Created in 1985, by French Minister of Culture and Education Jack Lang and Greek Minister of Culture Melina Mercouri, the annual designation as Capital of Culture strives to bring Europeans closer together, highlighting the richness and diversity of European cultures and raising awareness of their common history and values.

In becoming a European Capital of Culture, a city is selected by the European Union for a period of one calendar year during which it organizes a series of cultural events with a strong European dimension. Preparing for this spotlight can be a tremendous opportunity for the city to generate cultural, social and economic benefits and it can help foster urban regeneration, change the city's image and raise its visibility and profile on an international scale.
