Welcome to our 1st quarter newsletter edition!


In this edition, we are proud to showcase the remarkable work of the Georgia Head Start Association (GHSA), highlighting the impactful news surrounding our organization, dedicated members, esteemed alumni, and corporate and collaborative partners. Our unwavering support for Head Start and Early Head Start in Georgia plays a crucial role in empowering these programs to provide high-quality, comprehensive services to vulnerable children and families. With over 22,000 children and families benefitting from Head Start services, and nearly 6,116 dedicated staff members delivering these essential services across 1,520 classrooms in 379 centers throughout the state, we are fostering a brighter future for the next generation. Together, we are creating a nurturing environment that not only uplifts the lives of children but also strengthens the fabric of our communities.

Remembering President Carter


The Department of Education Organization Act is a United States federal law enacted in 1979 by President Jimmy Carter, which created the Department of Education. The new department was split off from the Department of Health, Education, and Welfare, which the Act also renamed the Department of Health and Human Services.[1 The Department's mission is one of many purposes including to

increase the accountability of federal education programs to the President, the Congress, and the public. President Carter signed the bill on October 17, 1979.[1] Source: Wikipedia


In 1965, while Jimmy Carter was head of a county planning board in Georgia, he helped set up 20 Head Start classrooms. As President, in 1980, Carter held a reception at the White House in honor of the 15th anniversary of Head Start to which he invited many original proponents of the project including Lady Bird Johnson, as well as Pancho Mansera (Hymes, Jr.) Source: HEAD START EXCHANGE MAY/JUNE 2010


While President Carter advocated for the controversial idea of moving Head Start under the Department of Education (which did not happen in the end), he sang Head Start’s praises. As a result, the program’s budget nearly doubled during his four years in office

Head Start History


In January of 1964, President Lyndon B. Johnson declared The War on Poverty in his State of the Union speech. Shortly thereafter, Sargent Shriver took the lead in assembling a panel of experts to develop a comprehensive child development program that would help communities meet the needs of disadvantaged preschool children. Among these experts were Dr. Robert Cooke, a pediatrician at John Hopkins University, and Dr. Edward Zigler, a professor of psychology and director of the Child Study Center at Yale University.


Part of the government's thinking on poverty was influenced by new research on the effects of poverty, as well as on the impacts of education. This research indicated an obligation to help disadvantaged groups, compensating for inequality in social or economic conditions. Head Start was designed to help break the cycle of poverty, providing preschool children of low-income families with a comprehensive program to meet their emotional, social, health, nutritional and psychological needs.


In the summers of 1965 and 1966, the Office of Economic Opportunity launched an eight-week Project Head Start. In 1969, under the Nixon administration, Head Start was transferred from the Office of Economic Opportunity to the Office of Child Development in the U.S. Department of Health, Education, and Welfare. Dr. Edward Zigler, who had served on the planning committee to launch Project Head Start, was appointed Director of the Office of Child Development. In 1977, under the Carter administration, Head Start began bilingual and bicultural programs in about 21 states. Seven years later, in October 1984 under the Reagan administration, Head Start's grant budget exceeded $1 billion. In September of 1995, under the Clinton administration, the first Early Head Start grants were given and in October of 1998, Head Start was reauthorized to expand to full-day and full-year services.



Head Start was most recently reauthorized again in 2007, under the George W. Bush administration, with several provisions to strengthen Head Start quality. In 2009, under the Obama administration, the American Reinvestment and Recovery Act added more than 64,000 slots for Early Head Start and Head Start programs.


Head Start has served more than 30 million children since 1965, growing from an eight-week demonstration project to include full day/year services and many program options. Currently, Head Start is administered by the Administration for Children and Families (ACF) in the Department of Health and Human Services. Head Start programs serve children from birth to age 5 and pregnant women in urban and rural areas in all 50 states, the District of Columbia, Puerto Rico and the U.S. territories, including American Indian, Alaska Native, and Migrant and Seasonal communities. National Head Start Association's Winter Leadership Institute


Washington, D.C. can be very cold during the Winter but did anyone expect a federal funding freeze?


In January 2025, a dedicated delegation of 22 representatives from Georgia's Head Start programs embarked on a significant journey to Washington, DC, to partake in the National Head Start Association's Winter Leadership Institute, held from January 27th to 31st. This pivotal event culminated on Capitol Hill Day, January 29th, where the representatives engaged directly with their elected congressional leaders to advocate for the vital role of their programs in fostering early childhood education and support. During their visit to the Capitol, the group had the invaluable opportunity to connect with legislative staff from the offices of prominent figures such as Rep. Barry Loudermilk, Rep. Marjorie Taylor Greene, Rep. Mike Collins, and Rep. Rick Allen, as well as staff from Georgia's esteemed U.S. Senators, Jon Ossoff and Raphael Warnock. This gathering not only underscored the importance of collaborative dialogue between education advocates and policymakers but also highlighted the commitment of Georgia's Head Start representatives to champion the needs and aspirations of the children and families they serve.


