Background
El Corazon (The Heart, in Spanish) is a City-owned parcel of 465 acres located in the center of Oceanside, bounded by Rancho Del Oro Drive on the east, Oceanside Boulevard on the south, El Camino Real on the west, and Mesa Drive on the north.

An ongoing planning process that began in 2003 was facilitated by dedicated citizens' committees. Through their work the El Corazon Specific Plan was developed to guide the land use decisions created through public outreach and master planning efforts. This document is used to develop the site to contain the following mixture of land uses in six districts: parks and recreation (212 acres), habitat (164 acres), civic services (34 acres), Oceanside Boulevard commercial (25 acres), village commercial (19 acres), and hotel (11 acres).

The El Corazon Specific Plan governs development of the property and the areas set aside for public versus private uses are clearly delineated in this plan.

What's developed so far?
El Corazon Senior Center
This beautiful space, the first public facility built on El Corazon, was designed to accommodate a multitude of activities for Oceanside senior citizens. These include health/fitness programs, educational classes, dancing, and much more. In addition, the Center has an exercise room and a lovely patio. The facility is also used for weddings and other special occasions. More info
Green Oceanside Kitchen
The Green Oceanside Kitchen is a state-of-the-art food recovery and preservation facility located within the Senior Center, designed to foster a sustainable food system and dedicated to wasting nothing and feeding our community. The facility opened in 2019. Supporting Oceanside's commitment to zero waste, responsible resourcing, and climate action, the goal is to divert edible food from the landfill and support feeding people. You can help by bringing your excess backyard produce to "Harvest Oceanside" on April 17 between 8:00 a.m. and noon to 3302 Senior Center Drive at El Corazon.
Garrison Creek Trail
This mile-long trail along Garrison Creek at El Corazon was opened in 2016. To access the trailhead, enter at 3210 Oceanside Blvd. at the Agriservice / Moody’s entrance, just east of El Camino Real. It's a great place for a stroll with the family, a jog, or to walk the dog. The trail is open Monday – Saturday. Learn more
El Corazon Aquatics Center
The City broke ground on this exciting project in late 2019. The El Corazon Aquatics Center will provide competition-level amenities to serve residents, host classes, school districts and regional meets. Work is almost complete, and staffing and training are underway. Housing
The El Corazon Specific Plan includes residential and commercial areas along the eastern edges of the property (see illustrative map above marked "Village Commercial"). 70 housing units (Ventana at El Corazon) were built at Rancho Del Oro and El Corazon Drive. The El Corazon Specific Plan includes building design standards to incorporate touches similar to the Irving Gill style architecture found throughout the City of Oceanside.
SoCal Sports Complex
So Cal Sports Complex leased 21 temporary soccer fields, two of which will be made available for public use beginning April 24 by reservation through Oceanside Parks and Recreation. They will also be used for upcoming Summer Camp programs.
What's in the works?
Park Site 1
The City has applied for state grant funding to develop Park Site 1, closest to the El Corazon Aquatics Center and Senior Center. If the grant is funded, the plan is to include basketball courts, pickleball courts, sports fields, playground, trails, dog park, and restrooms. Funded projects will be announced later this year...Stay tuned!
Arena Califino
A multi-purpose sports arena and events facility is proposed, to be situated within the “Village Commercial” District of the El Corazon property, adjacent to the El Corazon Aquatics Center. The arena would be built on 5 acres designated for commercial development at the eastern end of the property near Rancho Del Oro Drive. A large outdoor plaza is included in the proposal.
