As part of the project background, The Encinitas Fire Department operates across six (6) stations located throughout the City. Fire Station 6 covers the majority of the Olivenhain community in east Encinitas. Olivenhain is a predominately rural community with an elevated wildfire risk compared to other areas of the City. Currently located at 770 Rancho Santa Fe Rd, the station operates 24 hours a day and is staffed with a two-person crew and equipped with a Type 6 patrol unit. The current setup presents significant limitations when responding to structure fires or large-scale wildfires in a rural environment.
To mitigate the operational gaps currently affecting fire protection and emergency response in the Olivenhain community, the design & permitting of a temporary fire station has been authorized by the City Council on June 18, 2025 during the annual budget adoption to accommodate a three-person crew and a Type 1 fire engine. The fire station upgrades were discussed at the 4/23/25 Council Meeting during the Public Health and Safety Recommendations presentation by Fire Chief Gordon. Additionally, a Council Initiated Item on 5/28/2025 discussed the prioritization of funding to resolve the operational gaps at Fire Station 6.
The City has identified “Little Oaks Park”, located at 2879 Lone Jack Road, as the site selected to construct the new temporary fire facility. On June 18, 2025, the City Council approved the Fiscal Year 2025-26 budget, which included a $400,000 allocation to design & permit the Temporary Fire Station #6.
The temporary structure will be located on the small horse-run on the south end of the City parcel and involves the construction of a 1,440-sf manufactured home, a 1,800 sf “sprung structure” garage, establishing the required utility services, and site improvements associated with driveway, parking, and walkway upgrades to ensure ADA compliance, totaling 2 paved parking spaces. The access to the remainder of the park will be preserved and open to the public. The temporary structures are intended to be removed once a permanent fire station has been constructed. At this time, City Council has not provided direction on where a permanent Fire Station will be located, nor has any funding been provided for design or permitting.
The site is surrounded by single family homes to the north and west, and vacant open space/wetland area to the east and south.

Project scope of work includes the construction of a 1,400 sf manufactured home, a 1,800 sf “sprung structure” garage, establishing required utility services, and site improvements associated with driveway, parking, and walkway upgrades to ensure ADA compliance, totaling 2 parking spaces at 2879 Lone Jack Road property is owned by the City of Encinitas, and is zoned Rural Residential Flood Plain (RRFP) and within the 100 Year Flood, Special Study, and Cultural/Natural Resources overlay zones. The project requires the following:
1. A Design Review permit is required for the placement of new structures on the site.
2. A Major Use permit modification is required for the project land use in the RR zoning district.
3. A Variance will be required for adjustments to zoning standards, such as setbacks.
