Employees to the rescue 

Employees recently risked their lives to save the lives of two people from a burning vehicle in DuPage County. In another incident, employees in the Metro East gave willingly to help a family in need return home during frigid weather.

In the Chicago suburb of Lombard, a District 1 crew of Heavy Construction Equipment Operator Kevin Keevil, Highway Maintainer Jan Jarog and Highway Maintainer Michael Ferrarini spotted trouble while traveling on

Interstate 355, when they were flagged down by a man who pointed toward a smoking truck. Little did they know that they would be critical in saving two

lives.

In the Metro East, after many calls, a little help from a retired employee and multiple District 8 workers rallying behind their cause, a family stranded at the Silver Lake Rest Area on eastbound I-70 near Highland were able to get back to Pennsylvania. 

 

It all started when the family’s vehicle broke down on the interstate in late February. Illinois State Police initially helped get them and their vehicle to the rest area, but when the family contacted a mechanic to get the car fixed, they were told the engine was too far gone. 

 

IDOT’s district office in Collinsville was made aware of the situation and began figuring out a way to get them home. As they researched, they found the family did not have a credit card, so they could not rent a car. And a bus or train would not accommodate their pets. 

 

The staff of District 8 quickly mobilized to help.   

 

Project Manager Jessica Watkins, who works for the company that cleans the rest areas, volunteered to rent a vehicle and drive them home if the district could get enough donations to cover the cost and find accommodations for the pets, which would need to be kenneled to travel. 

 

District 8 Operations Field Engineer Timothy Price reached out through his wife’s animal rescue contacts and got three kennels donated by the St. Clair County Animal Control, which also donated $100. 

 

District 8 Bureau Chief of Operations Joe Monroe reached out to former Operations Secretary Kay Whitecotton, who retired a couple of years ago and now works for St. Paul Catholic Church in Highland. St. Paul Outreach, affiliated with the church, donated $500. 

 

Highway Maintainer Mike Elliott donated $20. 

 

Staff also donated hoodies, hand warmers, a hot pot to make warm meals, hygiene products and rides to Walmart. 

 

“This was an unfortunate situation for the family. The extreme cold made it even worse,” said Price. “It was a great example of people coming together as a team to help someone in need.” 

 

The efforts paid off when Watkins picked up a rental van on a Saturday morning and drove the family home. 

 

She got a hotel room that night, driving back to Illinois on Sunday. 

 

“I want to acknowledge everyone who stepped up to assist in this difficult situation,” said Monroe. “Each person involved, whether offering their time, resources, or financial support, played a key role in addressing the issue. It was encouraging to see such a strong, collective effort from all those who helped the family and their pets during a challenging time.” 

Dixon celebrates the start of Project ROCK  

IDOT, the city of Dixon and community members celebrated the start of Project ROCK (Revitalizing Opportunities for the Community and Kids) on April 8 in the city’s Page Park. The $14 million project, led by Dixon with assistance from IDOT, is the next phase of pedestrian paths through this city of more than 15,000 and will expand recreation and mobility options for residents and visitors.

Region 4, District 6: Work is underway on a $5.5 million improvement project on Springfield’s North Dirksen Parkway from Peoria Road to Northfield Drive. The improvements include resurfacing, traffic signal upgrades and ADA improvements.

 

The project requires a six-week closure of southbound Dirksen Parkway traffic between Peoria Road and Terminal Road, before later switching to a closure of the northbound lanes. A detour will utilize Peoria Road and Sangamon Avenue. Between Terminal Road and Northfield Road, lane closures will be necessary, but traffic will remain open in both directions. The project is expected to be completed in early August. 

Region 5, District 8: A $6.4 million patching and resurfacing project has begun on Illinois 3 from State Street (Illinois 150) in Chester to the Jackson County line. There will be intermittent lane closures on Illinois 3. Traffic will be controlled by flaggers during the project, which is expected to be completed by mid-summer. 

Letting Update

 

April 25 is the next letting for statewide construction projects that are scheduled in 2025. Here are some dates to note in advance of the letting.


  • April 18 at 4:30 p.m. Joint venture cutoff (three contractor limit. Date for these groups who want to bid can do so).   
  • April 22 at 4:30 p.m. Request for authorization to bid cutoff (Final date for contractors who are authorized to bid on contracts). 
  • April 25 at noon Letting (Bids can be submitted until 11:59 a.m. on the day. Bids are shut down at noon).
