A Fond Farewell to Emerald Isle

 

I want to take a moment to express my heartfelt gratitude to the residents, business owners, and visitors of Emerald Isle. Over the next 30 days, I will transition to the role of Town Manager for Beaufort, North Carolina. My family and I thoroughly enjoyed our time in Emerald Isle. The physical beauty of Bogue Banks will only take second stage to the wonderful relationships we have built over the past six years. This community has been more than just a place to work—it has been home, filled with incredible people who have made a lasting impact on our lives.

 

Any success achieved by the municipality during my tenure as Town Manager is a direct result of the investments made by the outstanding professionals that serve Emerald Isle daily. Our dedicated town staff, along with forward-thinking elected officials at the town, county, and state levels, have played an integral role in shaping the town’s future. Their leadership and hard work have resulted in significant municipal achievements, including the completion of a three-year, federally funded beach renourishment program exceeding $48 million. Led by former Shoreline Protection Officer Greg Rudolph, this initiative was a cooperative effort alongside Carteret County and the neighboring Bogue Banks municipalities. Additionally, the community's resilience in the aftermath of Hurricane Florence (September 2019) remains nothing short of miraculous.

 

The combination of savings from the FEMA funded Beach Nourishment Program (2019-2021), ARPA Grants, and other non-tax revenue programs have funded $15 million in recent local improvements. 

 

Active Capital & Grant-Funded Projects

 

Emerald Isle continues to move forward with numerous active projects, ensuring a bright future for our town. Below is a list of ongoing initiatives:

1. FY 25/26 Asphalt Paving of local roadways (POWELL BILL $200,000). 

2. Replacement of two Ambulances (FEMA $909,000)

3. Replacement of two Fire Engines (FEMA $1.8 M)

4. Redesign and rebuilding of Fire Station 2 (FEMA $3.0 M) 

5. Remove and replace 13 Beach Access Walkways (FEMA $825,000)

6. Lands’s End Dune Infiltration Project (FEMA $850,000) 

7. Installation of (7) Stormwater Pump Generators (FEMA $500,000) 

8. Emergency Generator for the EIPR Community Center (FEMA $81,000)

9. Replacement of the 1995 EIPW’s Dump truck (FEMA $90,000)

10. East Reed, Cedar Street, and Lee Ave stormwater improvements (FEMA $535,000)

b. East Reed is pending FEMA approval 

c. South Cedar Street is pending FEMA Approval

1. Fire Station 1 Generator Replacement ($18,000)

2. EIPD replaced 100% of the fulltime police officer duty weapons. 

3. The EI Planning Department implemented iWorQ Portal Home for public use. 

4. EIPR Gym Floor Replacement 

5. EI Woods Bridge Repairs (completed inhouse by EIPWs)

6. Old Ferry Culvert Replacement (FEMA $168,088)

7. Cedar Street Culvert Replacement (FEMA $212,865)

8. Bogue Inlet Drive Culvert Replacement (FEMA $200,000)

9. Tennis Court Resurfacing (ARPA $20,000)

10. Three Phase Power/ Underground Installation (FEMA $291,500)

11. Stormwater Vac Trailer (ARPA $67,000)

12. Peletier Yard Debris Site (FEMA $100,000) 

13. F450 Dump Truck (FEMA $68,000) 

14. 4 x 4 Loader (FEMA $40,000)

15. Emergency Radios (FEMA $450,000)

16. Jet Skis with trailers (FEMA $43,000)

17. Tennis Court Fencing (ARPA $17,000)

18. Stormwater drainage improvement on Melaine and Ocean ($7,500)

19. Replacement of the Howe Street Beach Access Walkway (Donation $29,500)

20. 406 Holly St. drainage improvement (swale with infiltration, porous concrete apron)

21. 115 Fawn Drive drainage improvement (swale, porous concrete apron)

Fiscal Responsibility

 

One of the most remarkable aspects of Emerald Isle is its ability to provide top-tier services while maintaining the second lowest coastal tax rate in North Carolina. This is a testament to the town’s strong fiscal management and commitment to preserving its natural beauty and accessibility. For the past eleven years, Emerald Isle has received the GFOA Fiscal Award of Excellence. These milestone achievementsare a direct result of Finance Director Laura Rotchford. 

 

Gratitude & Farewell

 

Serving as Town Manager in Emerald Isle has been an honor. Over the years, I have witnessed the dedication of over 70 full-time and 120+ seasonal employees who go above and beyond to serve this community. Their passion and commitment to the public good are truly inspiring.

 

The experiences and lessons I have gained here will stay with me forever. On behalf of my family and me, thank you, Emerald Isle, for your kindness, support, and the many wonderful memories.  Emerald Isle will hold a special place in our hearts.

I Love EI Gala Funds Help Light Up Emerald Isle


The "I love EI Gala" was a great success and raised $3,841! Proceeds will be used to help purchase new Christmas lights in Emerald Isle with guidance from the Emerald Isle Christmas Light Committee.


This contribution will greatly support their fundraising efforts for new Christmas lights in our town.

Community Engagement Events in Emerald Isle

On February 18, the Town of Emerald Isle hosted its annual update meetings at the Islander Hotel & Resort ballroom, bringing together local business owners for important discussions.


