1. Determine if Licensure is Required
Before applying, review the guidance on our website to determine whether your organisation requires a License to Operate. If you are unsure, contact the Health Council by email at businesses@healthcouncil.bm to confirm.
If licensure is required, consult the HSP Classification Guide to identify the most appropriate category for your organisation. You will need to specify this classification in your application.
2. Gather the Required Information
Review the Before You Apply Guidance document for details of the information required and gather these before starting your application. This includes:
-
Business details: Contact information, legal structure, ownership, governance and Registrar of Companies registration, where applicable.
-
Statutory compliance: Information about government-mandated employer and employee contributions such as payroll tax, health insurance, social insurance, and private pensions.
-
Details of health services and health professionals: Your organisation’s classification, the services offered, and details of the Clinical Director and all health professionals, including their local professional registration (where applicable) or overseas licensure.
-
Standards and information protection: The standards guiding service delivery, how these are maintained, and arrangements for privacy, cybersecurity and electronic records.
-
Declaration: Details of the person authorised to legally represent and bind the organisation.
Keep records supporting your responses accessible, as the Health Council may request them during its review. For new businesses that are not yet operational, statutory compliance will be confirmed once operations begin.
3. Complete and Submit the Application Form
Submit the Health Service Provider (Business) Licensing application, which is available on the Bermuda Health Council’s website under Licensing and Registrations → Health Service Providers.
Ensure that your responses are complete and accurate and that you include any supporting documents requested in the application.
4. Allow Time for the Health Council’s Review
The Health Council reviews each application to determine whether the applicant meets the requirements for a license. Applicants should allow at least 10 business days for the initial review. The full review process may take longer, depending on whether additional information or amendments to the application are required.
5. Provide Additional Information if Requested
During its review, the Health Council may request additional information, supporting documents or amendments to your application. Respond promptly and fully to help avoid delays.
6. Receive and Display Your License
If the application is approved, the Health Council will issue a license outlining key information, including the provider’s name, business address, any conditions or restrictions, and the license issue and expiry dates. The provider will also be added to the Health Council’s online Register of Health Service Providers.
Under regulation 4(5), the license must be prominently displayed at the provider’s place of business for public inspection.
