The Encinitas City Council, Parks and Recreation Commission and Senior Citizen Commission in partnership with the Encinitas Rotary honored volunteer award winners at the May 17 City Council Meeting.
 
SeniorCitizenThe Senior Citizen Commission awarded Jay Williams as the "Senior Citizen of the Year."  Jay has served on the Board of the Encinitas Historical Society as the ground maintenance volunteer for over 19 years.  His work has enhanced the classic beauty of the historic building for the public to enjoy.  Jay is also an active member of the San Dieguito United Methodist Church in Encinitas where he has held a number of leadership roles and served on several committees, provides services to an orphanage in Tijuana, and prepares and delivers meals once a month to a facility for the homeless in North County.

ServiceSeniorThe Senior Citizen Commission awarded Martin Cooper the "Service to Seniors" award.  Martin volunteers his time organizing and running a weekly ballroom dance party for senior citizens.  Martin works diligently to secure donations from local food establishments to provide snacks at the dances and coordinates special holiday parties with decorations and tasty food.  The dances are very special to all who attend and provide an opportunity for social interaction and physical activity. 

IndividualSteve Indian received the "Outstanding Parks and Recreation Volunteer of the Year" individual award for 2016. Steve is a deserving individual whodemonstrates significant leadership and commitment.  Coach Steve always says, "It's about the girls" and as the San Dieguito Youth Softball league president, he sets the tone through his words, actions and leadership for 200 young women four through fourteen years of age.

GroupEncinitas Mustang Lacrosse received the "Outstanding Parks and Recreation Volunteer of the Year" group category award for 2016.  Encinitas Mustang Lacrosse serves Encinitas boys and girls in the fifth through eighth grades and goes to great lengths to encourage participation from the diverse Encinitas population.  They offer financial assistance or waive registration fees for players whose families are facing unusual personal or economic hardship.  The organization is committed to the spirit of volunteerism allowing it to remain a community based, not for profit entity since its inception in 1976.

As representatives of their respective constituent's the dedication and work of these award recipients speaks volumes about the heart and soul of residents in Encinitas. The City of Encinitas congratulates its award recipients and is grateful for the great work they achieve in our community. 


Fire6Fire and Marine Safety Department
 
New Fire Engine.   The Encinitas Fire Department recently acquired a new fire engine. Fire engine E2314, a 2016 Pierce Type-1 engine, is in service at Station #4 in Village Park as of Tuesday May 23. All personnel have been trained on the engine and the department is excited to have it in service.
 
CaptainCaptain's Test.   Fire Department staff conducted a joint fire captains test (Encinitas, Solana Beach, and Del Mar) on May 23 through May 25. There were a total of 13 candidates from the three agencies.
 
CliffRescueCliff Rescue.   Encinitas fire and lifeguard units responded to a cliff rescue on Saturday, May 20. The rescue occurred behind 726 4th Street. The person was approximately halfway down the cliff, having climbed down the cliff after being confronted while trespassing on private property. Encinitas lifeguards spotted the stranded person while patrolling the beach and firefighters and lifeguards worked together to execute the rescue. The person was not injured, so she was not transported, but was cited by Sheriffs. The Encinitas Fire and Marine Safety Department reminds its residents that climbing on beach cliffs is extremely dangerous and is prohibited.  


StrandedStranded Dolphins.   Two dolphins were found stranded on the beach in Encinitas on Saturday, May 20. Lifeguards contacted Sea World and National Marine Fisheries, and were given field care instructions to assist until Sea World personnel could arrive. Unfortunately, both dolphins expired before Sea World crews came on scene. Lifeguard crews extricated the dolphins to the Sea World truck at Moonlight and they were taken in for a necropsy. At this time there is no information on why the animals stranded and expired. A third dolphin was found stranded on the beach earlier in the week on Tuesday, May 16, and was said to have expired due to domoic acid toxicity. PlanningandBuildingPlanning and Building Department