On Wednesday, January 29th, hundreds of programs touching all corners of the US were placed under review, according to a document released by the Office of Management and Budget. The planned freeze left many non-profit organizations and government agencies at local, state and federal levels in a state of flux. As confusion swept through organizations that rely on federal grants and loans for their operations, the administration had to further clarify the order.

On Tuesday afternoon, the Office of Management and Budget issued a Q&A saying the following would not see funding pauses: “mandatory programs like Medicaid and SNAP (food stamps)” – as well as “funds for small businesses, farmers, Pell grants, Head Start, rental assistance, and other similar programs.” Source: Karina Tsui and Chris Boyette, CNN 9:23 PM EST, Wed January 29, 2025

GHSA Returns to the Georgia Gold Dome for State Advocacy Day


On February 10th, the vibrant representatives of the Georgia Head Start Association graced the halls of the Georgia State Capitol for their inspiring annual Susie D. Wilcher Day. This remarkable event is not merely a date on the calendar; it’s a powerful platform that illuminates the vital services that Head Start provides throughout the Peach State. With a mission to enlighten our esteemed state officials about the profound impact Head Start has on the lives of Georgia's children and families, these passionate advocates showcased the program's reach across all 159 counties. Their efforts highlight the seamless integration of Head Start within GA Pre-K classes, demonstrating a commitment to nurturing the next generation and fostering a brighter future for all Georgians. With such dedication and purpose, the day served as a reminder of the collective power we hold to uplift our communities and inspire change!


In a moment that beautifully highlights the commitment to early childhood education, State Representative Mack Jackson took to the floor of the State Capitol to introduce the dedicated representatives of the Head Start program. This initiative not only embodies the spirit of community support but also underscores the vital role that quality education plays in shaping the futures of our youngest citizens. As Rep. Jackson passionately shared their mission and achievements, one couldn't help but feel a surge of inspiration—after all, investing in our children is not just a responsibility; it’s a promise to nurture the potential that lies within each child. So here's to the unsung heroes of Head Start, tirelessly working to ensure that every child gets a strong start, and to the leaders like Rep. Jackson who champion their cause with unwavering enthusiasm!

Economic Impact of Child Care Challenges on Georgia's Economy


In a powerful demonstration of unity and determination, child care advocates in Metro Atlanta convened on March 28th at the Georgia State Capitol. This rallying cry was underscored by a compelling analysis from GEEARS, revealing that Georgia's childcare challenges are costing the economy a staggering $2.5 billion in lost activity each year, alongside a significant $132 million dip in tax revenue. These figures, which have risen since 2018, highlight the urgent need for sustained investment in early childhood education. The Press Conference, aptly titled "The Far-Reaching Effects of Child Care Challenges on Georgia's Economy," served as a platform for passionate voices—including child care administrators, parents, and business leaders—who shared their heartfelt stories and steadfast support for the childcare sector. Together, they are not only advocating for the future of Georgia's children but also laying the groundwork for a robust economic recovery that recognizes the invaluable role of quality childcare in fostering a thriving community.

Promoting Healthy Eating and Nutrition for Head Start Children and Families


Head Start programs play an important role in achieving healthy outcomes for children and families. Nutrition services can be particularly impactful for families who experience food insecurity or live in communities where affordable, healthy food is less available. Research indicates that Head Start children are more likely to receive dental checkups and have healthy eating patterns than non-participants. They also have lower Body Mass Index (BMI) scores and are less likely to be overweight compared to children in other non-parental care (Lee et al., 2013). Obese, overweight, or underweight children who participate in Head Start have a significantly healthier BMI by kindergarten (Lumeng, et al., 2015). Additionally, Head Start graduates have better health status as adults than non-graduates; they are 7 percent less likely to be in poor health as adults than their siblings who did not attend Head Start (Johnson, 2010; Deming, 2009).

Tips to Foster Enthusiasm for Healthy Eating and Nutrition


  1. Make nutrition education activities fun, interactive, hands on, and part of the daily schedule-Connecting nutrition activities with reading, math, or science content makes for a comprehensive approach to learning. 
  2. Increase access to fresh foods-Explore opportunities to help children and families learn about and access fresh foods through creative experiential opportunities and connections.
  3. Focus on the communities served-Take the time to get to know families on an individual and community level, and incorporate their traditions and culture into healthy meals.
  4. Breastfeeding and infant nutrition- Breastfeeding is the perfect mix of nutrition for growing babies.

The Georgia Head Start Association's New President Elect


The Georgia Head Start Association (GHSA) Board of Directors convened in the charming city of Valdosta, Georgia, for their pivotal March 2025 Board meeting. Hosted by the ever-dedicated Coastal Georgia Economic Opportunity Authority, an affiliate of GHSA. The annual election of officers heralded a fresh chapter for the Association with the election of Mrs. Tajuannya "Tee" McBride as President Elect.


Mrs. McBride, a Florida native, has worked for McIntosh Trail Early Childhood Development Council, Inc., since March 1, 2010 as an Administrator, Program Director, and currently as the Executive Director/Program Director where she currently leads and oversees Early Head Start, Head Start, and Pre-k programs in Butts, Henry, Spalding, Newton, Lamar, Pike, and Upson counties. She is currently serving as the 1st Vice President of the Georgia Head Start Association and a member of the Region IV Head Start Association Board. She has an Associate of Arts in Early Childhood Education, Bachelor of Science in Early Childhood Education, minor in Special Education, and a Master’s Degree in Educational Leadership.


