| | The City of Manteca Appoints Deputy Director of Economic Development | | |
The City of Manteca recently appointed, Vanessa Carrera, as the Deputy Director of Economic Development. Carrera has more than 19 years of experience in local government, working across Cultural Arts/Recreation, Public Works, Public Information, Economic Development, and the City Manager’s Office.
In her role, she supports the City’s efforts to attract new businesses to Manteca, retain and assist existing businesses, and help business owners navigate permitting and access available resources. She also plays a key role in marketing and outreach efforts, downtown district support, and the coordination of special projects that enhance quality of life and strengthen the local economy.
She is currently completing her Master’s degree in Public Administration from CSU Long Beach and holds a Bachelor’s degree in Mass Media Communications from CSU Sacramento.

The City of Manteca team recently attended the ICSC Las Vegas conference, connecting with developers, retailers, brokers, and entertainment operators from across the country.
Throughout the event, staff highlighted Manteca’s strong market position, growing residential base, and key opportunity sites, including the City’s 150-acre Family Entertainment Zone (FEZ). Conversations focused on attracting new retail, dining, and entertainment options that align with community needs and continued regional growth.
These meetings are an important part of the City’s ongoing business attraction efforts, strengthening relationships and advancing opportunities that support long-term economic growth and quality of life in Manteca.
| | 2026 Small Business Week Recap | | |
The City of Manteca celebrated 2026 Small Business Week with a series of events highlighting the vital role small businesses play in the local economy.
The week started with a kickoff celebration in partnership with the Manteca Chamber of Commerce and the Downtown District, celebrating the local small business community and their contributions to the Manteca community. From there, the City hosted two Lunch & Learn sessions offering resources on accessing capital and local and county small business support, and best practices on marketing your business with social media tips and tricks.
The City also celebrated four ribbon cuttings for new Manteca businesses, highlighting continued growth and investment in the community and closed out the week with an evening mixer bringing together business owners and partners to connect and collaborate.
Small businesses remain the backbone of Manteca’s economic vitality, and the City remains committed to their success.

The 2026 State of the City brought together residents, businesses, and community partners for an inspiring look at the momentum shaping our community. Mayor Gary Singh highlighted key accomplishments this past year and shared the exciting path ahead for the City of Manteca.
Held in the heart of Downtown at The Veranda Banquet Hall and presented in partnership with the Manteca Chamber of Commerce, the event reflected the energy, collaboration, and forward progress driving Manteca forward.

Through a partnership with SizeUp, the tool is now available directly through the City’s website, advancing the City’s commitment to equipping the business community with accessible resources that support growth and sustainability.
SizeUp Manteca offers a range of features and data insight, including:
- Market Research: Compare business performance against competitors in areas such as revenue, pricing, and customer activity
- Industry Benchmarking: Evaluate performance locally, regionally, and nationally against similar businesses

The City of Manteca is offering a one-year opportunity to bring existing unpermitted residential construction into compliance.
From January 1st through December 31, 2026, property owners can apply to legalize qualifying residential projects through a streamlined permitting process that includes:
- A temporary pause on code enforcement fines and fees
- Suspension of enforcement actions while permits are actively being pursued
- A clear pathway to meet current building and zoning requirements
This program is designed to help homeowners move forward with peace of mind while ensuring safety and compliance citywide.
| | | San Joaquin County Sparks Utility Relief Grant | |
The Sparks Relief Grant Program, managed by the San Joaquin County, supports small businesses that were negatively impacted by COVID-19 by helping to offset operational costs through utility expense reimbursements.
