Project Overview

The City will be conducting emergency replacement of the sewer force main from the intersection of 75 Street and Dickens Ave to the intersection of 81 Street and Hawthorne Ave. The construction project is anticipated to begin Thursday, April 30, 2026, with a total duration of seven months. The project will be done in two phases. The required parking restrictions and Maintenance of Traffic (MOT) closures schedule duration will vary depending on the phase of the project. Not all areas will be impacted for the whole duration of the project.  

A more detailed schedule for each phase is found below. 

The approximate alignment of the sewer force main replacement is shown in red on Figure 1. This work is necessary to maintain the reliability of the sanitary sewer system.  

The work will be done via directional drilling, a process that allows for the creation of an underground pathway for the pipe and reduces the need for full roadway excavation. Temporary road closures and restricted parking will be required for the pipe staging and installation. Excavation and digging will only be required at the connection points for the pipe and pump stations.

What’s Happening

Phase I, Parking Restrictions and MOT Closures 

75 Street West of Dickens Avenue

Beginning Thursday, April 30, 2026, until Monday, June 22, 2026, street parking on 75 Street from Dickens Ave to the street end will be restricted for construction equipment and staging. Access to Biscayne Beach Elementary School and the parking lot will remain open. The sidewalk on the south side of 75 Street will be closed to pedestrians. Pedestrian entrance to Biscayne Elementary School, Tatum Waterway and public basketball courts will be accessible from the north sidewalk of 75 street. Please see Figure 2 for detailed parking restrictions on 75 Street.

Reduced MOT, parking spaces and pedestrian restrictions on the south sidewalk of 75 Street will remain, for tie-in to existing pipe and asphalt patch restoration until Tuesday, August 25, 2026.

Hawthorne Ave between Crespi Blvd & 82 Street

Parking will be restricted on both sides of Hawthorne Ave from Crespi Blvd to 82 Street. The east side of Hawthorne Ave will be reserved for construction equipment and staging; the west side parking lane will be used to support two-way traffic. All residential driveways will remain accessible. Parking restrictions will begin Monday, May 4 until Friday, May 29, 2026. Reduced parking restrictions will remain until June 29, 2026 for tie-in to existing pipe. Figure 3 below shows restrictions between Crespi Blvd and 79 Street on Hawthorne Ave.

The equipment and staging area along Hawthorne Ave will block the intersections between 79 and 81 streets. The one-way streets between 79 and 81 streets will temporarily be turned into two-way streets to facilitate local traffic entering and exiting the blocks via Crespi Blvd.  

Figure 4 below shows the parking restrictions on Hawthorne Ave between 79 and 81 streets.

Three to four parking spaces at the end of each block will be temporarily restricted to create a turn-around for residents living on each block. The diagonal parking along each of the streets will be temporarily converted to parallel parking to facilitate the two-way traffic. Access to those streets will be restricted to local residents via Crespi Blvd. Sidewalk on east and west of Hawthorn Ave will remain open to pedestrians.   

Phase 2, Parking Restrictions and MOT Closures 

Hawthorne Ave between 82 & 85 streets

The equipment and staging area along Hawthorne Ave will restrict street parking along the eastern side of the road between 81 and 85 streets. Intersections and entrance to 82 through 84 streets on Hawthorne will be blocked. The one-way street will temporarily be turned into two-way streets to facilitate local traffic entering and exiting the blocks (from 82 to 84 streets) via Crespi Blvd. Three to four parking spaces at the end of each block will be temporarily restricted to creating a turn-around for residents living on each block. Access to those streets will be restricted to local residents. Both crosswalks on 84 Street and Hawthorne Ave will be closed. Sidewalk on east and west of Hawthorne Ave will remain open to pedestrians.  

Figure 5 below shows Phase 2 parking restrictions and MOT closures. 

Phase 2 parking restrictions and MOT are expected to start Monday, May 18, 2026, until Monday, June 29, 2026. Further updates on MOT and parking restrictions for Phase 2 will be provided in the following weeks 

Reduced MOT and parking spaces restrictions will remain until Tuesday, August 25, 2026, for tie-in to existing pipe and asphalt patch restoration. 

Parking Impacts

Phase I  

• 75 Street and Dickens Ave, parking restrictions from Thursday, April 30 until Monday, June 22, 2026.
• Hawthorne Ave and Crespi Blvd to 82 Street, parking restrictions from Monday, May 4 until Friday, May 22, 2026.
• Diagonal parking between 79 and 81 streets will be converted to parallel parking from Monday, May 4 until Friday, May 22, 2026.
• Three to four parking spaces removed at intersections between 79 to 81 streets along Hawthorne Ave to create a traffic turn around.   

Phase 2 

• Hathorne Avenue between 82 Street and 85 Street, parking restrictions Monday, May 18 until Monday, June 29, 2026.
• Diagonal parking between 82 and 84 streets will be converted to parallel parking from Monday, May 18 until Monday, June 29, 2026.
• Three to four parking spaces will be removed at intersections between 82 to 84 streets along Hawthorne Ave to create a traffic turn around.    

Phase 1 & 2

• Reduced MOT and parking restrictions through the whole project site will remain until Tuesday, August 25, 2026. 

What to Expect

• Street access to Biscayne Elementary will remain open via 75 Street.  
• Pedestrian entrance to Biscayne Elementary School, Tatum Waterway and public courts will be accessible from the north sidewalk of 75 Street. 
• Restricted street access between 79 and 85 streets along Hawthorne Ave.  
• Sidewalks on both sides of Hawthorn Ave will remain open to pedestrians.  
• One lane of traffic in each direction will be maintained along Hawthorne Ave.
• Road signs indicating the temporary road closures and U-turns.  
• Access over the 77 Street bridge will remain open.  
• Construction equipment and work crews.  
• Moderate levels of construction noise during the day. 
• Regular updates on parking restrictions and MOT closures as project progresses.

Timeline

• Total Duration: Thursday, April 30 to August 25, 2026.
• Phase I 
• 75 Street and Dickens Ave: Thursday, April 30 until Monday, June 22, 2026.
• Hawthorne Ave and Crespi Blvd to 82 Street: Monday May 4 until Friday May 22, 2026.
• Phase 2 
• Hawthorne Ave between 82 and 85 streets: Monday, May 18 until Monday, June 29, 2026.
• Asphalt patch restoration will be completed by Tuesday, August 25, 2026. 
• Final asphalt resurfacing by Wednesday, November 25, 2026. 
• Working hours will be from 9 a.m. to 5 p.m. with limited nighttime work. 
• Weekend work is expected to facilitate the construction schedule. Residents will be notified in advance of weekend work.
