STANFIELD MARSH BOARDWALKS TRANSFERRING TO THE CITY; IMPROVEMENTS ON THE HORIZON
In September 2021, the City Council approved the acceptance of the Stanfield Marsh boardwalks, parking lots, and other adjacent land from the Big Bear Municipal Water District. Discussions between both agencies determined that the City is better positioned to manage, maintain, and improve these assets so that they can continue to provide recreational opportunities for residents and visitors, alike. The transfer of these assets to the City will be completed at the end of July and the City will be positioned to initiate several improvements to the area during this construction season.
Preparations are underway for the installation of a new public restroom on the existing parking lot. The three (3) stall restroom facility is being constructed offsite and will be installed by this October. The Stanfield Marsh Outdoor Recreation and Education (SMORE) Phase I project will break ground in the coming weeks and will include the paving of the trails around the boardwalks to provide for enhanced recreation and access. The landscaping around the parking lot and along the trail will also be improved as a part of this project. Finally, on August 1, 2022, staff will present for the City Council’s consideration a contract award to rehabilitate the existing boardwalks with all new decking and handrails to improve their functionality and safety.

We anticipate that these improvements will be completed during this construction season. Please note that these improvements will require temporary closures of the boardwalks and surrounding areas; please adhere to all signs and posted closures.

MOONRIDGE CORRIDOR IMPROVEMENTS PROJECT
Work is continuing, steadily, on the Moonridge Corridor Improvements Project and we are anticipating for construction to be completed this fall! The Moonridge Project includes a transformation of the streetscape on Moonridge Road, between Elm Street and Clubview Drive, and includes the construction of two traffic calming roundabouts, widened sidewalks, a bicycle path, as well as improved landscaping, lighting, and other amenities. The improvements are taking shape as the layout for the new sidewalks, medians, and roadway have been constructed and are coming to life.

In the coming weeks, work will transition to the construction of the roundabouts which will require significant changes to the traffic control plans. We ask that all motorists continue to drive safely and adhere to all posted detours and warning signs.

If you have any questions or concerns about the Moonridge Corridor Improvements Project, please contact the Public Services Department at (909) 866-5831.

CITY TO PROCEED WITH LEASE OF 19-ACRE LAKESIDE PROPERTY
On July 18, 2022, the City Council accepted the findings of the due diligence effort and authorized staff to proceed with the ground lease of 19-acres of lakeside property from the Bear Valley Mutual Water Company. The lease, which was initially approved by the City Council in November 2021, consists of 19-acres of property located between Big Bear Boulevard and Big Bear Lake that includes the Leisure Bear Mobile Home Park and two existing restaurants, amongst other features. The ground-lease has a 99-year term at an initial annual lease payment of $100,000.

The primary goal of this effort is to enhance public park space and access to the lake while maintaining many of the existing features within this property. The lease will be effective as of August 1 and the City is transitioning to manage the mobile home park space going forward. The City’s efforts will focus on the preservation of these existing uses, including the fine dining restaurants, and integrating them into the park space and public access improvements that will eventually take shape across this property.

As the City embarks on the plans for the public park and lake access, there will be a considerable public outreach and engagement effort so please stay tuned for more information.
