In recent months/weeks the rising attacks on the Asian community, incidents of police violence, and legislative assaults on Transgender people's rights have weighed heavily on us all. It seems that a day doesn't go by when we see don't see news of more deaths and more communities in mourning - all while still reeling from the consequences of the pandemic. In the midst of this, I keep returning to Shaun Harper's 2021 AERA Presidential Address, "We Share Responsibility." In his speech, he asked difficult questions about the role of educator preparation and educators, the nature of the educational system's complicity, and the reluctance among many to be "citizen scholars." There are no easy answers and we know that looking for those answers requires equal parts courage, strength, and love - as individuals and as a community. At Headquarters, we have begun some projects to better understand ourselves and to look at how we can more authentically embody our vision and values. To borrow from Paulo Freire, UCEA is in the process of becoming. I look forward to sharing more with you in the coming months.

10th Annual Graduate Student Summit
The UCEA Graduate Student Summit (GSS) is an annual pre-conference event organized by the UCEA Graduate Student Council. Now in its 10th year, the UCEA GSS has grown each year as it has become recognized by UCEA faculty members and graduate students as a valuable developmental experience for aspiring educational leadership faculty.

PANDEMIC RELIEF LEGISLATION

The Biden Administration’s $1.9 trillion American Rescue Plan Act narrowly became law, securing nearly $130 billion in emergency funding for schools. Districts will have a lot of spending discretion, but stakeholders are still debating plans to route money through Title I.

The Act also includes nearly $40 billion for post-secondary institutions. They must spend at least 50% of the funds on emergency, need-based grants for students.

FEDERAL SPENDING PROPOSALS

The Biden Administration’s proposed $2.3 trillion infrastructure plan includes education-related provisions like universal Pre-K; child care; school building improvements; lead abatement; and community college infrastructure.

The Biden Administration unveiled its proposed budget for FY2022, with large increases in several education areas. Those include more than doubling Title I funding, a $6.2 billion increase in IDEA funding, $1.2 billion more for Head Start, and a $400 Pell Grant increase.

In respose to an executive order from President Biden, the US Department of Education Office of Civil Rights announced that it will review its Title IX policies and regulations on sexual violence, gender discrimination, and LGBTQ+ rights.

Wallace Foundation
A new research report, supported by The Wallace Foundation, investigates The Role of Assistant Principals: Evidence and Insights for Advancing School Leadership. Authors Ellen Goldring, Mollie Rubin, and Mariesa Herrmann provide a synthesis and new analysis of over two decades of educational research. They share important insights about the shifts in AP prevalence, demographics, and roles over time as well as the implications of APs for equity concerns and school leadership pipeline.
