Infill Development at

Crossroads Drive

El Paso continues to promote sustainable economic development with the approval of a new Chapter 380 Infill Agreement for PAAR Partners, LLC. This $900,000 investment will transform a vacant lot at 5037 Crossroads Drive into a modern apartment complex featuring 12 units with balconies, full kitchens, living rooms, washers, dryers, and parking spaces.

Supported by the City’s Infill Development Incentive Program, the project includes a $26,790.71 incentive package, which encompasses construction fee rebates, property tax exemptions, and sales tax rebates. Expected to generate $3.4 million in community tax benefits over its agreement term, the project aligns with the City’s commitment to revitalizing vacant properties and diversifying neighborhoods.

This development underscores El Paso’s dedication to creating a thriving and vibrant community.

Transforming History with Adaptive reuse for Mixed-use Development

The City Council approved a $6.7 million incentive to help transform the historic Popular Building at 301 San Antonio Avenue. Built in 1914 by famous architects Trost & Trost and listed on the National Register of Historic Places, this iconic building will be renovated for $42 million to bring it back to life and support the city's growth.

The redevelopment will include:

  • 99 apartment units, with 15% set aside as moderately affordable housing
  • A variety of unit types for different residents
  • Ground-floor retail space to make downtown more lively
  • A 65-space parking garage at San Antonio and Mesa

Led by El Paso native Robert Palacios and supported by national experts McCaffery Interests, the project aims to revitalize downtown El Paso while preserving its historic charm. This project shows a strong commitment to keeping the city’s historic buildings while helping downtown grow.
