ANNOUNCEMENT OF ADDITIONAL BUSINESS RESTRICTIONS

Governor Gavin Newsom and the California Department of Public Health recently  expanded statewide its indoor closures   for businesses that encourage mixing of individuals beyond immediate households and make physical distancing and wearing face coverings difficult. 
 
The new order and the closures will remain in effect until the State Public Health Officer determines it is appropriate to modify the order based on public health conditions. 

BARS , BREWPUBS, BREWERIES, AND PUBS must close all operations both indoors and outdoors, unless they are offering sit-down, outdoor dine-in meals. Alcohol can only be sold in the same transaction as a meal.
 
In addition to the closure of in-door dining at restaurants , the following businesses must also close in-door operations:
  •  Wineries and tasting rooms (wineries and wine tasting rooms may open outdoor operations even if they do not offer sit-down, outdoor dine-in meals)
  • Movie theaters 
  • Family entertainment centers (for example: bowling alleys, miniature golf, batting cages and arcades)
  • Zoos and museums
  • Cardrooms

GYMS, FITNESS CENTERS, HAIR & NAIL SALONS, BARBERSHOPS, & OTHER PERSONAL SERVICES
Ventura County remains on the State County Monitoring List; and as such is required to shut down the following industries or activities unless they can be modified to operate outside or via pick up :

The following services may  not  be performed outdoors: 
  • All chemical hair services including, but not limited to, permanent waving, relaxing, bleaching, tinting, coloring, dyeing, straightening, and shampooing

Other personal services such as electrolysis, tattooing, and piercing services are not allowed because they are invasive procedures requiring a controlled, indoor hygienic environment.

Sectors included in the Governor's announcement are all at higher risk of transmission because they promote mixing with others outside of one’s household. In addition, some of these sectors are centered on eating and drinking, compliance with face coverings is not possible for the full duration of time someone spends in these establishments. All industry or sector guidance documents that have been issued to date, including all infectious control measures outlined in those guidance documents, apply in outdoor settings, and must be adhered to. The state will work closely with counties to ensure businesses are complying with guidance and are modifying operations to reduce the risk of transmitting COVID-19.

OUTDOOR BUSINESS EXPANSION
On  July 13, 2020 , the Ventura City Council unanimously approved the extension of the pilot program to allow business to expand their business operations onto sidewalks, private parking spaces and some sections of the public right-of-way as part of the city’s expanded temporary outdoor business expansion program. The program will provide more space to conduct business using social distancing practices. The extension of the program will run through  September 14, 2020 , with applications available through  August 5, 2020.
