2025 Annual Report

Message From Our Executive Director

The year 2025 presented significant challenges for organizations serving marginalized communities. Shifts in federal and state administrations brought new policy constraints, increased uncertainty, and funding changes that directly impacted the nonprofit sector. For organizations like Voluntad, these impositions required adaptability, resilience, and an unwavering commitment to our mission.

Over the past year, funding landscapes shifted in ways that demanded difficult decisions and careful stewardship of our resources. At the same time, the needs of survivors of human trafficking did not change, if anything, they became more complex. Survivors continue to face barriers to safety and stability, particularly those navigating labor exploitation, immigration-related fears, and systemic inequities.

In the face of these challenges, Voluntad did what it has always done, we kept our heads down and continued to work. Our team showed up every day with determination, compassion, and a deep sense of responsibility to the communities we serve. We strengthened connections, advocated alongside survivors, and ensured that individuals who are often pushed to the margins were not left behind. The trust our clients place in us is not something we take lightly, and it is what fuels our work even during uncertain times.

Looking ahead, Voluntad remains focused on sustainability, collaboration, and impact. We are refining our strategies to better respond to changing policy environments, increasing funding, and deepening partnerships that allow us to reach more survivors with meaningful support. While the road ahead will require continued resilience, we move forward with purpose, and hope.

Thank you to our staff, partners, donors, and community members who stood with us throughout the year. Together, we will continue to build pathways toward safety, dignity, and empowerment for survivors, no matter the challenges before us.

Sincerely,

Dominique LaCroix

What We do & Why it matters

Voluntad exists to support and empower survivors of all forms of human trafficking through survivor-centered services, advocacy, and community connections. We are committed to promoting safety and self-determination for individuals impacted by exploitation, while also engaging in education and outreach to prevent trafficking and increase community awareness.

We envision a world in which all people are free from exploitation and able to choose the direction of their own lives with autonomy, safety, and dignity. Our work is grounded in respect for survivor choice, cultural humility, and trust. We believe survivors are experts in their own lives, and we prioritize empowerment, collaboration, and accountability in everything we do.

This work matters because trafficking thrives where isolation, fear, and lack of resources exist. By providing accessible, trauma-informed support and meeting people where they are, Voluntad helps survivors regain stability and control over their lives, while strengthening community pathways to prevent re-exploitation.

That is why, as we look forward, Voluntad is recommitting to outreach as a strategic priority. By reconnecting with communities where survivors live, work, and socialize.

Our history is both a foundation and a beacon reminding us where we’ve been and guiding where we are going: deeper into communities, more visible in places of need, and always grounded in our mission to empower survivors with choice, dignity, and freedom.

Program Performance

As Voluntad looks ahead, these outcomes inform our ongoing program development, outreach strategies, and commitment to expanding access to services for survivors across our communities. Below you will find graphs with demographics Voluntad served in 2025, as well as the majority of services Voluntad staff provided.

Financial Overview

In 2025, Voluntad operated in a challenging and evolving funding environment. Changes in public policy and funding priorities impacted the nonprofit sector broadly, requiring careful financial planning and responsible stewardship of resources. Despite these challenges, Voluntad remained focused on sustaining core services and ensuring that survivors continued to have access to critical support.

Voluntad’s funding came from a combination of state grants, individual contributions, and community foundations. Over the past year, shifts in funding sources required the organization to adapt by diversifying revenue streams and prioritizing expenditures that directly supported survivor services. Throughout this period, Voluntad maintained a strong commitment to fiscal responsibility, transparency, and mission alignment.

The majority of organizational expenses were directed toward programmatic services, ensuring that resources were used to support survivors through direct assistance, advocacy, outreach, and referrals. Administrative and operational costs were managed intentionally to maximize the impact of every dollar received and to support organizational sustainability.

Looking ahead, Voluntad is focused on strengthening financial resilience through strategic planning and diversified funding, By aligning financial decisions with programmatic priorities, Voluntad is working to ensure long-term stability while remaining responsive to the evolving needs of survivors and the communities we serve.
