COVID-19 Testing Opportunities Continue to Expand within Fulton County.
The Fulton County Board of Health added an additional COVID-19 testing site on Wednesday, May 13, 2020. The new walk-up testing site is located at the Fulton County Center for Health & Rehabilitation, 265 Boulevard, Atlanta, GA 30312.

The two Fulton County drive-through testing sites at 4700 North Point Parkway and Wolf Creek Amphitheater are still in operation.

For any location, appointments are encouraged but walk-ups are accepted. Call 404-613-8150 to schedule an appointment. The COVID-19 Hotline hours are Monday through Friday from 8 a.m. to 7 p.m. and on Saturday from 8:30 a.m. to 5 p.m.

New Mobile Locations Starting May 18
The Fulton County Board of Health will offer new mobile, walk-up Neighborhood Testing Sites the week of May 18 – 22 These locations will offer FREE testing from 9 a.m. to 4 p.m. on the following days:

Residents who have already been tested at a Fulton County Board of Health site can now log on to patient.labcorp.com to check their results online.

Fulton County Board of Health Epidemiology Reports on COVID-19
The Fulton County Board of Health Epidemiology Division produces reports providing data regarding the distribution of COVID-19 cases within Fulton County.

The reports include statistics on the number of confirmed COVID-19 cases by city and zip code. The reports also include the percentage of people needing hospitaliza tion, were admitted to ICU, or required assisted ventilation.

Absentee Voting Encouraged for Voters
Georgia law allows residents to vote by absentee ballot. Absentee ballots are requested by the voter and mailed to them. Fulton County residents choosing to vote by absentee ballot are strongly encouraged to request their absentee ballot as soon as possible to ensure that it arrives back to the Department of Registration and Elections offices by the closing of the polls on Election Day. Voters may request an absentee ballot beginning at 180 days before an election. Absentee Ballot requests may be requested by fax, by mail, email or by phone.
Fulton Registrations & Elections Announces Polling Site Changes for Primary

Approximately 40 Election Day polling places will change for voters in Fulton County for the June 9, 2020 Presidential Preference Primary, General Primary, and Special Election.
Fulton County encourages all voters to cast their ballots through Absentee Ballot by mail, which is safe, secure and consistent with social distancing. But for those who choose to vote in person on Election Day, they should check the list in case polling places changed.

Some polling locations changed due to date conflicts after the Election Day changes. Other sites, particularly senior centers and assisted living facilities expressed concerns about members of the public visiting those locations.

Voters who choose to vote in person during early voting or Election Day voting, will see some differences as Fulton County makes efforts to protect voters and poll workers from COVID-19. Out of consideration for fellow voters and poll workers, voters are asked to wear a face covering. Those in line will also be asked to stand at least 6 feet apart in accordance with social distancing recommendations. The number of voters inside the poll at a given time will also be limited.



Early Voting Starts Monday
Early voting will take place weekdays at 5 locations beginning Monday, May 18, 2020 through Friday, June 5, 2020 from 9 a.m. to 4:30 p.m., and Saturday, May 30 from 9 a.m. to 4:30 p.m. Polls will be closed on Memorial Day, Monday, May 25, 2020.

Fulton County Residents Can Now Renew Tags at Kiosks and Online Without Credit Card Fees
New Benefit Now In Effect

Fulton County residents can now renew their vehicle registration online and at kiosks without credit card or other processing fees.

Fulton County Tax Commissioner Arthur E. Ferdinand noted, “With this change, there is no financial advantage for customers to come to our offices for simple vehicle registration renewal. They can handle the entire transaction online at their convenience.”

“With the current state of affairs, technology-enabled solutions have become a necessity for our customers. It only makes sense to waive these fees,” said Commissioner Bob Ellis, who sponsored legislation at the May 6 meeting of the Board of Commissioners to waive the fees sooner than previously scheduled.

The Tax Commissioner’s office has implemented the change for all motor vehicle registration renewal kiosks effective May 14.

