City, San Diego County Library and San Diego Law Library to Host Small Business Seminar June 22nd.   Whether you are a small business owner thinking of starting your own business, or a successful existing business you will benefit from this exciting free seminar! Come join us in the next of our series of our Small Business workshops: Small Business 102! The featured topic is "Marketing Your Business" with expert speakers on marketing, digital media and websites, public relations strategy and social media. In addition, we'll highlight the basics of siting a business in Encinitas by covering planning/zoning and business registration. North Coastal Sheriff Station
 


New Sheriff's Office.    The San Diego Sheriff will now have an office presence in downtown Encinitas. They have a storefront location at the corner of D Street and Second Street. The office will not be staffed on a regular basis, but it gives deputies a location to complete paperwork in close proximity to downtown. There are also plans for the Crime Prevention Unit and the COPPS Unit to conduct community events in the area, such as neighborhood watch. There will be a grand opening in the near future.

Summer Fun Happening Now at Seaside Day Camp!    Summer is already here and Seaside Day Camp has nine exciting fun filled weeks of camp for kids ages 5-12. Have your child experience the local wonder of the great outdoors. Our field trips this summer include, Birch Aquarium, San Diego County Fair, Safari Park, Alga Norte Pool and Park, Boomers, Wave Water Park, Dave & Busters, Bowling and Trampoline Park. Campers will also have one beach outing per week that will be supervised by California State Life Guards. Campers will also participate in a variety of crafts, traditional camp games and activities all designed to enjoy nature and meet new friends. Seaside Day Camp is held at the beautiful Glen Park in Cardiff-by-the-Sea. Campers are led by enthusiastic parks and recreation leaders who have a passion for providing fun, enriching programs while in a safe, nurturing environment. Glen Park is also home to the City's first organically managed park and fruit grove.

Emergency Preparedness.   Encinitas firefighters and city employees recently participated in a regional two-day exercise led by the San Diego County Office of Emergency Services. The exercise involved a simulated series of terrorist attacks across the region. The two-day drill began on Wednesday, June 7, with firefighters participating in the field response portion of the exercise. On Thursday, June 8, the City's Emergency Operations Center (EOC) was activated and run by city employees assigned to provide planning and logistical support to ground operations. This was the biggest emergency exercise the County has led to date. Events like these prepare employees and strengthen the City's ability to respond to disasters, natural and man-made.

WaterRescueWater Rescue.     In the early morning hours of Tuesday, June 13, Encinitas lifeguards and fire fighters were called to assist the Carlsbad Fire Department in a water rescue and vehicle recovery. The vehicle had driven off the road and into the lagoon from Carlsbad Blvd south of Tamarack Ave. 


OilyRagsSafety With Oily Rags.    There have been at least three recent fires in Encinitas that were caused by oily rags. It is common to use rags to wipe up spills or clean brushes during home improvement projects and these rags can start a fire if not handled properly. The Encinitas Fire Prevention Bureau would like to remind residents to use caution when handling flammable and combustible liquids and to follow these safety tips from the National Fire Protection Association

Housing Choice Voucher Program/Section 8 Administrative Plan.  
Housing agencies administering federally funded Housing Choice Voucher/Section 8 programs must adopt a written Administrative Plan that establishes local policies for administration of the program in accordance with the United States Department of Housing & Urban Development (HUD) requirements. The Administrative Plan and revisions to the plan must be adopted by the Encinitas Housing Authority (EHA) and submitted to HUD. On June 22, 1994, the EHA Board of Commissioners first adopted its Administrative Plan, and, over the years, the EHA has approved a number of amendments to reflect changes in federal regulations and policy adopted by the EHA. The last round of amendments was approved by the Board on March 9, 2016. Over the years, with each amendment, the plan has become somewhat cumbersome and challenging to navigate. Rather than continue making amendments in a piecemeal fashion, staff recognized the need for a comprehensive update to the Administration Plan. A public hearing will be held on June 28, 2017 at 5:30pm* before the EHA Board of Commissioners to consider these comprehensive amendments.
 
*Please note the meeting time has been changed to 5:30 pm from the originally noticed meeting time of 4:30 pm.
 
CDBGCDBG Policies and Procedures Manual.    The City Council approved the revisions to the Community Development Block Grant (CDBG) Program on June 7, 2017. The City of Encinitas receives CDBG funding from the federal Department of Housing and Urban Development to assist low-income households and neighborhoods. The CDBG Policies and Procedures were revised to require that all new applicants attend an annual workshop, and to establish a minimum public service grant of $5,000. FollowUpPlanning Commission Meeting Follow-Up.   On June 1, 2017 the Planning Commission considered four regular agenda items as follows:
  • Zoning Code Amendment (Deemed Approved Ordinance; Case No. 17-110) to introduce Ordinance No. 2017-08 for an amendment to Title 9 of the Encinitas Municipal Code to add Chapter 9.27 (Deemed Approved Alcoholic Beverage Serving Establishments), which establishes nuisance-based performance standards for alcoholic beverage serving establishments. After deliberation, the Commission made a recommendation to City Council to adopt the draft Ordinance No. 2017-08.
  • Tentative Parcel Map, Design Review Permit, and Coastal Development Permit (Cassolato Residences; Case No. 16-157) to demolish an existing duplex and construct three new attached condominium units on one legal lot, with additional site improvements and a temporary construction trailer. After deliberation, the Commission approved the item unanimously (4-0-1; Commissioner Doyle absent).
  • Major Use Permit Modification and Coastal Development Permit (Solterra Dining Expansion and Off-site Parking; Case No. 15-306) to expand the dining area into the warehouse, establish a joint/shared parking agreement with two off-site locations, and approval to begin distilling brandy. After deliberation, the Commission approved the item unanimously (4-0-1; Commissioner Doyle absent).
  • Major Use Permit and Environmental Initial Assessment (Cardiff Beach Living Shoreline; Case No. 16-144) for the construction of a living shoreline. After deliberation, the Commission approved the item unanimously (4-0-1; Commissioner Doyle absent).
The next meeting of the Planning Commission is scheduled for July 20, 2017.  The agenda with staff reports will be available at the end of business day Thursday, July 13, 2017.
