This past month we noticed a surge in news about Career and Technical Education. EdGate has been preparing for CTE for several years and with the implantation of the new ESSA law we believe that CTE will become even more prevalent in the years to come. The ESSA bipartisan bill aims to prepare all students for success in college and career.  Accordingly, every state
must develop challenging academic standards that are aligned with relevant state CTE standards.  EdGate is prepared to help content providers navigate their way through the enormous amount of CTE standards available in each state.

House Passes Bill to Strengthen Career and Technical Education
   
With the technological advances and the growth of a global economy in the last couple of decades, skills needed for today's job market have changed as well.  Legislators have answered the need for training with H.R. 5587 to help students achieve the skills needed for these jobs.  The US House of Representatives passed H.R. 5587 extending the authorization of the Carl D. Perkins Act.  The Carl D. Perkins Career and Technical Education Act gives students the opportunity to gain the skills for jobs in fields such as health care and technology through federal funding and support.  Providing the Senate also pass the bill, this would allow states to create quality CTE programs with the focus on local needs.  All states have adopted CTE standards for all the Career Clusters.  The EdGate repository includes these standards for all states and they are available for licensing.

New York City is being used as a model for this educational path. State and local officials support CTE as a way to prepare students for what comes after high school while engaging them in their current academic endeavors. About 40 percent of high-school students take at least one CTE course, and nearly 10 percent attend a dedicated CTE school, according to calculations based on Department of Education data cited in the report.

As CTE programs expand to include new fields, the certification process is slowed by the state's approval process, which is intended to ensure that new courses will prepare students for college and careers. The approval process can take years, and can discourage businesses from partnering with schools. According to Kathryn Wyled, the CEO of the Partnership for New York City, the "sense of urgency at [the State Education Department] doesn't match the practical demands on the schools of a rapidly changing economy." State officials are currently working to solve the problem.

Bridging the Gap Between Teacher and Technology
   
Many teachers feel they are not utilizing technology effectively in the classroom. According to a recent University of Phoenix College of Education survey, two in five (43%) of teachers rated themselves average or below average in educational technology skills. While schools are equipped with laptops, netbooks, interactive white boards, tablets, LCD projectors and digital cameras, teachers say they still have more to learn about integrating technology in the classroom. Technology integration has become a substantial component to teacher preparation programs, but educators already in the field face obstacles such as a lack of district funding and not having time to learn about the tools available.
 
Kathy Cook, Dean of Educational Technology at the University of Phoenix College of Education , recommends having a starting point to bring technology into the classroom. Curriculum Matrix is now live in the Instructure EduAppCenter and in EDUonGo App Center

EdGate's Curriculum Matrix, a repository of 500,000 grade-specific standards-aligned OER and other freely accessible K-12 resources can now be accessed via the EduAppCenter, an open LTI app collection. The EduAppCenter is provided and maintained by Instructure and allows teachers, administrators and students to install third-party apps in Instructure's Canvas LMS, with just one click.
 
Additionally, as an LTI enabled App, all of the Curriculum Matrix resources can be accessed through the EDUonGo App Center which also relies on LTI technology. EDUonGo enables anyone to share knowledge through an online learning environment. Schools, institutions and individuals partner with EDUonGo to host online academies through its cloud-based platform.
 
LTI allows for seamless connection of web-based, externally hosted applications and content to platforms that present them to users. In other words, Curriculum Matrix can be securely connected to an educational platform without having to develop and maintain custom integrations for each platform. Over the past few years, LTI has become increasingly important in EdTech and will most certainly continue to be crucial due to the increasing popularity of online learning.
