IMPROVING HOW ELECTRICITY WORKS

Improving how electricity works for people and communities in the NWT


YELLOWKNIFE (April 17, 2025): New direction issued to the Public Utilities Board (PUB) will modernize how electricity is regulated and delivered in the Northwest Territories. The changes are designed to support the growing pressure to transition to a lower-carbon economy, while maintaining an electricity system that is safe, secure, affordable, and reliable.


The direction includes 11 policy directives focused on improving and expanding net metering and independent power producer programs, implementing rate impact mitigation measures, mandating long-term integrated system planning, and making several necessary regulatory updates. Many of these issues are interrelated. As a package, these changes reflect years of the Government of the Northwest Territories’ (GNWT) research and aim to balance system costs with the benefits of increased community participation and renewable energy adoption.


This work responds to long-standing issues raised by utilities, communities, and residents, while creating more space for Northerners to generate their own renewable power and manage their energy costs. It will also better position Indigenous and community governments to advance renewable energy opportunities and support local economic development.


These issues were largely echoed by invested parties, partners, and the public during broad engagement conducted by the GNWT in 2023 on the renewal of the 2030 Energy Strategy. This policy direction represents the GNWT’s steps towards a revised strategic approach to energy in order to meet the GNWT’s net zero greenhouse gas emissions by 2050 commitments.

APPLICATIONS OPEN FOR LEAP TRAINING

LEAP (LEAders in Permafrost thaw and northern research) is accepting applications from Northern-based additional trainees to join the 2025-2026 LEAP Online Training program in permafrost thaw and Northern research. Each year, LEAP accepts up to 10 additional trainees from among northern institutions, research centers, local community organizations, and other Northern-based professional entities who will join the program alongside graduate students.


Applications for additional trainee positions in the LEAP 2025-2026 program year are now open until August 31, 2025.

NTPC & NT HYDRO BOARD OF DIRECTORS


The GNWT is seeking expressions of interest from members of the public in NWT who wish to be considered for appointment to the Boards of Directors of Northwest Territories Power Corporation (NTPC) and NT Hydro. This is an initial step to renew and strengthen the governance of NTPC and NT Hydro.

 

We hope this information will be of interest to your Government, community, or organization. Ultimately, the goal is to build a diverse and experienced board that represents the people of the NWT, with an emphasis on Indigenous and regional representation. The GNWT will be accepting applications until May 15, 2025.

ONLINE CLIMATE CHANGE COURSES


We’re excited to share that Environment and Climate Change Canada’s Public Service Climate Literacy suite is now open to all Canadians! These engaging courses provide essential knowledge on how climate change impacts us and how we can take action to adapt and mitigate its effects.



These courses are designed to help all Canadians build climate literacy, drawing on the expertise of national leaders and Indigenous perspectives. We encourage you to take the Climate Literacy Foundations course today and challenge yourself to complete all three (~7 hours total). Agri-food Funding


The federal/territorial Sustainable Canadian Agriculture Partnership (Sustainable-CAP) will fund agriculture-based initiatives that strengthen the competitiveness, innovation and resiliency of the agriculture, agri-food and agri-based products sector. Sustainable-CAP funding is delivered in the NWT by the GNWT’s Department of Industry, Tourism and Investment.


Funding allocations are determined on a case-by-case basis based on the application received with an emphasis placed on projects focussed on: 

• Commercial Agriculture and Agri-Food Development  

• Diversity and Extension

• Community Food Production

• Agri-Environmental Planning

• Resilient Agriculture Landscape Program (RALP)

• Market Development

• Northern Agriculture and Agri-Food Research


Unless otherwise specified, industry organizations and municipal, territorial and Indigenous governments are eligible for up to 100% of project costs.

Canadian Dental Care Plan 


The Canadian Dental Care Plan (CDCP) is helping make the cost of dental care more affordable for eligible Canadian residents.


Applications are currently open for the current coverage period ending June 30, 2025, for:

• Seniors aged 65 and over

• Children under the age of 18

• Adults with a valid federal Disability Tax Credit certificate for 2023


Eligible Canadians aged 18 to 64 will be able to apply for the CDCP in May 2025.


CDCP members who currently have coverage under the plan need to renew their coverage for the new 2025 to 2026 coverage period.
