There is a downward trend in international student enrollment in the US despite efforts by the Biden administration to course-correct from previous policies. As higher education is one of the largest service exports in the US, this “geoswerve” represents a significant decline in the country’s competitiveness on the global stage. Seventy percent of the international education market comes from Asia, and students there are opting to apply to countries with more favorable conditions for foreigners.

As parents in Canada prefer to accompany their children in moving in when they begin studying in the US, confusion regarding border restrictions has become a problem. While the Canadian government announced two weeks ago that fully vaccinated Americans can enter without quarantine, the US government, on the other hand, pronounced that its side of the land border will stay closed to non-essential travel until at least August 21. These mixed messages have affected the entry of Canadian international students into the US.

Scottish Govt Urged to Help International Students After Hotel Quarantine Price Hike
The NUS Scotland called for the Scottish government’s intervention as prices for hotel quarantine increased by 30 percent. Travelers, including inbound global learners, are required to quarantine for 10 days at a designated hotel in Edinburgh, Glasgow, or Aberdeen, at their own personal account. The NUS Scotland tagged the price hike as a “shameful attack on international students.”

Chinese Applicants Overtake EU as Brexit Raises UK Student Fees
According to Universities and Colleges Admissions Service data, applicants from the European Union coming to the United Kingdom dropped by 43 percent to 28,400. This is seen as an effect of Brexit and the growing reliance of the UK’s international education sector on the Chinese market. Meanwhile, the number of Chinese applicants is now 28,490, a number that has doubled since 2017.

Universities Tweak Relationships with China to Protect Academic Freedom and Autonomy
Universities in New Zealand reworked their Confucius Institute agreements with the Chinese Communist Party (CCP) following controversy over the CCP using the Confucius Institutes as propaganda tools. Confucius Institutes are language and culture centers administered up to that point by the CCP from its Hanban base. The CCP responded to the PR storm by establishing a non-government agency to take over the operation of the Confucius Institutes. Universities also added a paragraph to the agreement to ensure academic freedom and autonomy.

A Trump-Era Policy that Shut Out Top Chinese Students Could Be Hurting America More Than Beijing
A policy implemented by the Trump administration effectively prevented graduate science, technology, engineering, and mathematics (STEM) students from several Chinese universities from getting visas to the US. The ban is a result of ongoing tension between US and China and fears that the latter is sending spies posing as students, as US intelligence reports warned and which China denies. While the Biden administration has eased the ban, the US continues to deny visas to students who graduated from specific universities in China. US universities worry that the ban on top Chinese students will negatively affect the quality of crucial research in many fields if students give up on the US altogether and head for other countries instead.

Province Confident in Full Return to University Campuses as Calls Mount for Mask, Vaccine Mandates
While the provincial health office of British Columbia has been refining its return-to-campus guidelines, faculty groups are calling for higher education institutions to have greater autonomy over policies such as mask and vaccine mandates. Health officials added that university students may expect a full return to campus come fall. While vaccine mandates are still being discussed and yet to be implemented, Provincial Health Officer Dr. Bonnie Henry pronounced that, for now, most of the efforts are on ensuring that unvaccinated and partially vaccinated domestic and international students get vaccine access upon arrival.

Why Canada Has Been Recently Denying Visas to Several Students
Reports have come out that the Canadian High Commission in India has declined thousands of student visa applications in the past two weeks. This includes applications from students with high scores in IELTS and those already enrolled for online study in Canadian colleges. Education consultants across India have identified two major reasons for the visa denials. Authorities are said to be declining applications of students with weak academic records and those who have unstable financial positions. Students with declined visa applications can still re-apply as they work on shortcomings indicated in the “reasons for the refusal” given by the High Commission authorities.

Over 150 Indian Students to Study in Europe After Winning Erasmus Mundus Scholarships for 2021
India has received the largest number of Erasmus Mundus scholarships worldwide in 2021. A total of 153 Indian students won grants to pursue higher education in different European countries this year. Out of the 153 Indian students, 74 were females, and 79 males. Some 756 Indian student applications were submitted in total. The program offers fully-funded scholarships which will cover tuition fees, travel expenses, as well as living costs for each student.

MOE Drafting Plan for Foreign Students to Enter Taiwan
Taiwan's Ministry of Education (MOE) has announced that it is drafting plans to enable students without a residence permit to enter the country. The plan will map out the procedures on how students can enter the country and what types of COVID-19 prevention measures they will be required to undertake. Once finalized, the new plan will apply to the 11,500 newly enrolled international students who are scheduled to come to Taiwan this fall semester. Meanwhile, students who already have a residence permit are already allowed to enter the country.

According to the QS Quacquarelli Symonds 2022 ranking, London has emerged as the best city for international students. Munich, Germany stood on the second spot as the second-best city in the world for students, while Seoul and Tokyo both ranked third. The survey looked at a range of factors for a city to be deemed as the most desirable place, including employer activity, safety, high quality of living, affordable costs, and a liberal atmosphere.
