City of Encinitas Permit-Ready Accessory Dwelling Unit Program

The Permit-Ready Accessory Dwelling Unit (PRADU) Program encourages the construction of Accessory Dwelling Units (ADUs) by offering property owners a selection of pre-approved ADU building plans that can be downloaded from the City’s website. The permit-ready plans include customizable options to allow for variations in exterior materials to express individual owners’ tastes and respect community character. The program assists property owners in creating ADUs by providing customizable plans, expediting the process, and reducing preconstruction fees. The program also helps the City meet strategic plan goals by providing diverse housing options throughout the City.

The City adopted a program for the preapproval of ADU master plans for outside private parties pursuant to Assembly Bill 1332 (Government Code Section 65852.27). This allows private parties to create preapproved ADU plans through a review and approval process by the City, which can then be submitted for review on a specific site. Individuals that prepare and submit plans are responsible for updating the plans as new changes to state and local laws are adopted.

The City of Encinitas is now accepting applications for the Residential Rehabilitation Program!

The purpose of Residential Rehabilitation Program is to ensure that low-income residents are living in decent, safe, sanitary homes. Through federal funding sources, the program provides grants and/or low interest, deferred, and/or forgivable loans for needed home repairs, such as building code violations, health and safety issues, essential repairs of major component systems, and general improvements.

Need to charge your Electric Vehicle in Encinitas? Check out our Charging Stations map!

Summer is in full swing in Encinitas! Need a place to charge your electric vehicle to keep up with all the summer pick-ups, activities, and showing your out-of-town guests around this beautiful City? Check out the City’s interactive Electric Vehicle (EV) Charging map to locate all 44 publicly available charging stations across Encinitas. This map shows the location, EV network, how many ports each charging station has, connector type, and how many ports each charging station has.

Did you know that according to the City’s baseline Greenhouse Gas (GHG) emissions inventory from 2016, internal combustion engine vehicles (gas-powered vehicles) are the largest contributor to the City’s greenhouse gas emissions. Over half of all GHG emissions emitted in Encinitas are from gas-powered vehicles. Driving electric vehicles or choosing alternative transportation like public transit, carpooling, walking or bicycling helps reduce emissions and meet the City’s Climate Action Plan goals.

Know Your Roll: Understanding Legal E-Bike Classifications

E-bikes make getting around Encinitas fun and convenient. However, it's crucial to understand that not all e-bikes are created equal in the eyes of the law. Additionally, use of unclassified devices, derestricted e-bikes, or unlicensed operation of e-motorcycles is illegal on our roadways.

California law categorizes e-bikes into three classes:

• Class 1: These e-bikes have a motor that provides assistance only when the rider is pedaling and stops assisting when the bike reaches 20 mph. These are generally allowed where a regular bicycle is permitted.
• Class 2: These e-bikes have a motor that can propel the bike with or without pedaling, but also stops assisting at 20 mph. Like Class 1, they are typically allowed where regular bicycles can go.
• Class 3: These e-bikes have a motor that provides assistance only when the rider is pedaling and stops assisting when the bike reaches 28 mph. Regulations for Class 3 e-bikes can be more restrictive.

Santa Fe West - INTERIM IMPROVEMENTS

Starting this week, City contractors will begin installing interim enhancements along Santa Fe Drive, including upgraded signage and new pedestrian/bicycle striping, as approved by the City Council on May 28, 2025. The work will take place from Gardena Road to Blue Sky Drive and is expected to be completed by August 11, 2025. Construction will occur during normal business hours.

Additionally, contractors will begin installing cluster mailboxes at three (3) locations along Santa Fe Drive on behalf of the United States Postal Service to restore mail delivery for affected residents.

The City kindly asks all community members to follow posted construction signs and traffic control measures throughout the corridor.



Looking ahead, the ultimate improvements for the Santa Fe West project will be discussed at a City Council meeting this fall.
