Cesar del Aguila

Herndon Council Member

Cesar del Aguila comes from a large Latino Catholic family (51 first cousins) and is serving his fourth term on the Herndon Town Council. He has been a resident of Herndon since 2007 and is an active volunteer with the Fairfax County Sheriff’s Office, serving as a certified reserve deputy sheriff. He was Chair of the Fairfax County Democratic Committee (FCDC) from 2012 to 2014.

Professionally, Cesar has 35 years experience in information technology sales. He is a regional account executive at Conga, formerly Apttus, and has held various positions in sales serving Fortune 500 and Public Sector clients nationwide. He has helped several private companies go public. 

Supreme Court Hears Arguments on Birthright Citizenship, With Major Consequences for Immigrant Families

Today, May 15, 2025, the U.S. Supreme Court heard oral arguments in Trump v. CASA (CASA de Maryland), a closely watched case that could upend birthright citizenship in the United States. The case centers on an executive order issued by former President Donald Trump, which aims to deny automatic U.S. citizenship to children born in the country to undocumented immigrants and certain non-citizen parents. The administration argues that the 14th Amendment’s Citizenship Clause does not apply to children of people who are not legally “subject to the jurisdiction” of the United States.

Lower courts blocked the executive order, calling it unconstitutional based on longstanding precedent, including the landmark 1898 case United States v. Wong Kim Ark, which affirmed citizenship for nearly all U.S.-born children regardless of their parents’ immigration status. The administration is now appealing these rulings, and the Supreme Court’s decision could dramatically alter the meaning of citizenship.

If the Court sides with the administration, the consequences for immigrant communities would be severe. More than 150,000 children are born each year in the U.S. to non-citizen parents. These children could lose access to basic rights and protections, including healthcare, education, and legal status. They may face the risk of statelessness, and their families could be thrust deeper into fear and legal uncertainty.

In addition, such a ruling could encourage further legal challenges to other protections for undocumented immigrants and increase family separations. Immigrant advocacy groups warn that it would create a two-tiered society where some U.S.-born children are denied full rights based on their parentage.

The Supreme Court’s decision, expected by the end of June, will not only determine the fate of birthright citizenship but also redefine what it means to be American.

Last month, President Donald Trump insisted during an interview with ABC News that an edited image of Abrego Garcia’s knuckle tattoos — over which the letters “MS-13” had been sloppily superimposed — was a real photo of his hand, and clear proof of his supposed gang affiliation. In a complete break with reality during Wednesday’s hearing, Noem repeatedly refused to acknowledge that the photo had been edited, instead doubling down on unsubstantiated claims that Abrego Garcia was a human trafficker and refusing to directly answer questions from Rep. Eric Swalwell (D-Calif.). 

Swalwell — who had an enlarged copy of an image of Trump holding up a printout of the edited photo — repeatedly asked Noem to look at the photo and tell him if it had been doctored, while the secretary petulantly refused to look directly at the image. The exchange became so tense that at one point Swalwell had staff bring the large poster board down to the witness’ table so Noem could get a better look. I don’t “have any knowledge of that photo you’re pointing to,” Noem claimed at one point. “It’s so telling that you won’t look at the photo,” said Swalwell. “Can you look to the right at the photo in front of you?”

Stand Up for Service

The American Foreign Service Association (AFSA) held a march on May 9 to protest the Trump administration’s layoffs and budget cuts directed at diplomatic, development, and international broadcasting agencies. Former diplomats, former United States Agency for International Development (USAID staff), and journalists from the Voice of America marched under the theme Stand Up for Service and received numerous shouts of support from passing cars and individuals. USAID has been dismantled, the administration is attempting to eliminate the Voice of America, and it is proposing an 84% cut in the State Department’s budget. Join the movement to stop the budget cuts and protect America’s international reputation!
