ecosystems and drive economic growth.


Through its dedicated booth presence, the City engaged directly with attendees, supported local innovation, and highlighted Manteca’s ongoing commitment to fostering a thriving business community through strong partnerships with iHub and local businesses.

Building Amnesty Program

The City of Manteca is offering a one-year opportunity to bring existing unpermitted residential construction into compliance.


From January 1st through December 31, 2026, property owners can apply to legalize qualifying residential projects through a streamlined permitting process that includes:

  • A temporary pause on code enforcement fines and fees
  • Suspension of enforcement actions while permits are actively being pursued
  • A clear pathway to meet current building and zoning requirements



This program is designed to help homeowners move forward with peace of mind while ensuring safety and compliance citywide.

San Joaquin County Sparks Utility Relief Grant

The Sparks Relief Grant Program, managed by the San Joaquin County, supports small businesses that were negatively impacted by COVID-19 by helping to offset operational costs through utility expense reimbursements.


Eligible businesses may receive grants of up to $5,000. The business would need to have been in operation since January 1, 2020 and be a brick-and-mortar. If you have program related questions you may reach a County representative at SparkGrant@sjcworknet.org or by calling (209)468-3615. 

STAART Camera Grant

The STAART Camera Grant is program is managed by the Greater Stockton Chamber of Commerce offering free professional security camera installations for small businesses across San Joaquin County. Small Business Development Center (SBDC)

The Small Business Development Center (SBDC) San Joaquin provide support to entrepreneurs and small businesses through free workshops and no-cost, one-on-one consulting. Services include guidance on business planning, access to capital, marketing, and operations to help businesses launch, grow, and succeed.