Her love for serving children and families has continued to grow throughout her journey over the past 30 years. 


Mrs. McBride will assume the role as President in September. GHSA would like to extend its heartfelt appreciation to President Donnis Pace for her unwavering dedication, tireless efforts, and remarkable sacrifices made during her four years of leadership.

2Gen Academy Launches 4th Cohort


The Georgia Children's Cabinet is thrilled to announce the launch of the 4th Georgia 2Gen Academy, set to commence in September 2025! This Academy represents a unique opportunity for participants to immerse themselves in an enriching environment of learning, collaboration, and innovation, culminating in a capstone project that centers around the transformative 2Gen approach. By engaging in this program, participants will not only enhance their own skills but also empower their organizations to adopt a holistic 2Gen mindset, which is essential for addressing the needs of children, caregivers, and families in our communities. The Academy is particularly seeking thought-leaders and supervisors who are ready to challenge conventional methods and embrace a more conceptual framework that encourages creativity and adaptability. Ideal candidates include program managers who have a direct impact on family services, making them well-positioned to implement the insights gained from this Academy. Join in shaping the future of our state's approach to family support, as we cultivate a new generation of leaders equipped to drive meaningful change!


Nominations are due by: July 14, 2025.

 

Participant Expectations:

•  Attend and actively participate in all sessions. Please note, if participants miss more than 2 sessions, they will not be eligible for graduation.

• Work collaboratively with team on Capstone Project*

• Share learning with their organization and partners

Director's Spot Light


Melissa Metcalf is a dedicated professional with 29 years of experience in various capacities within the Family Resource Agency of North Georgia. Currently serving as the Director, she brings a wealth of knowledge and expertise to her role. Melissa holds a Master's degree in Education & Instruction and a Bachelor's degree in Organizational Management, which have equipped her with a solid foundation for leadership and organizational development.

Throughout her career, Melissa has been deeply involved in enhancing family resources and support systems. Her commitment to community welfare is evident through her active participation in several affiliations. She is a valued member of the Georgia Head Start Association, where she currently serves as 2nd Vice President and the Region IV Association, where she previously served as Secretary, showcasing her leadership and collaborative skills. Additionally, Melissa is affiliated with the National Head Start Association, further demonstrating her dedication to advancing early childhood education and family services on a national level.

As a certified facilitator of Appreciation in the Workplace, Melissa promotes positive work environments and fosters a culture of appreciation within her agency. Her efforts have been instrumental in achieving notable recognition, such as the NHSA Program of Excellence award in 2023, underscoring her commitment to excellence and innovation in program delivery.

Melissa Metcalf continues to be a driving force in advocating for families and children, leveraging her extensive experience and expertise to make a meaningful impact within her community and beyond.


Kelvin O. Thomas, M. Ed, MSW, PhD (ABD)

Alumni Spotlight


Kelvin O. Thomas is a transformational servant leader who served as the Director of Early Childhood and Family Services for Enrichment Services Program, Inc. There he had the awesome pleasure of leading an accomplished and dedicated team of Senior Leaders and Center Managers who embraced the goal of creating a "World Class Head Start Program" that seeks to ensure that children are more than school ready and families are thriving. Prior to joining the Enrichment Services Program team, Kelvin worked as an Assistant Principal, Alternative School Director and School Counselor. He has successfully completed the 2020 UCLA New Head Start Directors Mentoring Program and is a member of the UCLA Head Start Management Fellows (Class of 2022). He previously participated in a 1 year Post Graduate Fellowship at the Yale Child Study Center (Yale University - New Haven. CT) and the Harvard University Ambassador Leaders Program Harvard University- Cambridge, Mass). Kelvin also graduated from the Georgia Children's Cabinet 2 Gen Academy-Cohort 2.


Kelvin attended the Southwest Georgia Community Action Head Start program in Camilla Georgia located in the Neighborhood Service Center Building. Kelvin also served as a member of the Georgia Head Start Association Board of Directors where he held the position of Treasurer and was a member of the Training and Technical Assistance Committee.


Kelvin is currently the Vice President for Acelero Clark County Head Start in Las Vegas, NV.

The Georgia Infant Mental Health Association launched in November 2022 with a special event with many state partners in attendance. GA-AIMH will be housed at Georgia State University with a statewide emphasis on building a system of care that includes promotion, prevention, and treatment for Georgia’s youngest children. The new Association will include endorsement opportunities beginning this summer for staff in Head Start to add the Infant Mental Health endorsement to their credentials. Wilma Hill has been employed by Southwest Georgia Community Action, Inc. as an Administrative/Nutrition Assistant since 2011.


She is a graduate of Albany State University located in Albany, GA. Wilma holds a Bachelor’s degree in Sociology and has worked as a substitute teacher for the Colquitt County school system located in Moultrie, GA. and has been a Christian since the year 2000.


Wilma is a past member of the Georgia Head Start Association Board of Directors where she served as the Membership Committee Chair for four years.
