Congratulations to my colleague, Erik Bernstein, who is now the Director of Strategic Communications and PR for the American Physical Society. APS is a scientific membership organization committed to advancing physics and creating a welcoming professional home for the world’s physics community. Join me in wishing him the best of luck in this challenging new position.


In this month's featured article, Tim Riecker shares some thoughts on the Incident Management Measurement Toolkit developed by the RAND Corporation. Meanwhile, I'm taking a brief pause this month to enjoy the holidays and deal with some sick grandchildren.


This has been a crazy month and next year promises to be full of challenges. Nevertheless, I'm confident that the emergency management community will continue to rise to any crises we may face. May your new year be full of joy and peace!

Five Domains of Incident Management


Earlier this summer, RAND, under contract to CDC as part of a five-year project related to examining and assessing incident management practices in public health, developed and released the Incident Management Measurement Toolkit. Overall, I think the tool developed is a solid effort toward standardizing the evaluation of incident management. The tool guides a depth of examination into incident management practices. It can be a bit daunting at a glance, but the methodology of evaluation is generally what I’ve been practicing over the past several years for developing incident and event AARs. I’d also suggest that it’s scalable in application.


I feel it’s important to note that incident management teams involved in non-public health applications were also engaged in the research. The outcomes of the project and the inclusion of non-public health incident management practices in the research indicate to me that this tool can be applied broadly and not limited to public health applications.

Boxing Day 2004 tsunami in Indian Ocean remembered 20 years on | BBC News



On 26 December 2004, Boxing Day, a 9.1 magnitude earthquake occurred off the coast of northwest Sumatra under the Indian Ocean, unleashing a devastating tsunami. It killed an estimated 228,000 people across more than a dozen countries and caused massive damage in Indonesia, Sri Lanka, India, Maldives and Thailand. The Andaman and Nicobar islands, located just about 100km north of the epicenter, suffered extensive damage when a wall of water, as high as 15 meters (49 ft.) in places, hit land just about 15 minutes later.


Countries across the Indian Ocean have been remembering the catastrophic event 20 years on.

Release of Updated Course IS-201.A

The first course in a multi-year revision project is live: IS-201.a: Forms Used for the Development of the Incident Action Plan and Incident Management.


It takes a deeper look at the forms used in the Incident Action Plan, the foundational forms, as well as commonly used forms for incident response and event planning. Content on each ICS Form in the new revision is being designed to assist responders with speed to competency and build upon previous learning.


The course is organized in smaller learning chunks, with each ICS form useable as stand-alone micro-learning content. Each micro-learning topic in the new course will enable students to take a deeper look into each ICS form to learn about the purpose, detailed preparation, and distribution of the form.


The old IS-201 course will remain active until January 31, 2025. Future NIMS ICS Position Specific courses will require the completion of IS-201.a as a prerequisite training.


FEMA Releases Recorded Webinar for “Engaging Faith-Based and Community Organizations: Planning Considerations for Emergency Managers”

In October, FEMA and the DHS Center for Faith-Based and Neighborhood Partnerships released “Engaging Faith-Based and Community Organizations: Planning Considerations for Emergency Managers.” This document outlines best practices for engaging faith-based and community organizations before, during, and after disasters to help communities improve their resilience and emergency management capabilities.


Now, there is a recorded webinar session to provide an overview of the guide. Emergency managers may view the recording at their convenience and share with their community partners. To access the guide, recorded webinar session, and other planning resources, visit Planning Guides | FEMA.gov


New Video and Supporting Documents for Climate Adaption Planning for Emergency Managers

This past Earth Day (April 22), FEMA released the Climate Adaptation Planning: Guidance for Emergency Managers.. The guide helps emergency managers incorporate climate adaptation into emergency management planning efforts and the structure is designed to walk state, local, Tribal Nation and territorial partners through the Six Step Planning Process, as identified in Comprehensive Preparedness Guide 101: Developing and Maintaining Emergency Operations Plans.


There is now a short video summarizing how emergency managers can incorporate climate into the Six Step Planning Process. Supporting documents are also now available in both English and Spanish. These include an Executive Summary, a two-page outline on the six-step planning process for climate, and a standalone federal resources document . Call for Quick Response Research – SUBMIT NOW

With the support of the National Science Foundation, the Natural Hazards Center Quick Response Research Award Program provides funds and training for eligible researchers to collect data in the aftermath of extreme events to document disaster before memories fade and physical evidence is erased. The Natural Hazards Center is currently accepting proposals for a Special Call for Health Outcomes and Climate-Related Disaster Research. Funds will support awards in the amount of $10,000 to $50,00 each. Proposals for this special call will be accepted on a rolling basis until funds are exhausted. Apply now!
