Spring Reflections:

A Season of Multilingual Achievement

Spring is a season that reminds us of growth, renewal, and new possibilities—qualities that are reflected every day in classrooms across Orange County. We are continually inspired by the educators, leaders, and partners who champion multilingual learners and create learning environments where students’ languages, cultures, and identities are valued as powerful assets. Your support in expanding opportunities for students to develop bilingualism and biliteracy is shaping brighter futures for learners throughout our county.

This spring, we are excited to celebrate encouraging progress in multilingual education across Orange County. An increasing number of students are earning the State Seal of Biliteracy, demonstrating both the dedication of our Local Educational Agencies (LEAs) and the incredible perseverance of students who are developing proficiency in multiple languages. These milestones reflect the thoughtful planning, strong programs, and passionate educators working together to support students from early learning through graduation. In the State Seal of Biliteracy Corner, you’ll find information and resources to support the continued growth of biliteracy pathways, including guidance for State Biliteracy Recognitions across K–12 and access to the Orange County Department of Education (OCDE) Biliteracy Brochure.

In this edition, we also invite you to stay connected through upcoming events such as the OCDE Project GLAD® Spring Institute 2026: Roadmap to Success, a day of hands-on learning, celebration, and collaboration. Join a vibrant community of educators who are committed to equity, access, and excellence for all students. Learn more and register here: https://link.ocde.us/springintoprojectglad. See the Upcoming Events section for more learning opportunities designed to support educators like you who help multilingual students thrive.

Thank you for the heart and expertise you bring to this work. Together, we are cultivating a multilingual landscape where students’ linguistic talents are recognized, celebrated, and encouraged to grow.

Multilingual Learner Policy Spotlight

Overview of California Department of Education (CDE) English Learner and Immigrant Student Support Programs

Immigrant Student and Family Resources

The CDE is committed to supporting Local Educational Agencies (LEAs) as they continue to implement asset-based, needs-responsive programs for English Learner (EL) students, immigrant, and migratory students, in alignment with Principle One of the EL Roadmap. Please share the following resources with staff, community members, and families who may benefit from this information from CDE:

• Resources to Include Immigrant Families: This web page includes the toolkit, Our Schools: Resources for Including Immigrant Families, which provides family-facing posters to districts and schools.

Including Immigrant Families webpage: In response to requests for information and support, the CDE is sharing resources to preserve access to education for students from immigrant families during times of increased fear of immigration enforcement. The page is also home to the Our Schools: Resources for Including Immigrant Families, a family-facing toolkit to communicate assurance of all schools’ obligation to provide every child with access to education and a safe learning environment, regardless of immigration status. These resources are being made available in ten languages.

Resources to Support in the Case of Immigration Enforcement on School Campuses Letter: This letter from CDE Chief Deputy Superintendent David Schapira includes a template for an immigration enforcement guidance notecard for school personnel.

Reminder of Obligation to Protect Immigrant Families’ Rights to Access Public Education Letter: This letter from CDE Chief Deputy Superintendent David Schapira includes links to relevant policies and a list of statewide resources.

CDE Safe Havens web page: This resource provides key pieces of information regarding immigrant families and their right to access education.

2025−26 Title III Funding

The 2025–26 Title III funding is now available, and LEAs were invited to apply via the Consolidated Application and Reporting System (CARS) and Consortium Online Application (COA), where applicable. The CDE is currently accepting late applications through March 31, 2026. Eligibility criteria for Title III EL and Immigrant Student Programs participation remain the same as in previous years, as follows:

• LEAs are eligible to receive EL funding directly if their preliminary entitlement is $10,000 or greater. If the preliminary entitlement is under $10,000, the LEA may still be eligible for funds by applying through the consortium process.

• LEAs eligible to receive an immigrant student subgrant may apply for funding directly. Consortium formation is no longer required. Title III eligibility determinations are calculated using the most recent data collected and certified on the CALPADS. For the 2025–26 subgrant year, the CDE used the 2024–25 CALPADS data collected on the first Wednesday (Census Day) of October 2024.

Preliminary allocations have been established, and LEAs are being funded at the following rates:

• EL Program per pupil rate: $125.64

• Immigrant Program per pupil rate: $93.00

Preliminary eligibility lists (also referred to as preliminary allocations) and the schedule of the 2025–26 preliminary allocations are posted on the CDE Title III EL and Immigrant Programs web page. Preliminary allocations are fluid and may be revised after March 31, 2026, based on updated information from the U.S. Department of Education, CALPADS, CARS, Pupil Estimates for New or Significantly Expanding Charters, late applicants, and available unallocated and carryover amounts. Eligibility lists, past funding lists, and payment information are available on the CDE Title III EL and Immigrant Programs web page.

State Seal of Biliteracy Corner

Orange County continues to raise the bar in advancing multilingualism and biliteracy for all students. This year, we are proud to celebrate a notable increase in the number of students earning the State Seal of Biliteracy, reflecting the strong and growing commitment of our Local Educational Agencies (LEAs) to expand high-quality language opportunities. These accomplishments represent more than numbers—they highlight intentional systems, dedicated educators, and visionary leadership working together to honor and elevate students’ linguistic assets.

We commend Orange County LEAs for their ongoing efforts to build robust pathways that support multilingual learners from the earliest grades through graduation. As momentum grows, we encourage all districts to ensure timely and accurate reporting of State Biliteracy Recognitions for K–12, including elementary and middle school recognitions alongside high school State Seal of Biliteracy awards. Comprehensive reporting helps us tell the full story of Orange County’s progress and ensures students receive the recognition they have earned.

For guidance, resources, and reporting support, please refer to the OCDE Biliteracy Brochure, which outlines eligibility criteria, implementation considerations, and submission processes. Together, we are strengthening a countywide culture that values bilingualism, biliteracy, and multicultural competence—preparing Orange County students to thrive in a multilingual world.
