End of the 2022 Legislative Session Newsletter

Greetings District 27A Friends and Neighbors,
This has been a productive, exciting 2022 legislative session in Annapolis. The Maryland General Assembly approved landmark legislation for preserving our environment, eliminating ghost guns and securing paid family leave. These actions ensure Maryland will continue to be a leader in the effort to fight climate change, keep our communities safe, and make the well-being of our families a primary concern.
Closer to home, I sponsored HB 507, requiring environmental justice guidelines be part of the decision matrix for any State-funded development of electric vehicle charging stations. While the bill did not move forward, environmental justice will now be a key criteria in policies developed by the Maryland Zero Emission Electric Vehicle Infrastructure Council.
I also sponsored HB 646 which secures consistent yearly funding for the Southern Maryland Agricultural Development Corporation (SMADC). Read more about SMADC later in this newsletter.
Several other initiatives I secured funding for will have a positive impact for the residents of District 27A including:
- New playground equipment for Brandywine Elementary School;
- Infrastructure improvements for Bowie State University including the Thurgood Marshall Library Renovation Project and Campus Security Upgrades;
- The James E. Proctor, Jr. Scholarships - $100,000 annually for each of Maryland’s HBCU institutions; and
- $2 million for the Women’s Pre-release center where they can prepare for release from incarceration and begin reconnecting to their community.
As always, thank you for your continued support and good wishes. Please contact my office at [email protected] or call 410-841-3083 with any questions or concerns.
Sincerely,
Susie Proctor

Brandywine Elementary to Receive New Playground
Equipment!
|
|
|
There is big news for Brandywine Elementary School!
In conjunction with the E.V.O.L.V.E Foundation, I secured $35,000 in the 2022 Legislative Session for new playground equipment.
Also this Spring, students in grades 3-5 will participate in a STEM coding initiative and will receive 200 units of the iRobot Root r0 coding robot (valued at $129 each).
This coding initiative is led by the founders of the E.V.O.L.V.E Foundation, Kyle and Vashonda Arrington, and made possible by a $35,000 grant from the Players Coalition.

Outside Annapolis, my work in our District never takes a break. Did you know…
-
Scholarships: In a collaboration between First Generation College Bound, Principal Katrina Lamont and myself, we secured college scholarships for two deserving students at Surrattsville High School.
-
Road Signs: I urged MDOT SHA to install “Share the Road with Bikes" signs along Brandywine Road. The signs will be installed this Spring!
-
Electric Vehicles: In cooperation with the Southern Maryland Electric Cooperative (SMECO), I am actively pursuing electric vehicle charging stations for the James E. Proctor, Jr. Center.
-
Poplar Hill Road Bridge: After many years of having the schoolchildren of Malcolm Elementary School ride the school bus 45 minutes longer than necessary each day, I worked with the Charles County Department of Planning and Growth Management to reconstruct the Poplar Hill Road Bridge. The reconstruction will be complete in November.
-
Missing Persons: The Missing Persons task force I have chaired for the past two years brings together staff from the Prince George’s County Police, our School system, State Police, and the State’s Attorney’s Office to streamline the process to identify and resolve missing person cases as quickly as possible. The Task Force has met several times to identify and eliminate roadblocks that impede law enforcement’s ability to quickly find missing people. The work of the Task Force is ongoing.
-
Brandywine Shared Use Paths: My office continues to lead the charge to secure sidewalks and shared use paths in Brandywine. I meet regularly with the County Executive’s office, Councilmembers Sidney Harrison’s office, MDOT SHA, and residents to move the project towards implementation.
