ASCD Legislative Agenda Calls for Coherent System to Support the Whole Learner
ASCD has released its 2016 Legislative Agenda, calling on policymakers and stakeholders to align educational programs and create a coherent system to support and develop the whole learner, from early childhood to graduation. The agenda, developed by ASCD's legislative committee -- a diverse cross section of ASCD members from the entire spectrum of K-12 education -- includes specific recommendations divided into three key areas: conditions for learning, whole child accountability and educator leadership and support.
ASCD released two new case studies demonstrating the effective use of open educational resources (OER) in school districts in California, Ohio, Wisconsin, and Illinois, as well as the results of a recent poll on OER use. These were produced and released as part of ASCD's commitment to the #GoOpen campaign, to which ASCD has pledged to provide ongoing professional development resources to help educators make the best use of all available instructional materials
"If we really want to prepare students for life beyond school, we could begin by asking ourselves what pieces of our own education we are using now as adults," writes Erik Palmer in this Educational Leadership article. Palmer makes four predictions for students' futures -- including that there will still be an Internet and people will still be speaking and listening -- and based on these predictions describes some important skills students must learn to ensure success

The 71st ASCD Annual Conference and Exhibit Show will be held in Atlanta, Ga., April 2-4, 2016. Keynote presenters will include Carol Dweck; Mike Schmoker; Manny Scott; Pedro Noguera and Alan Blankstein; and Shanna Peeples. The conference will have more than 200 sessions for educators of all roles and interests and special events for attendees to network with educators from across the world.

ASCD has released its first Global Policy Agenda, which makes recommendations to promote the success of students, educators, schools and communities worldwide. The specific global recommendations include establishing a multimetric accountability system, reducing the reliance on standardized testing, promoting a whole child education, and honoring and supporting the education profession. View the agenda.
The latest issue of Policy Priorities examines the vocabulary that various stakeholders -- including communities, administrators, teachers, parents and students -- use to discuss a whole child approach to education. It reviews similarities and differences among common terms, provides definitions used by specific educational associations, and calls for building a whole-child lexicon that all stakeholders can use -- the aim is to build a vocabulary that is practical, that everyone can use.
ASCD has released updated Whole Child Snapshots for each of the 50 U.S. states to display the progress our nation has made in supporting the whole child as well as the areas where negative trends have continued. The snapshots encompass various stages of a child's development, from prekindergarten through postsecondary education and provide a picture of child success and well-being that extends beyond academic performance.

With the help of Illinois ASCD members, we continue to keep the names of ASCD and IL ASCD in the minds of Illinois legislators as the go-to organization on learning. They helped us enable the passage of the Whole Child Resolution in Illinois in both houses on

Illinois Lawmakers Call For Safer School Walking Routes
The
AP
reports that two members of the Illinois state House "say the state should spend more money to make it safer for children to walk to school," taking part in an activity in which they and "and a dozen advocates walked Wednesday from the Capitol to Cathedral School downtown to publicize their plea." The lawmakers are calling for a $5 million boost for the Illinois Safe Routes to School program.
ISBE Begins Negotiations With SAT; No Funding Yet For Spring Admin
On February 10, the Chief Procurement Officer for General Services, the protest filed by ACT was denied. As such ISBE has begun the process of negotiating a contract with the College Board to administer the SAT as a college entrance assessment for Spring 2016. However, ISBE does not have an appropriation for administering assessments due to the budget impasse. Read more FAQ's about the process

Illinois Students Succeed on AP Exams
- 25% of Illinois students scored at least a 3 on AP exams last year, nearly 38% of all high school graduates took at least one AP exam, and Illinois is fourth in the nation for the largest percentage point increase in scores over the last decade. Fifteen Illinois school districts were also named to the AP Honor Roll. Congratulations!

, members questioned Acting Secretary of Education John King about how the Department of Education plans to implement the law as Congress intended. Throughout the hearing, members highlighted various reforms in the law that reduce the federal role and restore state and local control over K-12 education and pressed Dr. King to explain how he will ensure these reforms are implemented in a manner consistent with the letter and intent of the law.

Florida state senators have advanced a measure that would award teachers bonuses based on a "highly effective" rating and their SAT or ACT scores. New teachers could qualify for the bonuses based on just their test scores. Sen. Don Gaetz, R-Niceville, head of the Senate's education budget panel, said the bill would improve recruitment and retention.

Teachers Use Podcasts to Teach Writing, Storytelling
More teachers are introducing podcasts in the classroom to teach writing, storytelling and listening skills. Using the popular podcast "Serial" as inspiration, students at a Washington state high school recently wrote podcast episodes in their writing workshop and then used technology, including their smartphones, to create and record the podcasts.

About 80 colleges and universities in the US have adopted TeachLive, which allows trainee teachers to practice skills in a virtual classroom with computer-generated students. "We don't see this as replacing teaching -- but it is a great tool to practice discrete skills in a classroom setting," said Lisa Dieker, one of TeachLive's principal investigators.

Data: Majority of Minority Students at Schools With High Poverty Rates
A majority of African-American and Latino students attend schools where at least 75% of students are from poor or low-income families, according to an analysis of data on the 100 largest US cities from the National Equity Atlas. This article examines the implications for students in these schools.
A growing number of school districts are making integration a priority, according to reports from the Century Foundation, and now a portion of President Barack Obama's proposed budget is dedicated to making schools more diverse. This article examines whether it matters if schools are integrated based on race or family income.

Does Fidgeting Improve Learning for Students with ADHD? New research shows a potential association between demands on working memory and the level of hyperactivity -- in the form of fidgeting -- in children with attention-deficit/hyperactivity disorder, researchers reported in the Journal of Attention Disorders. Study author Michael Kofler, an assistant professor of psychology at Florida State University, says he plans to continue studying the link between performance and movement. HealthDay News
Benchmarking Study Gives PARCC High Marks
A new study
from the American Institutes for Research (AIR) shows that PARCC sets higher performance expectations than the other two multi-state tests, and higher than most other state tests. While studies from groups such as the
Fordham Institute
and the
Human Resources Research Organization
indicate that PARCC is better than previous state assessments at measuring student progress, AIR's study looks at which assessments have the highest and lowest performance standards, as measured against the National Assessment of Educational Progress, a well-established national benchmark that allows for comparison among states. By this measure, says AIR, PARCC was also successful.
Of the three multi-state tests:

In math - grades 4 and 8 - PARCC's standard for "on track" compares with NAEP's standard for proficiency.

In ELA, PARCC's standard compares to the high end of NAEP's "basic" level - higher than the other multi-state tests that were benchmarked.
Hanna Skandera, New Mexico's secretary of education, told Education Week the AIR study "reaffirms that PARCC states have set the higher performance expectations that students deserve and are committed to providing them the tools they need to be prepared for success."
World-language education programs are being changed by technology, according to a
recent report commissioned by the Language Flagship Technology Innovation Center at
the University of Hawaii at Manoa. The report includes several recommendations,
including the use of design thinking and collaborative tools to enhance learning.