HousingChoiceHousing Choice Voucher Program/Section 8 Administrative Plan.   
Housing agencies administering federally funded Housing Choice Voucher/Section 8 programs must adopt a written Administrative Plan that establishes local policies for administration of the program in accordance with the United States Department of Housing & Urban Development (HUD) requirements. The Administrative Plan and revisions to the plan must be adopted by the Encinitas Housing Authority (EHA) and submitted to HUD.   On June 22, 1994, the EHA Board of Commissioners first adopted its Administrative Plan, and, over the years, the EHA has approved a number of amendments to reflect changes in federal regulations and policy adopted by the EHA.  The last round of amendments was approved by the Board on March 9, 2016.  Over the years, with each amendment, the plan has become somewhat cumbersome and challenging to navigate.  Rather than continue making amendments in a piecemeal fashion, staff recognized the need for a comprehensive update to the Administration Plan.  A public hearing will be held on June 28, 2017 at 4:30pm before the EHA Board of Commissioners to consider these comprehensive amendments.


FollowUpPlanning Commission Meeting Follow-Up. On May 18, 2017 the Planning Commission considered three regular agenda items as follows:
  • Major Use Permit, Design Review Permit and Coastal Development Permit (101 Portofino Hotel; Case No. 15-285MUP/DR/CDP) to reface an existing hotel, expand the lobby area, add alcohol service within a new restaurant and a hotel bar in the lobby area, add a new roof deck bar area, and parking lot and landscaping improvements with valet service. After deliberation, the Commission heard 30 speakers and discussed issues related to the operational characteristics of the hotel.  They continued the item (date certain) to June 15, 2017, to explore more options related to the proposed valet parking model, discuss traffic and hear the responses to two public comment letters which were submitted as part of the record.
  • Major Use Permit, Design Review Permit, and Public Convenience or Necessity Findings (The Brewers Tap Room; Case No. 16-256 MUP/DR/PCN) to allow an alcohol-serving establishment and façade improvements to an existing commercial center tenant space. After deliberation, the project was unanimously approved 4-0-1 with Commissioner Ehlers absent.
  • Minor Use Permit and Coastal Development Permit (Goodonya Café; Case No. 16-321 MIN/CDP) to allow the sale of beer and wine at an existing café and an expansion. After deliberation, the project was unanimously approved 4-0-1 with Commissioner Ehlers absent.
The Planning Commission also pulled one item from the Consent Calendar as follows:  
  • Minor Use Permit, Design Review Permit, and Coastal Development Permit (Buona Forchetta Restaurant; Case No. 16-187MIN/DR/CDP) to repaint the exterior of an existing commercial tenant space, add outdoor seating and allow for alcohol service (beer and wine) for the proposed restaurant for both the interior and exterior of the premises. After deliberation, the Commission approved project 4-0-1 with Commissioner Ehlers absent.

NewProjectsNew Projects Received.    For the week of May 8, 2017, the Planning and Building Department received eight discretionary project applications:
  • The Summitt at Lake Drive; 17-114 TPM/CDP; Tentative Parcel Map and Coastal Development Permit to subdivide one lot into three.
  • The Summitt at Lake Drive-Residence A (1); 17-115 CDP; Coastal Development Permit to construct a new single-family home.
  • The Summitt at Lake Drive-Residence B (2); 17-116 CDP; Coastal Development Permit to construct a new single-family home.
  • The Summitt at Lake Drive-Residence C (3); 17-117 CDP; Coastal Development Permit to construct a new single-family home.
  • The Summitt at Lake Drive-Residence D (4); 17-118 CDP; Coastal Development Permit to demolish an existing home and construct a new single-family home.
  • Sethee Residence; 17-121 CDP; Coastal Development Permit to construct a new single-family home and detached accessory unit.
  • Stahl Addition; 17-122 MUPMOD/CDP; Major Use Permit Modification and Coastal Development Permit to construct a second story addition to an existing single-family home in an existing Planned Residential Development.
  • Jason Street Storm drain Improvements; 17-123 CDP; Coastal Development Permit for a new 24-inch storm drain pipe from Jason Street to North Coast Highway 101 underneath the NCTD railroad tracks.
