The Office of Community Involvement (OCI) was created by voters in Multnomah County in 1984. We are charged with developing and maintaining community involvement programs and procedures to facilitate direct communication between the community and the Board of County Commissioners.
We welcome everyone who lives, works, plays, and worships in Multnomah County to participate in shaping our county policies, budgets, and programs. Here are some opportunities for community members to engage:

Multnomah County Budget Process
The Multnomah County Board of County Commissioners adopt an annual budget for Multnomah County and its service districts. The County Chair releases the Proposed Budget in May and the County Commission acting as the Budget Committee begins deliberation. The proposed budget will be released and posted to the Budget Office website on April 25, 2024 for review.
The Budget Committee will hold a series of department budget worksessions to review budget proposals. Also during this time, the County Commissioners host three public hearings that allow the community to deliberate and provide public comment on the budget. Three public hearings are scheduled for - May 8th, May 15th and May 29th. A calendar of the Budget Worksessions is available on the Budget Office website.

City Council is listening! Join the community and City Commissioners for virtual events and hearings focused on the City of Portland budget for FY 2024-25.
You can sign up at Portland.gov/CBO/Join to give a two-minute testimony to City Council on budget issues you care about during one of three public listening sessions:
- April 10, 6:30 p.m. – 8:30 p.m.
- April 13, 10 a.m. – 12 p.m.
- April 15, 6:30 p.m. – 9:30 p.m.
The Council will be attending remotely. Testimonies will be given by electronic communication (internet connection or telephone).
The public can provide testimonies using a live remote platform (Zoom) or join the session at the Portland Building located at 1120 SW 5th Avenue, Portland, Oregon 97204. Room 100. Participants who choose to join in at the Portland Building may use the audio/visual technology set up at that location; however, advance sign-up is still required.

The Joint Office is moving forward with its plans to convert the property at 333 S.E. 82nd Ave. into the Montavilla Community Village, an alternative-style shelter focused on serving adults who have been living in cars.
The 3D visual shown above provides an idea of the proposed layout of the site, which would provide 24/7 wraparound services and on-site amenities, facilities, and sleeping pods for up to 40 adults (18+). The shelter operator will be nonprofit provider Straightway Services.
The Joint Office has been conducting community engagement in the Montavilla Neighborhood, with a focus on raising awareness of the project, getting feedback on the design of the shelter, and answering questions. Additionally, the Joint Office will convene a committee of community partners to establish a Good Neighbor Agreement.
This agreement will outline collaborative efforts to address potential impacts of the Community Village and foster working relationships in support of participants.

MYC applicants must be between the ages of 13- 21 (as of August 1, 2024) and live, work or go to school in Multnomah County. Applications are DUE by Monday, April 15, 2024 at 11:59pm.
We are looking for youth who truly represent the cross-section of demographics, identities, and experiences of ALL young people in our community. No special skills or experience required- just a passion for making our community a better place. Youth who are interested in policy, activism, or community organizing are encouraged to apply.
