2026 Annual Action Plan & 2026 - 2030 Consolidated Plan

Lancaster County’s 2026–2030 Consolidated Plan and 2026 Annual Action Plan are now approved after HUD’s 45-day review period passed without comments.

The plans detail how the County will allocate CDBG, HOME, and ESG funding to support affordable housing, housing preservation, infrastructure and public facilities, and homelessness services.

Demolition Begins at Prince Street

What was once referred to as the Prince Street Project now has a new name with demolition officially underway. Demo is making way for a new three-story building designed to bring housing, services and opportunity together in one place.

Introducing The Wheelhouse Lofts on Prince

The name pays tribute to the site’s history as an auto repair garage while looking ahead to its next chapter in our community.

The second and third floors will become The Wheelhouse Lofts, adding 32 much-needed efficiency apartments to Lancaster County’s affordable housing inventory.

Strengthening Our Community’s Response to Homelessness

In July 2026, the Lancaster County Homelessness Coalition entered into contracts with 13 local agencies, providing a total of $1.687 million in funding to support critical services throughout Lancaster County.

These funds support a range of programs, including Coordinated Entry, street outreach, day and overnight shelters, and housing programs.

Housing Authority Implements New HUD Inspection Standards

The Lancaster County Housing Authority implemented the National Standards for the Inspection of Real Estate (NSPIRE) on August 1, 2026.

To help landlords understand these new Housing Choice Voucher Program inspection changes a Landlord Readiness Lunch & Learn was held on August 13, 2026.

The presentation included the changes as well as inspection readiness checklists for landlords and an opportunity to answer questions.

Whole Home Performance Pilot Program Launches This Fall

A new Whole Home Performance Pilot Program is expected to launch in mid-to-late September, providing eligible Lancaster County homeowners with support to address critical health, safety, repair and energy-efficiency needs in their homes.

Lancaster County is one of only a small number of authorities participating nationwide, and currently the only one in Pennsylvania. The program is designed to explore how coordinating resources and addressing multiple needs at once can create a greater impact for homeowners.

2026 CDBG Grant Application Cycle is Now Open

The Community Development Block Grant (CDBG) is a flexible federal program from the U.S. Department of Housing and Urban Development (HUD) that gives grants to local governments. Communities use this money to fund neighborhood revitalization, build public facilities, improve affordable housing, and provide essential services for low- and moderate-income residents.

Lancaster County municipalities, authorities, and eligible nonprofit organizations interested in funding for eligible community development, public infrastructure, and community facility projects are encouraged to submit a Letter of Intent (LOI) to begin the application process.
