The City of Encinitas is honored to welcome our Sister City delegation from Amakusa, Japan, who arrived on Tuesday, July 29, 2025 as part of our long-standing cultural exchange program. The group was warmly greeted at City Hall by City leaders, host families, and members of the community.
During their week-long stay, the students and chaperones will experience life in Encinitas through a variety of activities, including surfing at Moonlight Beach, skateboarding with Bryce Wettstein, and a Padres baseball game. We’re excited to share our local culture, build lasting friendships, and continue strengthening our international ties.
| | City Staff Shakes It Up at the North County Earthquake Tabletop Exercise | | |
On Wednesday, July 23, North County Emergency Managers brought together over 125 participants from 25 agencies for a comprehensive earthquake tabletop exercise. Attendees included city managers, fire department personnel, public utilities and wastewater teams, Public Works directors and staff, Public Information Officers, law enforcement, state and county emergency management representatives, and regional water agencies.
The primary goal of the exercise was to strengthen emergency response and interagency coordination, both within individual cities and throughout North County, in the event of a major earthquake. The session provided a dynamic platform for collaboration, allowing participants to exchange ideas, learn from one another, and identify actionable strategies to better serve and protect our communities when it matters most.

| | Mobility Tip - Visibility – It’s the Law! | | |
Along with safe riding behavior, your visibility to other road users goes a long way to keep you safe. Lights and reflectors are essential tools to increase your visibility and using them is the law. In addition to what’s on the bike, what you wear when riding makes a big difference too. Here’s some information and tips about being highly visible when riding.
California's Laws on Lights and Reflectors:
- Red rear light/reflector (all hours): Electric bikes are now mandated (2025 AB544) to have a red reflector or a solid or flashing red light with a built-in reflector on the rear at all hours, not just during darkness. This must be visible from 500 feet when illuminated by a vehicle's headlights.
- Additional bicycle lighting requirements (for all bikes, including e-bikes, during darkness): According to California Vehicle Code § 21201(d), which also applies to electric bicycles, when riding at night, bicycles must have additional lighting and reflectors. These include a front white light visible from 300 feet, white or yellow pedal reflectors visible from 200 feet, and side reflectors on the front (white or yellow) and rear (red or white) of the bicycle. Bicycles with reflectorized tires are exempt from the side reflector requirement.
Tips for Optimal Visibility:
- Invest in lights that are bright and durable. Look for lights with multiple settings to adjust their brightness based on the lighting conditions.
- Consider adding reflective tape to your bike, your helmet, or just about anywhere! If you have a dark colored helmet, brighten it up with bright, reflective stickers, and when it’s time for a new helmet, pick something light and bright.
- Ride Predictably: Follow traffic laws and use hand signals to indicate your intentions to other road users. As a cyclist, position yourself where other road users should expect a cyclist to be, and never ride in the opposite direction of traffic
- Wear Bright Clothing: Consider wearing reflective clothing or bright colors to further enhance your visibility. Let’s make high-vis cycling attire the coolest fashion trend!
By following the law and taking a few steps to be seen, you can significantly improve your safety as a cyclist. Of course, all these tips also apply to pedestrians. Remember, visibility is key, so be seen! Find additional tips about mobility and safety visit the City's website.

- FREE for Encinitas Residents-just bring proof of residency, such as a driver’s license or utility bill.
Can't make this event? Consider using our door to door collection services or permanent collection facilities in Vista and Poway, simply call 800-714-1195 to make an appointment.
