Happy New Year, welcome to 2021!
On behalf of the Coast Guard, I hope you had an enjoyable holiday season and safe and memorable New Years!

December was marked by a number of memorable events. As we always do, we took a moment to remember the attacks on Pearl Harbor and those who died during that day of infamy, nearly 80 years ago. We hosted a COVID safe Winter Fest for our families, complete with an iceless ice skating rink, photos with Santa, and gifts for participants. We also put together new COVID safe holiday events for our workforce to continue to celebrate the season in a new and more distant fashion – including a holiday basket raffle with some great prizes and a pie in the face contest. We continue to be blessed by generosity, in late December, the US Veteran Corps also donated truck full of toys that we were able to distribute to our families as well.

Operationally, the Coast Guard was also very busy in the Southeastern VA/Northeastern NC area. I’ll share just a couple of examples… Station Hatteras Inlet conducted an emergency tow of sailing vessel “Island Hopper” from 6NM out from Cape Point back to Hatteras. One of the Coast Guard’s 270’ Medium Endurance Cutters out of Portsmouth Virginia returned mid-month after interdicting 26 alleged drug smugglers and separately interdicting a vessel carrying approximately 170 pounds of cocaine worth $1.95 million. Finally, Air Station Elizabeth City conducted a search and rescue, safely transporting the owner/operator of a disabled sailing vessel from 160 miles off the coast of Cape Henry, VA to Elizabeth City where the member received medical attention.

As winter turns colder, the Wisconsinite in me hopes for a bit of snow. While I’m sure that’s unlikely here in E-City, I hope you got what you wanted from Santa - and that the coming month treats you well!

Vaccine Development:

·        Typically, the process for developing a new vaccine can take several years, sometimes 10-15 years.

·        In contrast, COVID-19 vaccines have been developed in the space of one year.

·        This does not mean the development of the COVID-19 vaccine skipped any necessary steps.

·        Vaccine development typically follows a series of steps: research and discovery, pre-clinical testing and testing in humans (clinical trials), vaccine manufacture, and then seeking approval through the U.S Food and Drug Administration.

·        In the case of the COVID-19 vaccine, many of these developmental steps occurred concurrently rather than consecutively. This process can be allowed under what’s known as “special considerations” in situations like a public health emergency arising from a pandemic.

·        Development of the COVID-19 vaccine has been spurred by Operation Warp Speed, a White House initiative established with a goal of producing 300 million doses of safe, effective COVID-19 vaccines, with initial doses in circulation by January 2021.

·        Operation Warp Speed is a partnership between agencies within the U.S. Department of Health and Human Services (HHS) – including the Centers for Disease Control and Prevention (CDC), the National Institutes of Health (NIH), and the Biomedical Advanced Research and Development Authority (BARDA) – and the U.S. Department of Defense (DoD).

Vaccine Types:

• According to the World Health Organization, more than 50 COVID-19 vaccine candidates are in various states of clinical trials.
• The vaccine from pharmaceutical company Pfizer is the first to receive emergency use authorization from the FDA. Based on phase three clinical trials results, the Pfizer COVID-19 vaccine has been found to be more than 90 percent effective in preventing the virus in study participants. (Pfizer did not accept federal funds in the development of the vaccine, but the government has purchased doses from Pfizer for distribution; the vaccine is shipped directly from Pfizer facilities.) o The Pfizer vaccine needs to be stored at temperatures ranging from -60˚ and -80˚ Celsius (ultra-cold freezer or in the thermal shipping container in which doses are sent).

·        When unfrozen, it can be stored at 2-8˚ Celsius for five days, and kept at room temperature for six hours.

·        The Pfizer vaccine is an mRNA (messenger RNA) therapeutic that effectively sends a genetic message to the body to trigger an immune response.

·        It needs to be administered in two doses 21 days apart (the acceptable range is 19-23 days).

·        Pharmaceutical maker Moderna Inc. has also submitted for EUA from the FDA. Clinical trials indicate its COVID-19 vaccine has been found to be nearly 95 percent effective, based on a review of data. o The Moderna vaccine must be stored at -20˚ Celsius.

·        When unfrozen, it can be stored at 2-8˚ Celsius for 30 days, and kept at room temperature for 12 hours.

·        The Moderna vaccine is an mRNA (messenger RNA) that effectively sends a genetic message to the body to trigger an immune response.

·        It needs to be administered in two doses 28 days apart.

·        Other companies with vaccine candidates at various stages of development include Astra Zeneca, NovaVax, Merck, Johnson & Johnson, and Sanofi Pasteur/GSK.

How Vaccines Work:

·        mRNA, or messenger RNA, vaccines effectively sends a genetic message to the body to trigger an immune response. They contain material from the virus that causes COVID-19 and give cells instructions to initiate a process in the body to fight the virus if infection occurs in the future.

·        Viral vector-based vaccines differ from most conventional vaccines in that they don’t actually contain antigens, but rather use the body’s cells to produce them by using a modified virus (the vector) to deliver genetic code for antigen, in the case of COVID-19 spike proteins found on the surface of the virus, into human cells.

·        Protein subunit vaccines include harmless proteins (pieces) of the virus that cause COVID-19 instead of the germ. A vaccination leads the body to recognize foreign elements that don’t belong in the body. The body subsequently “remembers” how to fight a future infection.

Elder Help

Elder Help is a unique organization that focuses on public education to individuals and families dealing with many types of illnesses, diseases, and disabilities as well as education on other needs of elders. Elder Help will provide assistance and advocacy for elders living in residential care communities who have financial and medical shortfalls and other needs unmet by governmental programs.

Elder Help is an accredited non-profit organization classified as a 501c3 with the NC Secretary of State. It was founded as a result of finding many elderly/disabled and veterans living in long term care facilities unable to receive appropriate funds to take care of personal needs. These needs may be as little as buying themselves snacks or haircuts to the inability to pay pharmacy bills or medical copays. People often believe that if someone is residing in a facility-type long term care setting their needs are always met, especially if they receive any type of government funding. However, their funds are limited and often these people are only receiving about $60 a month after their room and board is covered. Many may not even receive this amount and fall through the cracks of the system, unable to get needed support.

Elizabeth City Habitat For Humanity
Elizabeth City Habitat for Humanity builds simple, decent, affordable housing for qualified buyers. These homes are built to be energy efficient and low maintenance since our homeowners have limited resources.

Our building requirements will increase over the next few years to meet new Habitat for Humanity International construction standards. These new standards include adding accessibility features like wider hallways and handicapped accessible bathrooms with grab bars. We are adding these features because our homeowners may need these features as they age. The cost to add these items is negligible if done during the design and construction phase rather than retrofitting later on.

We will also be phasing in Energy Star and Indoor airPlus certification requirements. These ratings assure that our houses are extremely energy efficient and have proper indoor ventilation systems. In order to meet these requirements, we need HVAC companies to have employees who are trained in Energy Star systems and individuals who are certified to perform these ratings. At the present time, there are no people in Northeast North Carolina with these certifications and we are working with various organizations to make the training available for those interested in earning these certifications.

As we work to implement these new requirements, we need builders and contractors to give us input. If you are interested in helping us prepare for these changes, please contact Jane Elfring, 252-384-0115.
