Executive Panel Leads NCLGS Winter Meeting on Intersection of Gaming and Financial Crime

SAN JUAN, Puerto Rico: The National Council of Legislators from Gaming States (NCLGS) will open a critical international dialogue on the intersection of gaming and financial crime with a powerhouse panel of female executive leaders at its upcoming Winter Meeting, taking place December 10-13, 2025, at the Fairmont El San Juan Hotel.


The general session, titled “NCLGS International – The Nexus Between Money Laundering and Gaming: Unveiling Vulnerabilities and Strengthening Defenses,” will explore how criminal networks exploit both online and land-based gaming platforms to launder illicit funds, often linked to human trafficking and other forms of exploitation.

This timely session will be chaired by Representative Christie Carpino of Connecticut, NCLGS Vice President, and will feature a distinguished panel of experts:


  • Dawne J. Spicer, Executive Director, Caribbean Financial Action Task Force (CFATF)
  • Michelle Martin, CEO, ComplianceAid, Chairman and CEO of the Anti-Money Laundering and Financial Crimes (AMLFC) Institute

Together, these leaders will examine emerging typologies, red flags, and real-world case studies that illustrate how financial crime intersects with the gaming sector. The panel will also address the regulatory and operational challenges in detecting and preventing abuse, and emphasize the need for cross-border collaboration and robust AML/CFT frameworks.



The NCLGS Winter Meeting will feature more than a dozen sessions over four days, covering topics including sports betting, tribal gaming, lotteries, iGaming, and responsible gaming. The event draws legislators and regulators from over 30 states, along with leading operators, attorneys, and policy experts.