The event featured two dedicated sessions: the morning session welcomed professionals from the real estate, rental, and commercial property sectors, while the afternoon session engaged owners of restaurants, shops, bars, and retail stores.


Town Manager Matt Zapp and Chief Billy Matthias provided a comprehensive “State of Emerald Isle” update, highlighting key facts, figures, and ongoing projects. They were joined by department heads from police, fire, planning, public works, and parks and recreation, who shared valuable insights and answered questions from attendees.


These meetings served as a vital opportunity for business owners to connect, collaborate, and stay informed about the future of Emerald Isle.



In another engagement effort, Mayor Jason Holland and Manager Zapp served as guest presenters at Leadership Carteret for the Class of 2025 later in February. Mayor Holland extended a warm welcome to the class, while Mr. Zapp provided essential information regarding the local government's operations.

Enjoy a meal with your board members, neighbors, and co-op employees at Glad Tidings Church in Morehead City.


Registration and meal service begins at 4:30 p.m. Entertainment from the Morehead City Middle School Jazz Band and Havelock High School Vocal Ensemble will begin at 5:30 p.m. followed by our business meeting at 6:30 p.m.

 

The first 600 members to register on May 1 will receive a 5-gallon bucket. All registered members will be eligible to win cash prizes, free electricity, and a retired co-op pickup truck! We hope to see you there!

Emerald Isle Fishing Tournament Scholarship: 2025 Application


The Emerald Isle Fishing Tournament is proud to offer scholarships for graduating seniors who are passionate about Marine or Coastal Science, Engineering, Environmental Science, Policy, or Sustainability.

Eligibility:


• Graduating seniors from Swansboro, Croatan, and East & West Carteret high schools.


• Must be accepted by an accredited 2-year Community or Technical College, or a 4-year College or University.


• Applicants must have an interest in marine or environmentally related careers.


• Not applicable to children of Tournament Organizing Committee members.

Award:


• $3,000 paid directly to the recipient’s college or university.


• Up to six scholarships available in 2025, totaling $18,000.


Deadline:

Friday, March 28, 2025

• Submit applications and supporting documents to Mrs. Nicole Rains (Swansboro), Ms. Karen Davis (Croatan), Ms. Pam Roberson (East), or Ms. Melissa Smith (West).

Jr. Lifeguard Camp Registration Opens April 1

Are you interested in camp opportunities for your children through the Town of Emerald Isle?


Registration for Jr. Lifeguard Camp opens April 1, followed by registration for Summer Day Camp.



Summer Day Camp is held through Emerald Isle Parks and Recreation and spots are awarded through a lottery system.

Oyster Recycling

Did You Know?

In North Carolina, oyster shells are banned from disposal in landfills and cannot be used as ground cover.


Recycled oyster shells play a crucial role in supporting our coastal ecosystems. Coastal organizations and the N.C. Division of Marine Fisheries use them to build new oyster reefs, which provide habitat for marine life, improve water quality, and protect shorelines from erosion.


Next time you enjoy some oysters, remember that those empty shells can help keep our coast thriving! Recycle them to support reef restoration efforts.

Paid Parking begins April 13; Passes Available

Paid parking will begin on April 13, and two free passes are available for Emerald Isle taxpayers. Paid parking will be at the Eastern and Western Ocean Regional accesses.


In addition, Handicapped/100% Disabled Vet, Purple Heart or Emerald Isle Business Owners are eligible for one free permit. Supporting documentation must be uploaded when applying for this one free permit in these categories.


Parking pass applications will be available online only for the month of March, and will also be available in person beginning April 1. Starting on that date, you can apply at the Emerald Isle Police Department at 7500 Emerald Drive. You will need a current vehicle registration(s) and driver’s license when applying for your permit. You will receive an email when your pass is ready for pickup. If you have questions, please call EIPD at 252-354-2021.


Emerald Isle taxpayers are eligible to receive two annual free parking permits for the Eastern Ocean Regional and Western Ocean Regional accesses. These parking permits will be granted only for vehicles registered in the name of the taxpayer and are non-transferable.


The permit decal must be for the current year and be permanently affixed to the driver’s side windshield. Improper placement of decals may result in paying the parking fee, confiscation or possible citation. Lost or confiscated permits will not be reissued.


Paid beach parking will begin on on April 13 and will run through September 15. You can find additional details about paid parking and these passes on our website.


Paid Parking will once again range from $2-$4 per hour, with a maximum amount paid up to four hours. If you stay longer than this, you will only pay the four-hour price.

Apply For Your 2025 Golf Cart Permit


Golf cart permits are now available for 2025 through the Emerald Isle Police Department. These permits expire on December 31 of each year, no matter when you last purchased a permit.

Beach Driving Permit Applications Available


There is still time remaining in this beach driving season, and applications are available online at www.emeraldisle-nc.org, or in person at the Police Department, at 7500 Emerald Drive.


You will receive an email alerting you when your permit is ready to be picked up at the EIPD.


The official beach driving season began Thursday, September 15th, and will conclude on April 30. Beach Driving is closed for April 18 - 27, in accordance with the break around Easter.
