IL ASCD's purpose is to inform.  We encourage you to be an informed, involved educator. Watch local, state, and national news for most current events.
 
ASCD has released its first Global Policy Agenda, which makes recommendations to promote the success of students, educators, schools and communities worldwide. The specific global recommendations include establishing a multimetric accountability system, reducing the reliance on standardized testing, promoting a whole child education, and honoring and supporting the education profession. View the agenda. 

The latest issue of Policy Priorities examines the vocabulary that various stakeholders -- including communities, administrators, teachers, parents and students -- use to discuss a whole child approach to education. It reviews similarities and differences among common terms, provides definitions used by specific educational associations, and calls for building a whole-child lexicon that all stakeholders can use -- the aim is to build a vocabulary that is practical, that everyone can use.

ASCD's Whole Child Initiative in Illinois
Launched in 2007 ASCD's Whole Child Initiative is an effort to change the conversation about education from a focus on narrowly defined academic achievement to one that promotes the long term development and success of children.  Illinois ASCD supports this premise.

In 2012, Illinois Legislature Declared March to be "Whole Child Month."
With the help of Illinois ASCD members, we continue to keep the names of ASCD and IL ASCD in the minds of Illinois legislators as the go-to organization on learning.  They helped us enable the passage of the Whole Child Resolution in Illinois in both houses on March 9 , 2012.  As the years progress, our members will continue to keep in touch with our legislators and feel that we have had a say in helping to promote strong educational issues in our state.  Copies of these resolutions can be found below:

Chicago Warns Of Shortened School Year Without State Funding
     The Chicago Tribune reports Chicago Public Schools warned "that the school year could end nearly three weeks early and summer school programs could be cut if the district doesn't get a quick and favorable ruling" in its "legal challenge to state education funding." The piece quotes CPS CEO Forrest Claypool saying in a letter to families saying, "These possibilities are deeply painful to every school community." Claypool, in an effort to rally families' support for the city's push for state funding, "said summer school could be eliminated for all elementary and middle-school students except those in special education programs." However, the Tribune writes, this "effort to prod Gov. Bruce Rauner and state lawmakers into tossing CPS another fiscal lifeline" could "be a tough sell to Mayor Rahm Emanuel, who campaigned in his first term to extend the year for CPS students."
     The Chicago Sun-Times reports that the district also "asked a Cook County judge on Feb 27 to fast-track the district's civil rights lawsuit against the state of Illinois, warning of 'devastating, immediate and irreparable harm' to students if a funding issue isn't resolved quickly." Noting that the district is "more than $100 million in the red, and on the hook for a $721 million teacher pension payment in June," the Sun-Times reports "CPS said it could cut the school year as short as June 1 if money doesn't come through soon from the state." This would reduce "Mayor Rahm Emanuel's signature longer school year" by 13 school days.
     The AP adds that CPS is "seeking a preliminary injunction barring the state of Illinois from disbursing education funds until it adequately funds the state's largest school district," claiming that the state "has created separate and unequal systems for funding public education" which "denies African American and Hispanic students equal access to a quality education." Reuters also covers this story.

Illinois BOE Scores New Science Assessment Exams

The Belleville (IL) News-Democrat (3/7) reports the Illinois State Board of Education is currently scoring the more than 400,000 Illinois Science Assessment exams administered last spring to fifth-graders, eighth-graders, and high school students. The exam was administered for the first time last year and based on new state science standards adopted in 2014. In a news release, the board said the exam results will not serve as a basis for teachers to make individualized student adjustments, but they will be considered for school- and district-level curriculum changes. The board partnered with Southern Illinois University Carbondale to score the exams and expects to have results by the summer.

Federal Education News

President Donald Trump signed two bills this week aimed at boosting the role of women in the fields of science, technology, engineering and math. One bill encourages women to expand their work beyond labs into entrepreneurship, and the other recommends NASA engage with more young girls about aerospace and related fields.   T.H.E. Journal 

Trump Signs Executive Order Shifting Assistance For HBCUs To White House
The   AP (2/28, Whack) reports that President Trump signed an executive order Feb 28 "aimed at signaling his commitment to historically black colleges and universities, saying that those schools will be 'an absolute priority for this White House.'" HBCU leaders "are hoping Congress will bolster Trump's actions to strengthen the schools with dramatically increased funding in the upcoming federal budget," and are "calling for $25 billion for infrastructure, college readiness, financial aid and other priorities."
Explaining that the order moves the White House Initiative on Historically Black Universities and Colleges from ED to the White House, the   Washington Post (2/28, Douglas-Gabriel) reports that "HBCU leaders said they were cautiously optimistic about the shift. They are eager for the government to raise its investment in their schools but wary of promises devoid of action." Trump's order does not contain "any commitment of federal dollars to bolster support for HBCUs."   USA Today (2/28, Toppo) reports that the order "moves assistance to the 100 schools from the US Education Department to the White House." The Washington Times (2/28, Boyer) also has a report.