Motor Vehicle Registration Renewal kiosks are located in select Kroger stores and allow taxpayers from Fulton County and other participating counties to renew their motor vehicle registrations and receive renewal decals upon the completion of their transaction. Kiosks are accessible to customers during store business hours. Taxpayers using the kiosks can scan their driver's license and vehicle registration renewal notice, or enter their tag number at the kiosks.

Kiosks are also being installed in all offices of the Tax Commissioner, and will provide a convenient option to customers, especially at peak times. While most locations are still closed to the public, the kiosk at the Fulton County Customer Service Center at Maxwell Road is currently accessible during the business hours of the Department of Drivers Services. That facility is located at 11575 Maxwell Road, Alpharetta, GA 30009

Fulton County Behavioral Health Professionals Prepare for Live Discussion on Coping with Fear and Anxiety
Fulton County’s Department of Behavioral Health & Developmental Disabilities will continue efforts to remind Fulton County residents that professional behavioral health services are available through a panel discussion entitled,” The Current of State of Mental Health” scheduled for Friday, May 22, 2020 at 1 p.m. as a part of Mental Health Awareness Month. The event will address mental health concerns arising out of the restrictions related to the spread of COVID-19 throughout Georgia and the U. S. Viewers will have access to Fulton County Behavioral Health professionals as well as those who will have first-hand knowledge and advice for those who may be facing personal coping challenges.

Fulton County Celebrates National Public Works Week 2020
The Fulton County Public Works Department observes National Public Works Week May 17-23, 2020 by highlighting its staff and the services provided.

The national observance, sponsored by the American Public Works Association, was instituted in 1960. This marks the 60th Annual National Public Works Week sponsored by the American Public Works Association/Canadian Public Works Association. The 2020 theme “The Rhythm of Public Works,” challenges residents to think about their communities as a symphony of essential services, working in concert to create a great place to live.

2020 Census Video Challenge
Public voting for the Fulton County 2020 Census Fire Station Video Challenge will remain open until Noon on Friday, May 22, 2020.  Members of the public (including Fulton County Government and local government employees) may vote once per day in the contest and are eligible to opt-in and enter an iHeartMedia sponsored sweepstakes for a prize valued at $500.

Amendments to Existing Citizen Participation Plan In Response to COVID-19 Pandemic
The Department of Community Development is amending its Citizen Participation Plan, to promote and support “social distancing” while continuing to offer the public an opportunity to provide valuable input and insight into the policies, and procedures, particularly as it relates to the administration and implementation of its federal programs.
 
Beginning May 13, 2020, consistent with the Mega-waiver issued by HUD on March 31, 2020, input from in person public meetings before drafting a substantial amendment to any plan will be waived. The waiver includes but is not limited to an approved consolidated plan or annual action plan concerning the proposed uses of Community Development Block Grant (CDBG), Emergency Solutions Grants (ESG), and HOME Investment Partnerships Program (HOME).


Public Comment Wanted on Proposed Substantial Amendment to the 2014, 2015, 2016, 2017 and 2018 HUD Annual Action Plans

The Fulton County Department of Community Development invites citizens to review and comment on a proposed amendment to the 2014, 2015, 2016, 2017 and 2018 HUD Annual Action Plans for the Community Development Block Grant (CDBG) Program funding distribution. Citizens can submit written comments regarding the reprogramming of funds and eligible projects from May 13 until June 11, 2020 and attend virtual public hearings on May 19 and May 21, 2020.
 
Reprogrammed CDBG funds in the amount of $1,968,987 from award years 2014, 2015, 2016, 2017 and 2018, from the U.S. Department of Housing and Urban Development (HUD), will be designated for community improvements to Cities within unincorporated Fulton County whose population area benefit is at least 51% low to moderate income. 2020 – 2024 Consolidated Plan and 2020 Annual Action Plan Drafts
Fulton County’s 2020-2024 Consolidated Plan and 2020 Annual Action Plan drafts will be available for a 30-day public review and comment period from May 13, 2020, through June 15, 2020. The Consolidated Plan and First Year Annual Plan serve as the application to the U. S. Department of Housing and Urban Development (HUD) for funds under the Community Development Block Grant (CDBG), HOME Investment Partnership Program (HOME), and Emergency Solutions Grant (ESG).
