The August 21, 2025, Bilingual Coordinators Network (BCN) meeting brought fantastic news: California's multilingual education initiatives are experiencing significant development and progress, demonstrating the state's strong commitment to supporting its diverse student population.
The numbers tell an incredible story of growth: English Language Proficiency Assessments for California (ELPAC) Interim Test completion has expanded from about 292,000 English Learners to 499,000. That is growth of 207,000 in just one academic year! At the end of September, districts will be able to preview embargoed results for ELPAC before published release.
In addition, California schools have nearly hit their ambitious Global California 2030 goal for multilingual programs five years ahead of schedule. This academic year, California has 1,584 Dual Language programs serving California students.
Meanwhile, the California Spanish Assessment (CSA) is on the verge of becoming an official tool for measuring Spanish proficiency, with crucial votes happening this September that could reshape how students earn their State Seal of Biliteracy. A vote on CSA threshold scores will take place determining new student score reports and criteria for the State Seal of Biliteracy. If approved, CSA becomes an official tool for evaluating Spanish proficiency. As more information becomes available, we will communicate the results.
A strong support system for English Learner students remains unwavering. Regional English Learner Specialists (RELS) continue to provide hands-on technical assistance, ensuring districts and schools receive direct guidance tailored to their needs. Title III funding-providing over $133 per English Learner-further strengthens these efforts by equipping schools with critical resources to support language development and academic success.