President Donald Trump called education the "civil rights issue of our time" during his first speech to a joint session of Congress. He also called for legislation supporting school choice.

New Independent Education Think Tank Launched
Politico Morning Education (3/2) reports on the launch of "a new education policy think tank" in Washington, DC called FutureEd. The group says "it will offer research on what's best for students, rather than pursue 'ideological agendas or adult self-interests.'" The think tank "will be housed at Georgetown University's McCourt School of Public Policy" and is releasing "K-12 analysis on Indiana's school voucher program and how it could look as a national model, Education Secretary DeVos' education and political ties, and an argument for holding schools accountable using chronic absenteeism."
 
Eleven states, various leaders and school districts have dropped their lawsuit against a federal order on transgender bathroom use in schools. The decision was prompted by President Donald Trump's decision to reverse the directive, which was issued by former President Barack Obama.

Congress Overturns ESSA Regulations
The   New York Times reports that Congress has approved legislation "to repeal crucial regulations associated with the Every Student Succeeds Act, one of President Barack Obama's final legislative achievements." The Times focuses on the bipartisan effort to approve ESSA in 2015 and contrasts that bill with its predecessor, NCLB. The piece explains that it is "customary for federal agencies to issue detailed regulations on how new laws should be put into effect," but notes that "some lawmakers from both parties saw" ED's regulations "as unusually aggressive and far-reaching, and said they could subvert ESSA's intent of re-establishing local control over education and decreasing the emphasis on testing." On Mar 8 the Senate approved - and President Trump is expected to sign - House legislation which will overturn the regulations, which "pushed states to weight student achievement measures, such as test scores and graduation rates, more heavily than other factors in labeling schools as underperforming." Another "contentious" regulation "required schools to test at least 95 percent of their students."

Lawmakers in Congress appear poised to make changes to the Higher Education Act. The proposed changes could, among other things, affect Pell Grants and the type of information that high-school students have access to when researching potential colleges. Education Week
 
The Federal Drug Administration is seeking input from individuals with autism and their families about drug treatments for the condition. The agency issued a notice that it will hold a public hearing on May 4 in Silver Spring, Md., and will accept public comments through July 5. Disability Scoop 

Supreme Court Will Not Hear Virginia Transgender Bathroom Rights Case
NBC Nightly News reported that in "a defeat in court Mar 6 for advocates of transgender rights," the Supreme Court said on Monday that "it will not rule on which bathroom a transgender Virginia teen can use at school." NBC noted that the decision "wiped out" the student, Gavin Grimm's "previous victory in a lower court," and that it "comes after a change in policy by the Trump Administration."                USA Today reports that the court sent the case of Grimm, a 17-year-old Virginia high school senior, "back to a federal appeals court because the Trump administration withdrew guidance to schools that had instructed them to grant transgender students' bathroom preferences." USA adds that "by rescinding the Obama administration's policy, the Departments of Justice and Education eliminated the basis for the appeals court's earlier decision in Grimm's favor," and that "while the Supreme Court could have decided the case on other grounds, it decided instead to give the U.S. Court of Appeals for the 4th Circuit another chance."

Senate Bill 100 became effective at the beginning of the 2016-2017 school year and requires that "school officials shall limit the number and duration of expulsions and suspensions to the greatest extent practicable." Streamwood, Illinois STEM Team Progresses To National Competition
The AP (3/2) reports a team of 16 Streamwood High School students' "microgeneration" wind power project won the Illinois Samsung Solve for Tomorrow contest, and the students will compete this spring for one of 10 national finalist spots and prizes up to $200,000. The students' mentor, engineering teacher, and three-year veteran, Matt Erbach, says he hopes this year the team will win the national competition.

Chance the Rapper Donates $1M to Chicago Schools
Grammy winner and Chicago native Chance the Rapper donated $1 million to Chicago Public Schools this week, making the announcement at a local elementary school. He also called for greater state investment in the city's schools.

Study: Online Bullying Rarely Happens in Isolation
Just 1% of students who are bullied endure it only online, according to a study of students in Britain by researchers at the University of Warwick. Researchers also found that some of the effects of online bullying are comparable to in-person bullying.   The New Zealand Herald

Is Charter School Growth Flatlining?
Recently released annual update from the National Alliance for Public Charter Schools included a surprising finding that the growth of charter schools is on the decline. In no year since the Alliance began tracking new charter openings has the total number of new schools been so low. What's driving the flatline?

Teachers, on average, have at least five to seven years of classroom experience before becoming a principal, but men tend to be promoted earlier than women, a study found. Is Texting the Key to Parent Engagement?
Text-message alerts to parents regarding students' academic performance and absences increase parental engagement, studies show. Peter Bergman and Eric Chan, of Teachers College, Columbia University, recently found that among middle- and high-school students whose parents received such texts, course failures were down 39% and class attendance was up 17%.

Kids Discover has created a free infographic and two e-books on cross-curriculum instruction. Designed for teachers and administrators, the resources discuss the benefits of the model, how to foster the right culture and steps for incorporating it into the classroom.
